bill restricting a woman's ability to get a full range of health care services and a bill we have passed before in this house and that we know is going nowhere in the other body. its title alone must be part of the majority's new plan to redefine facts. as we heard the other day, we now apparently have in our discourse, alternative facts. this bill takes that to a whole new level. let me tell you why. the bill is called, the no taxpayer funding for abortion act. but under current law, under the hyde amendment, which i hate, which i will do everything to repeal, but under the current law, we have no taxpayer funding for abortion. taxpayer funds are currently prohibited from use for abortions. instead, what this bill does is it takes that concept and it uses it to far expand restriction on a woman's ability to get the full health care that she needs. let me talk about what this bill does exactly. first of all, it codifies the hyde amendment into statute, which has never been done in this nation's history. secondly, it codifies a ban on abortions in d.c., even when they are done with d.c.'s

this is a great bill and i support the bill. we simply want to add a time line to this bill so we give proper incentive, notification and time to properly institute what this new law would do. the regulatory activities engaged in this bill in information and regulatory affairs deals with, these regulatory activities need to have cost and benefit assessments in their economic and risk assessments and harm ization of the rules. conforming rulemaking to the notice and comment requirements and formal rulemaking requirements in the administrative procedures act as well as the application to rulemaking proceedings under what is called the a.p.a. these guidelines required by the underlying bill are moving the country in the right direction and will ensure that agencies produce thoughtful, comprehensive and well vetted regulations. the amendment we offer today to h.r. 5 requires the office to issue guidance within 270 days. this is a right balance to have them encouragement but at the same time not allowic them to inger in and it provid

this bill should properly be the bill that s.e.c. rulings would come under stagnation, litigation and dess amation as a result -- decimation as a result of. because the way the bill is worded, there will be much litigation, and that litigation will tie the s.e.c. up in court for many years. that will create the stagnation that will cause the s.e.c. to be ineffective and as a result, the s.e.c. in terms of its rulemaking will be decimated. let's talk for a minute about a cost-benefit analysis. that's a very simple formula that can be used if you want to refinance your home and you want to get a different interest rate over a different period of time. all of the numbers associated with it are quantifyable, but if you want to do -- quantifiable, but if you want to do cost-benefit analysis in terms of fraud prevention, the prevention of fraud is not quantifiable. it is not knowable. bernie madoff made off with proximately $64 billion, and in so doing, he perpetrated one of the biggest frauds ever perpetrated on the government of the unit

"unresolved problems" segment, there is no question that president trump is causing controversy with his executive orders. he knows this. but politically, is that a good or bad thing? joining us now from austin, texas, karl rove. okay, so, i could be wrong, but i don't think i am, because i know mr. trump very well. he believes that all of this controversy, including the refugee stuff, all right, even though they are walking it back now, in the sense that they are allowing people with green cards in and all of that, helps him. it fires his base up and the people in the middle are getting fed up with the anti-trump people. am i wrong? >> well, there is some truth in there. i agree with some of it and i disagree with some of it. look, every action may have the tendency to strengthen the enthusiasm of your supporters. but in this instance, i think that the controversy is hurting him more than the controversy is helping him. and i think he could have gotten a lot of the good out of this b
