bianca nobilo joining me from london. so what more are you learning? >> you would expect the threat level to be correlated to the rate of infection in the country or the r number as it's called. when boris johnson said the uk's threat level was going from level 4 to level 3, which means the virus is spread within the community but not rising, the r number, the rate of infection, was between 0.5 and 0.9. so under that critical threshold of 1, after which the virus can begin to multiply exponentially. now the governmental advice is the r number is between 0.7 and 1. so it is clearing that critical point where it could begin to multiply. so you'd expect that the government may want to lock down conservatively and this is further complicated by the fact this data is old. the r number is analyzed and modeled based on data three weeks old. this doesn't take any account this country this week has relaxed restrictions. i'm sure you've seen images of packed compartments on the london underground and on buses. so we don't yet know the impact that's had on the sp

let's get the latest from cnn's bianca nobilo in london. >> reporter: wolf, the uk has the highest coronavirus toll in europe. over 32,000 deaths in britain of people with coronavirus. while the government cautions against making international comparisons, at this stage what's beyond any doubt is how hard hit britain has been by this virus, especially in comparison to other countries. the sobering numbers and the deepening grief here will likely inform what the government does next to make them more cautious in how they unwind the lockdown, especially as their decision is being made in the early stage of the virus outbreak under increasing scrutiny. like a lockdown too late, testing too late, and inadequate ppe. as these early decisions are being examined, the chief science officer has said that while all the focus was on contact tracing from china in the early days, it now seems a lot of the early cases were from europe, not from china, and he indicated an earlier lockdown may well have made a difference, wolf. >> bianca, thank you so much. >>> doctors in paris have found evidence of cases in
