my name is bill higgins. we have been working in collaboration with craig scott and his team on trying to sculpt the mass of the building and differendifferentiate the facado the school's concern about the shoddy and blending into the tenderloin neighborhood. i think this particular slide shows you the -- on the left side is the school, and the rooftop playgrounds. on the right, you can see our building, in response primarily to the shadow effects that might occur on the school and how we can minimize them. so in particular, as tenney said, we just carved away at what the potential mass would be on this building, and as a result, ended up with a reduction of 20% of the mass. to walk you through the plans, the streetscape plan also enhances the whole aspect of safety on the street. the tenderloin school is north of us. through special paving, additional 16 trees, street lighting, we will enhance the safety of the school and also en enliven the neighborhood. we have 8 units on the ground floor which stoops. we

higgins is right it needs to get done. the chairman is committed to getting it done. i believe not going to have that bill, in a paid for fashion before the house and i am proud that we can lead on that. it's going to be more modest and mr. higgins proposal and while he is right that the cbo would say there's a great rate of return on every federal dollars investednnfrastructure, the truth is that there is a greater return on every state dollar invested in infrastructure and local dollar. we have two of the functioning and efficient transportation system it will suck to have a functioning and efficient permitting system. we all know that we don't today. so often we see projects languish not for a year, not for two years but for a decade or more. complete rebuild of ten lanes of traffic in six months. we paid our contractor a $3 million performance bonus that i do not meeting conservatives and plain to me about wasting federal dollars? not that one because we are paying for performance and my constituents are dying to invest in infrastructure where they feel like they're getting the value that they deserve
