as is mentioned beginning in 2013, our staff conducted biannual physical storefront vacancy surveys. we're out there pounding the pavement as part of our program, and we want to also say that while we recognize that these underutilized spaces which may not be open on a regular daily basis, those are not counted at vacant. those are occupied from our point of view, but while they're not tech knee vacant, they certainly do have an impact on community perception in a neighborhood. what is a healthy vacancy from our perspective. economic developers usually use from a five to 10% range. that said, the perception of whether or not there is a vacancy problem in a particular neighborhood commercial district can vary. the numbers have value, as does each district's population based on their priorities and circumstances. sometimes even when the vacancy rate is within a healthy range, neighborhood stakeholders are concerned about vacancy. what you see here is that the citywide vacancy rate has stayed low, even through the recession beginning in 20 -- or coming out of it in 2009. as the bay area

this is what we're trying to get with the biannual survey. we want to know what people think and spend time trying to understand if there's a difference why and how to address those things. we're excited about you doing the project. you may want to test a couple different stakeholders in any one project. in a rec center there could be local parks, neighborhood interest groups who have a clear memory of what the facility should be. you might want to have a focus group conversation with folks like that. general public, they probably don't remember but know their experience of the site. so you want to do intercept and site testing. there's different data for what people are experiencing with bond funds. >> i agree with what's been said. my thought is, the scope seems very extensive so i want to make sure it's narrowed to what we think is going to best serve this committee and pick one neighborhood part project and pick one -- i would think resurfacing, i know on the streetscapes when they did -- my coffee shop, that is all they were talking abou

to the budget itself, this two year budget is 13% over the previous biannual budget. that is possible really because of the port capital policy both investing meeting the target of 25% as operating revenue invested in capital and putting one-time sources to capital and including a general fund request for two projectses which i will highlight at the end of my presentation. on the sources side as you will note most of the sources are internal port sources with internal fund balances. on the use side 5% of the over -- 55% is toward good repair. we emphasize the desire to make sure the internal port sources are dedicated to state of good repair. if we look at that chart and focus solely on the internal sources, we would see 70% of the port revenue is dedicated toward state of good repair in this budget. i wanted to note on the sources side in the port fund balance that including several reappropriations of funds. in the left hand column this is cleanup. closed projects we are sweeping unused fulleds out to use for other projects. on the right side these are where staff h
