i do believe bill daley's right, that someone like bill daly might have thought, we're not doing so well. they were not doing well. bill daily probably thought, who can we get, and guess what, we know somebody who's very popular with women and independents. her nape's hillary clinton. >> do you think hillary would have considered it? do you think she would have wanted to say no and go for a run herself? >> probably would not have wanted to be the vice president, i would think. if you talk to ed klein, who's fascinating, great book, he talks about the behind the scenes relationship between the clintons and the obamas. i think daily has the best scenario. it was a rough situation. the reason why, i think it was considered was because the same way they consider her to be the secretary of state. one of these things in the book that they say is if there was concern in the white house about joe biden and his political aspirations. i think there is deep concern today in the white house, not just about what biden will do and say, but what hillary will do and say, when they will decide to run. >>

with bill daly yesterday on the phone.s is the fall of 2011. what he told me was that he and a handful of top aides were concerned about the president's prospects at that point. his poll numbers were really plunging and they were looking at options to try and bolster his re-election going into that year. and -- so i think they put it in polls, they put it in focus groups. campaigns don't spend that kind of money unless they're looking at something seriously. the question that's unanswered is did president obama know about the sort of backstage effort. >> what was your sense on that? i know you asked about it. >> he said he wasn't sure that obama might have figured it out but he wasn't positive himself. now, what he emphasized is that there was no biden plot which is to say we have to get rid of joe, it was more our numbers are not really good right now, ho do we stabilize that and could she help the cause? what they ultimately figured out after doing polling and focus groups she would help but not enough, not enough to dum

so we talked to cbs news contributor bill daly who is a former commerce secretary and more recently thekeeper for the president as white house chief of staff from 2011 to 2012 when it was reported that german chancellor's phone was being listened into by the nsa the white house said the president didn't know about that. now that we've seen all the testing of the affordable care act computer system that crashed before october 1, the white house says the president didn't know any of that was happening. how does the president not know about these things? >> there is so much information that comes into the white house. and it seems as this continues to role out that very few people knew, if anyone knew the breadth of this challenge. and so, so why would you not bring it to the president? well, if the white house staff really didn't know how bad it was, and my sense is that's probably the case, then you wouldn't say to the president, oh, we think this is screwed up. >> pelley: what point does the president say this is the most important thing my administration has ever done, we're going roll

bill daly is in chicago. he was once the president's chief of staff. first to you, john. these numbers in the poll, what strikes you? >> what strikes me, scott, is that when the president has had low approval ratings number before-- like during the debt ceiling night 2011, people still thought he was trustworthy. cbs asked last year and 60% said they did. now only 49% do. >> that's in part because of his broken promise that if you had insurance you liked you could keep it. this will make it very hard for the president to remarket his affordable care act or to sell other items in his agenda and this is a bruise that's going to keep getting hit because there are credibility tests to come. the president made promises about the law when he was selling it and he's made promises about the web site and those promises are still yet to come due. >> pelley: i want to ask you about something else that jumped out at us. have a look at this. only 7% think the health care law should stay as it is. 48% said that it needs some changes. 43% thinks it should be repealed all together. well,
