we have beverly upton here for public comment. >> thank you, commissioners, and beverly upton, and i am just so proud and honored that we could bring this issue to the chief, without any anything to spur it, there was not a tragic incident that brought this on. and i am so proud of the work that we were able to do with captain mcfaden and deputy chief, and we looked at 9:00 policies across the country, and joe and i literally went through every paragraph of each one, to see which was the best, and then how it needed to be shaped to meet the needs of san francisco and it was a long, process. the policies included tacoma who had a terrible shooting a homicide, and by a deputy chief police against his wife, and then he took his own life and yes, i will say, in front of their children. and that policy went on to be washington state's policy, and their attorney general adopted it within a year and we looked at that and we looked at baltimore and we looked at florida and that went on to the florida state policy and we looked at wisconsin and we also looked at the international chief of pol

you. >> thank you, commissioner. >> good evening, commissioners, chief, director, and my name is beverly upton and i am proud to be the director of the san francisco domestic violence and made up of 17 agencis that hold up san francisco safety net and create safety, justice, and leadership for domestic violence around the city. and beyond. >> this has been a lot of work. and it has been an honor to be at the table and before i even dive into this 1k3 i know that i have two minutes, i have to say what an awesome jump start to domestic violence awareness month, this time last week, we were watching city hall glow purple and we had some of the best comments from the chief that i have ever heard and so i want to thank everybody that was present at that and i want to thank our new president of the commission, loftus for moving the start date so everybody could be there and it was a moment taous for us and so we appreciate it. we are going to hear more about another policy, in the next line item that i am so proud of, and i am so deeply moved, and honored that we got this policy, where it is. but, a

beverly upton there is no background on her, she is a business person she was in architect or a designer and decided to go into domestic violence. the quotes that they use on some of their agencies, come from somewhere unknown. rolang g, i don't think there are any other agency and a gem in the jewel for the familis for cathy baxter. >> and i am not knocking them and i am just saying that we have no idea who these people are. and they are not non-profits that suck the money out of the city and they are there to create a greater bureaucracy as the domestic violence has been declining to some agree, but we are seeing more agencies pop up, almost everywhere. the fight domestic violence, or to promote brochure and documents to prevent the domestic violence, and i can read a few here under the san francisco domestic violence, council, there is 17, agencies. and the apa families support services and the asian pacific islander and the asian woman's shelter and the legal aid fund and the san francisco united against violence and the cooperative restrainingorder, clinic and the house, and the fut
