aeb our and our chief meteorologist bill martin is tracking that rain and exactly when the center ofo you think it's going to hit. >> reporter: it's the morning commute and it's going to be a problem. it's friday morning, people trying to get away. we have a wind advisory out there. it's raining, life storm tracker ( -- 2 points out the area. these areas have been reporting some moderate to heavy rain by san helena, silverado trail up by napa. if you come back this way a little bit you're going to see a little bit lighter rain but most of the reports i've been getting are the san rafael snow. in the next few areas the rain is going to drift south. here's my worry for the morning. we not only have rain in the morning, we have winds. this is the direction of the rain, this is the direction of the bridges. the san rafael richmond and san mateo, dumbarton, they're going to have heavy heavy rain. this is the first there's three of these thins going to come through in the next few days. when i come back i'm going to take a time line, computer model i'm going to run you through the time lin

chief meteorologist bill martin is in the ktvu weather center where he's been tracking the storm all day. maureen naylor is standing by but we begin with jana katsuyama where it's been raining. in healdsburg. >> reporter: see how wet the ground is, all of that water is seeping into the ground and ending up in local rivers and streams this is the russian river. you can see how fast it is going. it could reach near flood levels by the time the next storm finishes. rain is drenching almost soaked roads. areas stream, rivers and low lying areas are flooding. with two storms down there's still one more to go. a storm watch is in effect. >> the storm surge is down 2- 1/2 feet below the bottom of the bridge. >> reporter: although water levels dropped today with the tide flooding signs remained in place for the next storm. concerned residents came out to see the russian river it rose 14 feet in 17 hours covering parts of johnson beach. >> this is high, very high. >> reporter: water crept precariously close to near by homes and one man showed us his dock swept away and floating in the river.

chief meteorologist bill martin has rain totals and a look at what's to come but we begin with ktvu's jade hernandez in east palo alto where crews try to shore up a levee that gave way, jade. >> reporter: the work continues tonight. this temporary levee hopes to hold the rain until the reconstruction project. but people are unsure with rain expected tomorrow. curtis and his wife left when they saw water bringing tires into yard washing away what was already there. >> we will go through this tomorrow again, you know. >> reporter: with the flood came flood insurance. >> if it does we'll just have to take off and leave again. we can't stay, we have to use common sense. >> reporter: earlier today we spoke to the executive director of joint powers authority. the regional agency made up of three cities and two counties takes care of flood control issues. >> the joint power authority has approved a project that will rebuild the whole levy system. >> reporter: it was easy to see where creek water boiled up on the other side pushing water into the neighborhood. east palo alto's new city manage

bill martin has been tracking the storm.ou are looking at the commute. >> yeah, the commute is messy. it is friday morning. it is a get away and it will rain. you have a wind advisory. so give yourself some time. the system is tracking to the north. i have reports in santa rosa of rain heavy at times. here we are in santa rosa and you can see the showers have ended. there's showers occurring you are just not picking them up. the heaviest rain has been toward st. helensa. the rain showers will continue in the north bay and it will start to work their way south as we get into the evening hours. so i expect to see showersful you have a wet morning commute and you have winds. it has been breezy but the winds ramp up overnight. they're coming from the south. so they're hitting the bridges. you have the issue, last time we had a big storm. we had a big rig over. it is the storm that can knock over some trucks. it is real windily, maybe 40 miles per hour, maybe 50. so here is the forecast for late tonight. the showers start to prog

bill martin is tracking the conditions for us from our weather center. we begin with ken live in the north bay where many nabbeds are still recovering from the last storm. >> reporter: the rain, a light rain started coming down in petaluma just about 20 minutes ago. we're standing in front of the petaluma river, one of many rivers in the north bay that were edging toward flood stage with this series of storms over the weekend, the heaviest on sunday. since then we've had one dry day. the river levels are going down. that's unlikely to change with this rain. this is miller creek in marin wood, scene of a search and rescue by firefighters yesterday when teenagers reportedly playing here were fear swept away. no one of found. today the creek has slowed, much of the danger passed. some rivers are still raging. this is the russian river near forestville. >> so there is kind of a beach in the middle of us here. was a beach. >> george owns river bend rv park much he says these trees which you can only see the tops of now are 20 feet tall. he says the river is r

we begin right now with bill martin who is tracking which areas are the coldest. >> in the north bay there was a freeze warning. it is going ton cold up there. let's take a look at the location. north bay, 3:00 a.m. to 8:00 a.m. we're looking for temperatures below freezing for more than a couple of hours. that's the north bay. if you have tender plants, pets that are outside, be concerned. it is going to be get cold. the rest of the bay area is looking at a frost advisory. that goes into effect at 3:00 a.m. to 8:00 a.m. those areas, basically the entire bay area except san francisco under a freeze warning or frost advisory. 43 in napa. we're going to look at the forecast, overnightless for your neighborhood. >> now to cara where the freeze warning is in effect tonight. >> reporter: here at san rafael fire station, firefighters are on standby. they have access to high powered water vacuums in case anybody's pipes burst overnight they can help with flood control. at north bay animal hospital owners are being reminded to keep pets warm. >> just like humans, elderly president pets and p

