let's bring in meteorologist bill karins. bill, what's the latest on this storm?> the bottom line that's it shifted further west overnight than was expected. we always knew there'd be one narrow band of heavy rain. we was thinking that would be near the baton rouge area overnight. instead, that's been a little further west, so the trouble's been more toward lafayette, louisiana, who is in this bright yellow band right here. they just picked up an inch of rain in the last two hours. it's still pouring right now and that band's not going to move much, so that's where the greatest risk of flash flooding is, in areas to the west of the baton rouge area. so if you're waking up in baton rouge, you're not out of the woods. you could still get some heavy bands of rain during the day today, but 10 to 20 inches is looking unlikely in that area. if we're going to get the epic rainfall, historic totals, it would be with this band during the day today that's now set up here in areas of southwest louisiana. so, 45-mile-per-hour winds. the storm is almost in texas. that wasn't s

here's nbc meteorologist bill karins. good morning, bill. >> good morning. that d.c.ent, the odds of it happening, 1%. 1% chance you could get that much rainfall in one hour. especially over the timing of the morning rush hour made it that much worse. it was the sixth weddest july day on record for washington, d.c. it was pretty localized. so let's turn to our next big weather story. now we're getting into our tropical season. this red x shows you where the hurricane center thinks the beginnings of our tropical developments is taking place. a little spin in the atmosphere in southern portions of georgia. let's fast forward here and go into thursday. this is when the hurricane center thinks that there's maybe somewhere between a 40% and 80% chance development. this is our european model. it keeps the circulation over the open water, drifts it to the louisiana coastline, gets a little stronger. the more of them they are, the lower the pressure the storm is and the lower the pressure the stronger it is. this takes us into saturday. it has us coming on somewhere toward lo

let's get a check on the weather with bill karins. >> good morning.ere is a great example of how this global climate issue is much bigger than our country. in june, we had lower than average temperatures. but when you look at the whole globe, it was the hottest june ever recorded. it was a huge problem across the country. about 1.7 degrees warmer than the typical average. it broke the record going back to 2016. we are on pace for the hottest july ever on the planet. we'll see how the last half of july plays out. speaking of temperatures, we are in the peek of the heating season. july has been average and we are looking to turn the heat up. we have 34 million people now under heat warnings or advisories. we have heat watches covering kansas city and des moines. a couple of heat watches in dallas. some of the hottest heat indices, this is in the shade too. we are seeing the hot conditions up the coast. richmond, 102. philadelphia, 102 on wednesday. this is just the warm up. all the hot air building in the middle of the country. st. louis with 106 and 10

let's go to bill karins. is this story all about the rain? >> the rain and the sub story is the storm surge. that's a great example of it. we're getting toward our max storm surge. the storm is about to come on shore. just about at the high tide cycle and we're watching the winds that continue to blow in from the gulf and we got a report from one spot that the storm surge is up to 7 feet. the predictions were for 3 to 6 feet along the southern portions of the coastline of louisiana. a lot of these locations have to be built up higher. usually they have the car garages underneath and the houses up on stilts. there's been a lot of damage from the storm surge but it's a big inconvenience and people are trapped in their homes if they didn't evacuate until the water recedes today or tomorrow. here's the latest on the storm, 65 miles per hour. they think it could be a low end hurricane. 10 miles per hour stronger. that's not too much of a story. a lot of the rain has not been over land overnight, this is been an asymmetrical storm. these bands have

we're going now to msnbc meteorologist bill karins. marianna referenced that as a category 1. >> it's onshore now, so it's not like an eye or anything. i didn't want to make a big deal it -- it's onshore now so it won't be growing anymore, and now it's a matter of it's starting to weaken with the winds, not with the rain, though. let's get to the numbers quickly. still moving very slowly. the most dangerous storms are the ones from the rainfall that move slow. that's barry. wind at 75 miles an hour. we'll have a lot of problems with power outages, but not structures being damaged. it's 40 miles south of lafayette, louisiana. our computers were telling us this all along. right after the storm makes landfall, the rain will start moving onshore rapidly. the yellow is the heavier rain, the red is the torrential rain. you know how the roads were empty, and in the last two or three hours, you see it moving onshore. now we're beginning with our main event, possibly historic flooding over the next two or three days. in alexandria, and eventual

tropical storm barry barrelling toward new orleans as the city braces for record flooding bill karins has the latest. >> good friday morning to you. happy to report that barry has not gotten much better organized. it's still a very meandering storm that's disorganized. we're not going to see this storm rapidly intensifying or anything else like this but what we'll be watching is the storm slowly drifting toward areas in louisiana. that slow drift is going to allow pretty epic rainfall totals and that's our biggest fear with the storm right now. winds are only 50 miles per hour with this path slowly heading up toward central louisiana it's going to be between now and saturday evening just to get into central louisiana so the slow moving will put the heavy rain in the eastern portion of the storm and we expect epic rainfall totals toward new orleans, baton rouge and right up the mississippi river basin as the storm winds itself down over the weekend so you don't need a hurricane to get crazy rainfall totals. isolated amounts up to 20 inches widespread flash flooding and river flooding a

let's get to bill karins. >> i didn't realize we're airing grievances.ing segment. >>> all right, let's get into the hurricane forecast, hopefully not going to be hurricane but potentially could be. an area of low pressure is trying to spin up here south of the florida panhandle. notice it's over the gulf, warm waters here. a strong storm but disorganized. later on today, the hurricane hunters will send an aircraft out here to see if we have what's considered consolidated low pressure. something that we track as the center of the storm. we need that to intensify. our european model is still the most accurate. this overnight brings it pretty much south and west south of new orleans. you notice it gets stronger by the tile we get to thursday. by the time we get to friday and saturday, this model is actually becoming a hurricane and heading somewhere near the texas/louisiana border. that's just one of our computer models. so the range goes may this be a low-end tropical storm to a low-end hurricane. none of our computer models have it being a robust storm.
