bill do bring up very important problems. one that i thought was particularly interesting was representative jordan of ohio, part of the houseimportant point. he is concerned that this will push pensioners ahead of bondholders, which is legal precedent we have seen in detroit. educated some very concerns surrounding the bill. certainly not a done deal. david w.: the bill has the support of paul ryan and republican leadership in the house. kate: that is correct. that has not happened before. this is really what makes this particular bill a milestone. lisa: your concern you brought up is very interesting. what is more interesting, possibly, is that the general obligation bonds are rising. why do creditors seem to be optimistic? kate: i think it is just any movement. at this point in time, just to see that d.c. can come to a deal at this point is such an improvement on what we have seen -- i have been following puerto rico for five years now. nothing fundamentally has changed on the island. , how do politicians want to deal with it, how to investors want to deal with it? it is a clear signal to the bond market that people are w

bills. we think the down side risk here versus the up side is why we're doing that. >> and to go deeper, jordann the technical side of things, i know you're a fundamental guy, take a look at the chart over the past two years. it's lower highs and lower lows as well when you just take a look at the nasdaq overall. the nasdaq down in correction territory. and it's expensive. you'll take a look at the qs. it's trading at a current pe of more than 20 versus the s&p 500. why do you like -- why do you stand by technology at this point? >> we're not -- we don't have a position specifically on whether technology as a whole is good or bad. we're bottom up investors. we look at individual companies. to the extent that technology stocks in general have come down, that makes them more attractive on a valuation basis for us. the fact that the nasdaq may be in a 10% correction only tells us that the price is now 10% below what they once were. and from our point of view, if you have money to invest, the stocks are 10% cheaper. why not, if you can find franchises that have good value and can support their valu
