we got the big cities, but we got lots of little jurisdictions. ferguson is a little teeny jurisdiction. it is not just about reaching the big city chiefs who are a very thoughtful bunch in my experience. it is about pushing the conversation beyond that to the hundreds of others that are smaller. one of the things i did is i talked to all of my fbis in nearly every community in this country. i have almost 500 offerses. i've asked all of my field commanders, take my speech. we have citizens academies, we have lots of relationships with local authorities, engage them. i'm not telling them they should think about it the way i do be with but take this into the community and see if we in the fbi can help foster this conversation. the good news is the chiefs, i've already talked to a lot of the big city chiefs. they are grateful for the conversation. they don't want to see it drift off because they know we'll have to talk about it at some point. it is not going to go away by virtue of us just moving on to something else. that's what we're trying to do.

we got the big cities, but we got lots of little jurisdictions. ferguson is a little teeny jurisdiction. it is not just about reaching the big city chiefs who are a very thoughtful bunch in my experience. it is about pushing the conversation beyond that to the hundreds of others that are smaller. one of the things i did is i talked to all of my fbis in nearly every community in this country. i have almost 500 offerses. i've asked all of my field commanders, take my speech. we have citizens academies, we have lots of relationships with local authorities, engage them. i'm not telling them they should think about it the way i do be with but take this into the community and see if we in the fbi can help foster this conversation. the good news is the chiefs i've already talked to a lot of the big city chiefs. they are grateful for the conversation. they don't want to see it drift off because they know we'll have to talk about it at some point. it is not going to go away by virtue of us just moving on to something else. that's what we're trying to do. >

donna, comparing the fight against terrorism with a big city mayor fighting crime?i don't know the metaphors that people think about when they have to talk about some of these big global challenges. but i want to go back to your original question to the congressmen. i think the president is right to get congress on record. the brave men and women who will be fighting this war deserve a vote. deserve a debate. and we need to have a robust debate. isis is different. al qaeda, isis, boko haram. i mean i can name a bunch of them. they're all different. but the fact that they're recruiting each and every moment. probably recruiting off of this segment, we need to understand what the threat is and make sure that we have the resources to not just our resources, not just our military, but the resources of those in the region who will help us defeat and destroy this enemy. >> i have to say, bob, listening to those congressmen, i don't get the sense this will pass any time soon. it may not at all. >> it may not alt all. walking around the capital this week, i got the sense th
