earnings season, bill rhodes, the president and ceo still with us. ty it is we are looking at fundamentals and corporate earnings. bill: the earnings are very important this go around, vis-a-vis how the economy is going in the united states and europe. we had all the big banks announced, but the european banks as mentioned here are still to come. deutsche bank, ubs and others. we will see how that goes. we have had tremendous volatility in the price of oil and gas. we will have to see how the major oil companies in that yet it sates and europe come through here. getting back to china, which is a big importer of oil and gas, the price of oil and gas is very important for china. there is some people who feel china has stockpiled quite a bit on the oil side and may actually cut back on their imports. it will be interesting to see how that goes and basically to see if they decide they will cut back on exports from the united states to china. all of this is tied in with the so-called trade war which we are looking at. the negative implications of the trade

rhode island's commercial fishing industry provides thousands of good-paying jobs and hundreds of millions of dollars of economic activity every year. but later today the house is will on a bill that rhode isls jeopardize this critical sector of our state's economy. h.r. 200 undermines the science-based catch limits that we have used in recent decades to keep fisheries sustainable for the long term. we have seen this movie before. it was just a few decades ago that congress first put these science-based catch limits in place. congress had to do so because w overfishing had brought america's fisheries to the brink of economic and environmental collapse. it turns out, science works. since congress puts these limits in place, dozens of fish stocks have been brought back to sustainable levels and overfishing ibsdents have been -- incidents have been cut substantially. good-paying jobs have thrived. the industry as a whole generates billions of dollars in economic activity every year. h.r. 200 will reverse this progress. we cannot let it pass. it's a terrible bill that will harm fishermen in my state and all up and down the coast. i urge my colleagues on the other side of the aisl

this bill also funds the southeastern new england program for coastal watershed restoration to support science-based projects that improve the health of narragansett bay and other cultural waters in rhode island and massachusetts. and finally the financial services, general government bill makes important investments in our leading regulator, the f.t.c. and f.c.c. as well as the financial institutions program, high-intenty drug trafficking areas program and the state expansion promotion program. i want to commend the chair and ranking members of each of these subcommittees for their hard work on these bills. before i conclude, i want to note that these smart investments and well-crafted bills would not have been possible without the passage of a two-year bipartisan budget act which provided much-needed relief on sequesterral level caps but that is only a two-year deal which expires at the end of the fiscal year 2019. with the return of harmful sequester cuts looming in 2020, this bill should serve as a reminder why we must pursue another bipartisan agreement to provide relief on both the defense and nondefense sides of the ledger. without such a deal, we won't be able to continue our i

as i do, it's very important for us in rhode island to celebrate our role in this important legislation, because one of the original authors of the medicare billwas representative amy foran of cumberland, rhode island. he served for 22 years. he served with great distinction. he was passionate about health care and about building this program. he was one of the original groups of the members of congress who got together and designed the medicare program. and when it came time to pass it in 1965, it was rhode island congressman john fogerty of providence who was then the chair of the house appropriation subcommittee for labor, health, education, and welfare. and so between one of the original authors of the legislation and one of the key chairmen supporting the legislation, there was a lot that rhode island did to accomplish these wonderful goals. so it gives me particular pride as a member of the rhode island delegation to come here for the medicare-medicaid-senator wyden birthday party. i'm really glad to have the chance to do it. these programs provide health insurance coverage to over half a million people in my state. that's half the state
