so i am here to say how much i endorse the nomination of the president for bill nelson for this important job. and especially because i have worked with him on all of the nasa authorization bills that were during our time. and i know, as a colleague and a friend, that the president has chosen the right person to lead this agency. in 2005, bill and i joined forces to author the nasa authorization bill of 2005. which authorized, for the first time, the use of commercial cargo and crew capabilities and that bill set forth an official policy of nasa that should encourage commercial use and development of space to the greatest extent possible. five years later, we again put our heads together to co-author the nasa authorization act of 2010. while the 2005 act laid the framework for increased commercial partnerships, there were still many who were skeptical about nasa relying on a commercial space industry. bill worked tirelessly to convince lawmakers, both democrats and republicans, that commercial companies could take over transportation for crew and cargo in low earth orbit, while nasa was p
