martha: i have gregg jarrett with me, bill hemmer is a total slouch.h his family. thank you for being here today. some of the things people are sorting through on this is this issue that the medicaid coverage that is going to be kicked back to the states is now optional to the states. cbo will now have to rerun all these numbers and figure out what the true cost is going to be. what do you anticipate? >> i anticipate the cost will go up as time goes by this will become a more and more expensive proposition, piece of legislation, and when you think about it, martha, government spending is taxation. and when really, the obamacare really separates the people who get the benefits from those who bear the costs. it will have a very large negative impact on the over call economy and cbo is playing catch up to figure out how large this is. it's going to slow the economy down in 2013 and beyond if it's allowed to take full effect, which is about a 50-50 proposition in my find. >> explain for us if you could, one of the impacts of this law is that it raises thos

a brand-new hour of "america's newsroom," hello, everybody, i'm gregg jarrett in for bill hemmer.d you're with us. >> i'm chil heather childress in for martha maccallum. >> this has to be ripped out by its roots. this is government taking over the entire health insurance industry. the american people do not want to get on this path. gregg: the issue is what would happen in the house, likely such a repeal effort would pass, but democrats have a majority in the united states senate, and it's questionable whether the majority leader harry reid would even allow it to come to the floor of of the u.s. senate for a vote. regardless of how the polling data seems to shake out. now of course all of this just days after the united states supreme court ruled, we will hold it constitutional not under the interstate commerce clause but the mandate is constitutional as a tax. there was some thought that perhaps the supreme court's im permatur might change polling opinion, in fact it has not. here is brit hume. what do you make of the poll numbers? i note our own fox news poll the eve before the

i'm bill hemmer. how are you. >> i'm heather childress in nor marthfor call. average ever the polls shows everything is even and they have been for months. bill: brit hume on a monday morning, on monday's with brit. good morning to you. this is the poll that came out from the lil' in washington d.c. stronger leader shares your values, more honest. mitt romney leads barack obama in all three categories. leadership and values and honesty. what does that say? >> the first thing i say about it it's a likely voter poll, which means it's deserving of more weight than a lot of these other polls that just poll registered voters, many of whom won't vote, or all adults of whom many won't vote. it's a big plus for romney. despite the gap in likability, which the president enjoys, it's a big gap, 20 points or so on who is the more likable person, it suggests that people find qualities in mitt romney that they expect and hope for in a president and would be willing to therefore vote for him. bill: that is interesting. point number two on this. this race has been so tight e

bill: and i am bill hemmer great it would entirely choke off funding for the affordable care act.with us. there have been multiple efforts to derail this health care act in congress on the house side. this is just the latest one. how does this work and you will have an effect? >> i think it will have about as much of it as any other wednesday. which is to not slow it very much. we are 16 weeks out from the election as of yesterday. anytime republicans are talking about health care, that is smart and a good thing for them. not just because of the potential impact on the u.s. economy obamacare, but because of health care itself. i think republicans would be wise to make it a center part of their argument against president obama. that being said, this effort in the house is not likely to go anywhere or have much of an impact. i don't think it is likely to get a ton of attention. martha: does it lay the groundwork, perhaps, for the elections and those who hope to bring, you know, more of the house and senate over to the public inside and secured the presidency? to lay the groundwork t

i'm rick folbaum in for bill hemmer today a lot of economists say that unemployment will be above 6% for the next four years. martha: joining me is charles payne. >> food morning. martha: what is your take on the number. >> the initial jobless claims number is disheartening after this point in post-recession recovery. we would love to see the numbers at the lower end of00,000. the -- 300,000. tomorrow is the big number. it is another major disappointment. martha: tell me about the predictions of economist that is the number will be in the 6% or above range for quite some time. >> reporter: i don't disagree it could be in that range, martha if we continue with policies we have in place right now. corporations are sitting on $2 trillion. banks have a trillion. households have pared down their debt. the economy is like a powder keg. it needs to be set off. instead it is hiding in a bunker. it is conceivable it could be at 6:00 percent which would be very disappointing. already this is the worst post-recession recovery in the history of this country. the president will go to re-election

. >> i'm rick folbaum in today for bill hemmer martha: many economists don't expect it to improve for the rest of the quarters of this year. that concerns wall street and washington and no doubt everybody is aware of the election season going on. stuart varney, anchor of "varney & company" on the fox business network. stuart, look at 1.5%. what is your view on this? >> everybody is asking the same question and does this mean a election year recession? the answer is, probably not. but does it mean a sharp slowdown for the economy in this election year? and the answer is definitely yes. 1 1/2% growth rate is a very, very slim growth rate indeed. in fact if you look at the overall trend for the economy it is heading south. this is particularly bad news on the jobs front. if you are slowing down, if the economy is only creeping along at 1 1/2% growth a year, that is not a hiring economy. if you dig deeper into the numbers, you see that business investment is down. government purchases, down. profits down. and more importantly, consumption, that is what we spend in this economy overall, th
