bill. jayne miller begins our coverage. >> dixon is accused for perjury to filling -- for failing to present that was spent. as city council president in april 2004, sheila dixon is looking for help. the minimum payment due -- $7,500, largely result of a shopping trip to chicago. on two different occasions, a developer and her boyfriend at the time gave her cash when she asked for it. those new decals, sources say, came from the developer himself. lipscomb has said those payments make up all of the cash that he gave to the mayor, leaving unanswered with the rest of the cash may have come from. there were cash deposits totaling $8,000 to her account in the weeks before and after the big american express payment was due. in the remaining 3000 others had to come from another source. the indictment does not identify one. sources say it is a question that has not been answered. we asked the mayor today about the money and

bill. and mr. miller from california, a co-sponsor that have bill, and mr. welch from vermont, a pretty broad spectrum of our membership, indicating that there is a real commitment to pay as you go. we believe that's an important principle. we also, as i'm sure the gentleman knows, pay-go was first adopted in 1990 as a result of a conference that was held out at andrews air force baste. someone was representing president bush. he was then the head of o.m.b. and there was a bipartisan agreement to acosmopolitan cosmopolitan the stat toit -- to adopt the statutory pay-go and we did that. in 1997 mr. gingrich and mr. clinton entered into an agreement on a statutory pay-go and then we passed in a bipartisan way in 1997. when it was to be re-authorized in 2002 and 2003 it was allowed to lapse. i think that was unfortunate. my premise is it was allowed to lapse because making the tax cuts that you wanted to propose in 2003 and indeed in 2001, you waived it in 2001, would have been impossible from your perspective to pay for those cuts. so statutory pay-go did not

miller, in introducing. this bill would amend the federal deposit insurance act to allow depository institutions like banks to temporarily lease a foreclosed property up to five years that fiscally responsible way to help mitigate the gadge of -- damage of the housing crisis and doesn't cost the government any money. the president has recently spoken in support of this idea. we hope that banks will utilize this to mitigate damage to hard-hit communities and prioritize working with the foreclosed family first. my home state of indiana ranks 13th in the country for a number of foreclosures. our district has felt the pain of the economic downturn as many have lost jobs and struggled to make ends meet. like many americans, we have found ourselves unable to pay our mortgages and faced with foreclosure. that's what's happened to many families in our district. when a bank is forced to foreclose on a homemark people suffer. the family suffers as they are forced to find a new place to live and new schools for their children. o
