and former governor of the great state of new mexico, bill richardson is back with us.you. >> nice to be with you again. >> if the red line is crossed and obama said this, and he does nothing, what does that-- what message does that send the world? >> well, the red lines have to be crossed and we don't know that. it could have been the rebels, it could have been the government that used those chemical weapons. the u.n. is investigating, our intelligence people are investigating. and then the president has to make a decision. now, we do have military trainers training some of the special forces there. now, look, sean, i'm not an insider, i am a supporter of the president, but the situation is a mess. now, we have to look at what options we might consider. the pentagon, what would it do? well, maybe air strikes, maybe troops to secure some of those weapons sites. i don't know, i think you have to be very careful because the situation is very, very difficult now. our allies are fighting each other. qatar, saudi arabia are fighting for influence with the rebels. the saudis,

former governor, former ambassador to the u.n., bill richardson. >> nice to see you. >> sean: let's goto barack obama, enhanced interrogation was called torture again and again and the president apologized. let's go back. >> under my administration does not torture, my administration is going to operate in a way that leaves no doubt that we do not torture, that we abide by the geneva conventions. waterboarding is torture, it's contrary to america's traditions. it's contrary to our ideals. that's not who we are, that's not how we operate and anybody who has actually read about and understands the practice of waterboarding would say that that is torture. and that's not something we do, period. >> sean: how does somebody, explain this to me, that was so against enhanced interrogation, i don't believe it's torture, but somebody that calls it torture, how could they then support drone strikes against people? >> i think what is going to be happening in the days ahead, in the months ahead, is a special court that is going to make the determination about selli selling-- the use of the drones.

will bring in bill richardson, former governor of mexico. he knows the area as well as anybody.nor, ambassador, good to see you. >> thank you, shep. >> shepard: what do you make of the stealth bomber exercise? >> well, i believe it's necessary, you know. the north korean rhetoric, the bluster, the dear new leader getting out there personally, the rocket preparations. i think we have to send a message, and the message is more for our allies, towards japan, towards south korea, that we're ready to help them. we're on their side, obviously. the munitions weren't live. i don't think we've had negative and bad rhetoric from the u.s. government. we played it, i think, very cool, but at this time when the north koreans are taking these steps, and i've never seen this intensity as harsh as it is. i think the steps that we took are the correct steps. now, what we have to do now, shepard, is i think things have to cool down. the worry is that kim junge unis paint -- kim jong un is painting himself into a corner. what does he do? the big worry i have is a skirmish, a naval skirmish in the

the former new mexico governor, bill richardson is here and has visited north korea several times and has a decent idea what is happening. what's happening? >> what is significant about these sanctions is that china not just signed on but my understanding they helped draft this. cowboy is very upset with the last long-range miss of the north koreans and they have leverage over north korea. they provide them with food, fuel, political protection, weapons. so i think this is significant. now, what is a bit disturbing is north korea always engages in this very tough rhetoric. this time, shep, it seems a little excessive. i'm a little concerned not that they're going to attack the united states with a long -- >> shepard: we have 28,000 troops there a mile from them. >> right. the concern i have is conflagration with south korea and some of their neighbors. it seems the north korean military have the upper hand over the civilian side there. that's troublesome because the foreign ministry, the people we met with when i was there, they seemed more moderate, but it seems the young new leader

ambassador to the united nations, bill richardson issue is with us. what is your take on this?now a lot about this kim the younger who i running the place, but to put up defense systems can the chinese don't like that. >> shows the chinese will only do so much to help us. in the end they will back north korea. they did help us with a tough security council resolution on sanctions last week. they helped offer it. which put a little bite into the sanctions. but now that i think we did the right thing to put those interceptors, not targeted against russian missiles but north korean missiles there there's more of a threat. the chinese are kind of backing off. so in the end i've always felt that the chinese don't really want to help us there because they don't want north koreans coming in as refugee, so in the end they say diploma, but diplomacy has to be backed by a few sticks and that stick, the biggest stick carried out there is by china. if they don't want to help us, it's tough to get the north koreans moving in the right direction. >> shepard: i remember when kim the younger,

former new mexico governor, bill richardson who served as u.s. ambassador to the united nations and made a trip to north korea. as we have a chance to talk now based on this new statement from the north, simply put, how close are we to seeing some type of violent escalation? >> well, the danger is some kind of escalation. the worry i have is a skirmish, military skirmish in the yellow sea. that's the area naval skirmish that this has happened before. what is happening now with the north koreans is every few years they test the new south korean leader. and i think they are testing her, testing this new president and basically taking steps that would mean that she may have to retaliate. >> sir, isn't this -- >> what i hope, tom -- >> sir, isn't this also a test for kim jong-un to demonstrate some type of military prowess where know he is untested in his leadership? >> yes, the worry i have that he -- to his generals, to his military, to the hard liners in his military that want isolation or some type of confrontation. members of his family that are

let's discuss this very tense situation right now with the former new mexico governor bill richardsoned nations and someone who has visited north korea on several occasions. ambassador, what is your assessment right now? how tense, how serious is this situation for real? >> i'm very concerned. what seems to be happening is the hardliners of north korea, the military, the family of kim jong-un, the hard liners there, and they're probably in control and they are stoking the fires, pushing kim jong-un to go beyond the normal negative rhetoric. >> why would they want to do this right now? because this couldec late? >> it could escalate, and if you take a certain step there will be consequences. it could be that the most benevolent view is that they still think kim jong-un needs strength within his own people. he needs to be the de facto military leader. >> the domestic credentials, but it's getting out of hand. >> i've never heard it so negative and so provocative. >> on the other hand, we've gone through these ups and downs in the north korean relationship with the u.s. and south korea a
