i would like to acknowledge a number of people, chief of police bill scott. london breed, senior cohen and the mayor's office and all those who made it possible. i would like to thank them for engaging with us. in 2016, our city grappled with crisis seen in a lot of american cities, the dissolution of trust among the community and law enforcement. responding to cries from our community for improvement, mayor lee reached out to attorney general lynch and the department of justice and san francisco entered into an agreement to evaluate the police department and get independent analysis of how we could serve our city. the department of justice presented recommendations and our city embraced all recommendations and to work closely with the justice department. to date we have started more than half of those reforms and huge credit to the police chief bill scott and the men and women of our police department that have embraced the reforms. we have some of the best officers in our country. and we are seeing promising improvements with use of force incidents down 18%

scott: certainly. on most bills to that on most bills. let's take goodlatte for example, zero democrats are cosponsoring that though. that is why 2018 is important. it will take almost all of the republicans to get behind the bill for it to pass the house floor. right now, even the republicans are divided. from what we understand, that support is nowhere near 218. there is a number of problems specifically having to do with lawmakers who represent agricultural regions who have real issues about whether half guestworkers can work some of those higher cultural lands. right now republicans are divided right now, republicans are divided on the issue of immigration. i think there are a few that wish that the status quo prevails and nothing happens on immigration and the so-called daca children are left in the lurch. i think that will be a real fear for democrats and immigration activists. susan: moving on to the issue of guns, schools, and public safety, the chairman seemed as though he kept pushing mental illness as a root cause and state and

i will introduce a resolution to senate bill presented by scott weiner. san francisco has experienced a car break-in epidemic for far too long. we all see the broken glass on the streets every morning. many of our residents who return to their car knows what it feels like when you walk up to your car and you see your window smashed. it's the worst feeling in the world. many of our residents know what it feels like to shell out $300 that they really don't have to fix that car window. personally, it's happened to me and it's happened, actually, in front of my own home. and we must do more to educate our residents and visitors on how to prevent car break-ins. we need to ensure that the crimes can be effectively prosecuted, which is what this senate bill is all about. last year we worked to increase public awareness about car break-ins as a preventative measure. it requires rental car companies to notify and educate drivers on how to prevent car break-ins. and we're already seeing improvements in tourist hotspots. we know improving the education piece results

and we just heard this half a billion dollar rollout of a major action plan as rick scott billed it for. introduced this as a three-part plan. gun laws, school safety and mental health. he wants to make it, he said, virtually impossible for anyone with a mental health issue or anyone who could be a danger to themselves to buy a gun or to use a gun. he mentioned the violent threat restraining order program he wants instituted where a court could prevent an mentally ill person from purchasing a gun if a family member or law enforcement has provided evidence to the court that should be the case. as you mentioned, he doesn't want anyone who is not 21 to be able to purchase a gun, 21 or older, his new goal there. when it comes to school safety, particularly interesting point, he wants one law enforcement officer at every school for every 1,000 students on that campus. and he wants them all hours that students are on campus. that means stoneman douglas, a school of 3300 kids, could have had three officers on campus that day as opposed to the one armed guard, fred, who we're learning did nothi
