. >> governor bevin, i would like to answer that also.ten years we have been ranked in top two in country. we actually partner with head start. we add our program at head start to make head start a good program. head start is not a good program. statistically, you're exactly right. but we have statistics in alabama to prove what we are doing in our state is actually working. but we give the grant on top of the head start grant and we actually work with churches. we work with head start. we work with public education. most of them public education. the other thing that i am pushing in alabama right now, is the development of a degree in higher education. not kindergarten through sixth grade. but birth through third grade. because unless we expand what we are doing in the pre-k programs in alabama it kindergarten, first, second, third grade, they are losing some of that. but if you get them at third grade level, if they can read and know their math, they are on their way. that's what we're doing. we are working with higher ed, looking at it

let's bring in tom bevin. he's from real clear politics. the republicans have an issue here.ou help explain it? >> well, they're in a political pickle. they have a big problem, the big sticking point with the cbo, the coverage issue. the loss of coverage. you heard sean spicer try the address repeatedly in the press conference. the cbo says 14 million will lose coverage next year. 24 million by 2026. so that is a p.r. problem for republicans, especially when trump has promised to make healthcare affordable and acceptable to all. in order to mitigate that issue, they have to eat away at some of the savings. the other things that conservative republicans like about this plan, the $337 billion in savings that will go to the deficit. so there's not a lot of wiggle room where they can make conservatives happy without alien netting others. >> shepard: there's a few things they could do. not everybody would be happy about it. they save about $900 billion with the new plan. but they aid in about $650 billion in tax cuts, largely for wealthier americans. they could eliminate some of t

joining us "real clear politics" cofounder tom bevin and fox business network's liz macdonald.th you. the republicans were pushing back on the cbo score knowing they have a faulty track record and they would find some losses. to what degree we weren't sure. how do you sell it to the american public and american businesses out there? >> well that is a great question. in many way this is is public relations battle as democrats, you know out there, as you her nancy pelosi ran the clip of her earlier saying that millions of people will get thrown off insurance. republicans have to emphasize that the affects of this law favorable to them, in many ways the cbo report was better than they expected in terms of deficit redoes, and the like. they have to emphasize, the key distinction for them to get over is that the coverage, loss of coverage that will ensue, the cbo projected, a majority of that is because they will repeal the mandate, people forced to pay for insurance, may opt out or may decide not to get coverage at all. if republicans articulate that, they will be in better shape.

as you mentioned, governor bevin who is here to appear with mike pence is not fully behind the bill and told reporters so yesterday. take a listen to what he said. >> that's the beauty of america. this is where we are. senator paul has ideas of things he thinks need to be a lot stronger. he's not as impressed with what has currently been offered as some who have current le offered it. truth be told, i'm not either. i'm with him. >>. >> reporter: it's remarkable coming from the man who's going to appear here with the vice president. now, he tried to clean that up a little bit later in a tweet saying that he's fully behind the process of figuring out how to repeal obamacare. but the damage was done with that statement given the fact that he's going to appear here at this event. you're right there will also be protesters. organizers expect about 250 people down the street here organized by a mix of groups including save my care which is a health care group that is driving across the country organizing protests against this republican plan to repeal obamacare. >> dan, glad you're there. tha