. >>> our chief meteorologist bill martin has been fending off the question, when is the next rain storm coming? >> it is nothing like what we saw. that is what people are thinking. the last run of storms were a big deal, like 1982, 1988. that series of storms with the final storm. what we have now is a nice break. tomorrow and the next days will be breaks compared to what we have seen. the rain that is coming will be light. it will give you problems on your commutes, wet roads. as you look at san francisco, you can see it is cloudy in san francisco. but there is no rain and we aren't expecting significant rain. for san jose, you know, couple hundredths of an inch. wednesday morning, that could have a good chance of showers. the system is right here. showers tomorrow and it lingers into wednesday morning. into the hills of the north bay, an inch of rain. so tuesday morning, 7:00 a.m., this is the latest model, few sprinkles. drizzle. 1:00, stuff in santa rosa. nothing at 6:00 p.m. might be drizzle but this is mostly a north bay event -- not north bay, north coast. this area, i expect dri

. >> let's talk more about the cold weather now with bill martin. where are the coldest spots? >> north bay is getting real cold. it is going to be darn cold. no freeze warning, no frost advisories. current temperatures give you an indication of how cold it's going to be tomorrow morning. we take a look and you can see some of the temperatures. most of them are in the 30s. check out fairfield right now. they are at 30 degrees. so very cool up in this area. 30 degrees. below freezing already. check out napa, 37 degrees. santa rosa at 34 degrees. we'll see plenty of freezing. things are changing around a bit though. as we go into the next 24 hours, this weather system is going to start to impact us. it will bring in warmer air. there's rain back in the forecast. here's how it goes. very cold tomorrow morning. more frost throughout the bay area. as we get into tomorrow afternoon those clouds thicken up. i'm back here at 10:20. i'll show you what you can expect for your day tomorrow. when the rain starts and when it ends. >> you can get weather information any time at ktvu channel

. >>> let's check in with chief meteorologist bill martin. the sun is out but it is still cold. >> it was. temperatures this morning down to freezing. so cold tonight the national weather service issued a frost advisory for parts of the bay area. i will get to that. this is the problem. in terms of why they are not so wet and so cold. coming from here. you can see the location. the path that they follow. coming from the polar regions. the storms are bringing cool air and not a lot of rain. we have a series of storms lined up off shore and they will click through over the next 5-6 days but a they are all non-events except monday. next three, not a big deal. over night lows very cold. 50 in concord. antioch, livermore. we have a frost advisory and you can see you are close to it in napa, fremont. you will have frost in many inland valleys. take precautions. look for tender plants and things that are sensitive to the frost. there will be frost. you will see it in the north bay and south bay as well. 32 in napa, freezing. 33 fairfield. 33 concord

chief meteorologist bill martin is in the ktvu weather center where he's been tracking the storm all day. maureen naylor is standing by but we begin with jana katsuyama where it's been raining. in healdsburg. >> reporter: see how wet the ground is, all of that water is seeping into the ground and ending up in local rivers and streams this is the russian river. you can see how fast it is going. it could reach near flood levels by the time the next storm finishes. rain is drenching almost soaked roads. areas stream, rivers and low lying areas are flooding. with two storms down there's still one more to go. a storm watch is in effect. >> the storm surge is down 2- 1/2 feet below the bottom of the bridge. >> reporter: although water levels dropped today with the tide flooding signs remained in place for the next storm. concerned residents came out to see the russian river it rose 14 feet in 17 hours covering parts of johnson beach. >> this is high, very high. >> reporter: water crept precariously close to near by homes and one man showed us his dock swept away and floating in the river.

aeb our and our chief meteorologist bill martin is tracking that rain and exactly when the center of the storm, when do you think it's going to hit. >> reporter: it's the morning commute and it's going to be a problem. it's friday morning, people trying to get away. we have a wind advisory out there. it's raining, life storm tracker ( -- 2 points out the area. these areas have been reporting some moderate to heavy rain by san helena, silverado trail up by napa. if you come back this way a little bit you're going to see a little bit lighter rain but most of the reports i've been getting are the san rafael snow. in the next few areas the rain is going to drift south. here's my worry for the morning. we not only have rain in the morning, we have winds. this is the direction of the rain, this is the direction of the bridges. the san rafael richmond and san mateo, dumbarton, they're going to have heavy heavy rain. this is the first there's three of these thins going to come through in the next few days. when i come back i'm going to take a time line, computer model i'm going to run you th
