unfortunately, he died by suicide on february 25th of 2018. this bill honors his legacy. invites understanding of mental health conditions and their treatments which may have made diagnosing his conditions easier. there are a lot of important provisions in this bill that represents compromise at a time when compromises are hard to come by -- [inaudible] all hospitals to employ -- automobile it bolsters v.a.'s research efforts. it provides tools for mental health outreach, it helps expand rural veterans access, requires v.a. to take a hard look at professional staffing level, it directs the v.a. to establish a scholarship program for students pursuing a degree in psychology, social work, marriage and family therapy. those students will enter into an agreement for a period of time following completion of their program of study. it would allow the v.a. to award grants to community organizations to provide -- [inaudible] and to veterans and their families. and vendors will be able to -- veterans will be able to receive necessary emergency care, and if they need ongoing care, t

we don't know about all of these bills, but we know the topics of all of these bills. proposed 14. duplicates, are which is why their numbers don't add up to 14. three were morality bills, punishing as a crime seduction and taking males or females into houses of ill repute and females into dance houses. three were connected with education, providing for examination of teachers, punishing truancy. the details of the others are unknown. three concerned women's rights in the family, inheritance, alimony, and regards to the custody of children. one was about advancing cases to the colorado supreme court and one was about imposing educational qualifications on voters. holly introduced a bill to extend to the female citizens of the state all of the civil rights, privileges, and immunities that were extended to male citizens, and repeal all laws or parts of laws inconsistent with this act. 38 years before the equal rights amendment was proposed to u.s. congress, holly proposed equal rights to women in colorado. the bill was tabled, allegedly due to the lack of time to discuss

of their alternative. that had funding for schools also. but, guess what, this bill that was passed -- well, not passed, but voted on by a majority of senators today in the united states senate, actually has slightly more money than the heroes act has for education. what's the big issue here? why can't we get together and figure this out? so there's so many opportunities here. finally, i would just say that one thing that this bill does, and one reason it's called a targeted bill is it repurposes funding that we have already appropriated here in the first four or five bills but that has not been used and it is not likely to be needed. so isn't that smart? i mean as taxpayers don't you want to be sure we're not just throwing money at this problem that's not needed and the treasury department has been helpful in particular about saying they have a bunch of money for a loan program they haven't had much takeup on because frankly the commercial lending is going pretty well, people are getting money from their banks so they don't need to go to treasury or the fed as much
