tired balance, balancing bill. >> those balanced bills are v y very. whether or not you go to the hospital, you don't get to choose who is working against you in the emergency room. i've heard a lot lately about what is under the issue unexpected medical bills. >> thank you for the question. a network is really an important part of the design. ist a way that we work together to improve care. it determines more or less whether it's big or small. it typically has a broad network as well as plans that have a you smaller network. the other thing that's been mentioned is these are often providers that you don't choose. answ anesthesiologists are providers that often provide service without you even knowing. >> how are patients allowed to be treated by other network providers they do not select themselves in the first place? >> that's a really great question. it sort of gets to the heart of this issue. you could be in the hospital and expect that every provider that's going to treat you will be in those same networks. unfortunately, that isn't the case today

it was two years ago that this body passed a bill that stripped those protections, a bill that would make comprehensive health insurance out of reach for many americans. and thanks to a courageous few that bill kid -- did not become law. now that the administration has lost that battle to destroy the affordable care act, they're trying to do it through guidance and through lawsuits. h.r. 986 prevents the administration from enforcing guidance that would allow states to use taxpayer money to sell subpar health plans on the exchange. the administration is taking the 1332 waivers which are designed to allow states flexbility to lower health insurance costs like through reinsurance and using it to take away important consume brother texts. the 1332 waiver requires high quality, affordable health insurance while retaining the basic protections of the affordable care act. as the american cancer society notes this administration guidance tips the scales in favor of insurance products that are inadequate to meet the needs of millions of americans with pre-existing conditions. madam speaker,

so the other bill i want to update you on is ab-1605. this is the reservation system bill. it cleared the assembly, it is in the senate, it's ready to be assigned and we anticipate it to be assigned, but we're waiting for the actual designation so i can meet with the right folks and start discussions on the senate side. also, the measure you followed previously, the revision to the active transportation program. it too is on appropriations suspense file in the senate. it has some issues, he's trying to restore what he thought he had, he and chairman frazier had enacted in a company meant with sb-1 originally. he's really pushing hard to reallocate money within the a.t.p. program, which would result in m.p.o.s receiving direct allocations based on population share, which is a little bit different than the current law. at this point, it's not clear how it's going to fair in the assembly, now that the bill is probably going to come out of suspense. the folks that have been, i guess i'll put it this way, self help folks counties are divided on the issue, so we don't know who wi
