is a partial bill. i am open to -- remember, i have been chair for a month and a half of this committee, something like that, and maybe we need greater appropriations and more enforcement. i am open to looking at that, but it is not an argument against this bill. it is very frustrating always to hear that we shouldn't do things that we obviously ought to do because the solution is better enforcement of existing laws. part of the solution may be better enforcement, and maybe appropriations should be changed appropriately, but it is not an argument against closing huge loopholes in the law. -- iow, we know that forget the statistic, but we a large percentage of people applying for guns fail the background check. that means they shouldn't get guns. it also means presumably, that is people who are buying guns through a gun dealer, if they fail the background check, people buying guns online or at a gun show will probably be failing the background check with a similar ratio and that means a lot of people tha
