bill. the speaker pro tempore: the gentleman from new york is recognized. mr. engel: i yield to a valued member of the foreign affairs committee. mr. keating. mr. keating: we debate much more than what defines our responsibility. before i do this legal responsibility, i learned the moral responsibility inherpt with what must be the most sober and deliberate decision we can humanly muster. as a young boy, etched in my mind is a conversation with my grandmother when she pulled out a box underneath her bed handing me the belongings and medals of my uncle. i wondered then what was so important to justify such a loss and what my uncle must have been thinking about. that day carried with me as i travel to iraq, a newly elected congressman to visit our troops. i remember having a conversation with a young marine and i asked him about his personal thoughts about the goal of the war and did he think it was justified. and he told me, with all due respect, sir, that's your job. my job is to serve. he was right. it's our job. that's why we are debating this and that's why i'm supporting this resolution. i yield back. the speaker pro tempore: the gentleman
