it will be helped by that black box which was again recovered this morning much like a black box on board an airplane it gathers data the on the train itself, how fast it was going and any mechanical issues that may have come up that could have caused a problem with this train last night. that black box has been recovered and it has now been sent to delaware where it is being analyzed by officials there. our walt hunter, joins us now he is live near the site of the press conference that is just about to begin. walt what are you hearing there report report well, chris, breaking developments. cbs-3 has learned that the philadelphia district attorney is monitoring developments and findings in this investigation to determine if, in his words a criminal investigation may be opened at some point in the future. d.a. says he is carefully watching developments, including the ntsb finding that this train was traveling at over a hundred miles an hour, more than twice regular speed limit. we are awaiting the mayor ntsb arriving here moment trily. that will development, speed of the train so far still

this is from the black boxes. this was an analysis of the black box. going 106 miles an hour and he slams on the brakes. full emergency brakes. hits the full emergency brakes and the train derails. >> that tell you he knew something was up. something was wrong. he was obviously going way too fast. the train engineers, they're required to take a test that asks them about different sections of the entire track. they are expected to know when a turn is coming. when a curve is coming. so we don't know if he knew right before he saw the curve or whether or not his memory was jogged oh no we're about to go around a left hand turn. clearly the train was going way too fast. 106 in a 50. right as it made a left-hand turn every single rail car derailed off the rails. so that tells me hitting the emergency brake, the operator knew right then and there something bad was happening. >> would it seem a train engineer traveling up and down this busiest corridor of the nation would know where the curves are. am i asking too much to expect them to know that? >> no. this

the train's so-called black box recorder has been recovered and is being analyzed. amtrak suspended service between philadelphia and new york because of the accident. that has left some passengers scrambling to find alternate transportation. president obama spoke with philadelphia's mayor this morning. he also says the nation's thoughts and prayers go out to the victims and their families. in a statement the president said, this is a tragedy that touches us all. as we work to determine exactly what happened i commend the fire police and medical personnel working tirelessly and professionally to save lives. the president adds philadelphia is known as the city of brotherly love a city of neighborhoods and neighbors, and that spirit of loving kindness was reaffirmed last night. crews are still searching the wreckage and going over passengers a lists and trying to make sure everyone is accounted for. investigators are looking for clues about the cause of the accident. kate bolduan is on the scene. give us a sense of what's happening right now? >> wolf you laid it out we

sir, first on the black boxes when do you look at first on the black box? >> the event recorders give us the speed the train was traveling. they will give us manipulation of the controls. essentially you have controls on the right-hand side. the brake, the power settings. all those are going to be recorded. they also mentioned the video recorder, forward-looking video recorder. you can often times get a lot of information on track condition from those videos because it gives you a good shot what the train is etch approaching into. there is a wealth of information that will come off the recorder. the surviving conductor will also be a wealth of information. bill: that's true too. can you solve this mystery with just the information on the black box alone? >> you can go a long way, i wouldn't say you will solve it just from that. unless it is clearly a case where the conductor was going too fast. if that were the case, then that could solve it but otherwise it is -- bill: it is possible that the conductor knows what happened or knows what went wrong already?

and that black box is very much like a plane black box and it will have that information., by the time they get this off the train and get it back to d.c. and downloaded the ntsb will know the mangle of that scar looks like a fairly high speed derailment. >> several of the trains completely derailed. some of them ripped in half overturned or shredded. well over 300 police and firefighters on that scene you're watching there. they were there in minutes. listen to this red cross official explain the response. >> i have to say, as a resident of the philadelphia area i'm so proud of the way our city respond. there's first responders everywhere just doing an amazing job out there the night. it's just a tragic situation. it's such a powerful thing to see everybody coming together to work together. >> we'll stay on this. and continue with the breaking news out of philadelphia. again, you're looking at live pictures right there, as they continue to look at the twisted wreckage of amtrak train number 188. we'll stay on this all morning. >>> plus there is other news. dozens dead and

investigators have recovered the black box from the wreckage.rk bound train was traveling more than twice the posted speed limit. the engineer brandon bostian of new york has no recollection of the crash. cnn's tom forman has more on the investigation. >> reporter: the reason investigators knew they had to look at speed early was things like this. the surveillance video which we have seen. if you look up when the train is rushing past and you know the size of the cars and you compare them to a fixed point, you can calculate the speed. it was clear 200 yards short of the point of impact it was going faster than it should have been. let's explain why. i'll bring in a model of the train. the locomotive is heavy. 97 metric tons. if it is traveling 50 miles an hour as it should have been here, all of the physics work out fine. there is force to the outside of the curve as there would be in a car if you went around a corner quickly. it is all balanced out. push this up to 100 miles an hour and that force becomes greater. maybe up here with the low cen

now we're being told that it has obtained the data from that black box. perhaps the upcoming news conference in minutes is going to actually yield some of that critical information. in the meantime there's also this nugget of information from the city officials, the mayor, and the ntsb that held the news conference. that is that the conductor also was injured, was treated, and was being debriefed. in fact giving a statement earlier today. so whether that statement is complete or whether there's a lawyer involved now, i don't know. but it will certainly be very telling. the front-facing camera as well will have information hopefully that will help us sort of debunk what went on. but critical to this in this information, will be the track, the signals, the operations the mechanics, and the human performance, which is now being called the multidisciplinary investigation. they want to know whether speed s brakes throttle horn bells, whether all of those things can tell us what went wrong in and then ultimately out of that bend. >> yeah i have some experts com

we will know more once we get the read out of the black box. but from my perspective, that technology ought to be on every train in the northeast corridor. >> so this was a regional train. that technology to monitor speed was not on the regional train. in terms of when you hear that the train was traveling at over 100 miles per hour possibly as high as 107, what was your initial thought? >> well clearly speed is a major factor in this accident. but we need to know why the speed was exceeded. was it operator error? did he try to apply the brakes and the bricks didn't work? the reason why it was speeding we don't know yet. can i just say, i want to say in terms of the -- yes, this is a regional train, not the asella. but there was a law passed in congress requiring that trains -- passenger trains, all passenger trains be equipped with this technology by the end of this year. we are not there yet. but there's no reason that it should not be implemented on the northeast corridor. >> what else are investigators going to be looking at beyond the blac

like the black box. what will it be able to tell us?> it will tell us everything about how the train was operating at the time. so speed is i think the most important thing to look at at this time. we've heard suggestions that the train was going much faster than it should have been. we've seen other accidents like that. we've had ones here in metro north back in december of 2013 where a train was going more than twice the speed. and jumped the tracks. four people were killed. so this is certainly the thing they'll be looking at. liz: john, the philadelphia inquirer, they're right there, they know the area well, they're reporting that an automatic train system designed to prevent speeding was not in place when the train crashed. is that something that has to automatically or hand activate it? it has to be activated by hand? >> there's a technology called positive train control. ptc. and it's mandated to be in place nationwide by the end of 2015. and yet, most train operations around the country will not make that deadline. in fact, metr

. >> the black box [ inaudible ] -- >> the question is is the black box the event data recorder is that amtrak? >> we took the event recorder to amtrak's facilities because they have the equipment locally to download it and we took it there for the preliminary look. but now we are taking it to our own labs in washington d.c. question here. >> [ inaudible ]. >> how many event recorders are there? >> that is in the locomotive and there is a forward facing camera. >> was the train equipped with something that could slow the train equipped with any type of device that could have or should have slowed it down to keep it within its limits? >> amtrak throughout a good bit of the northeastern corridor has a system called advance civil speed enforcement. it's installed through most of the northeast corridor for amtrak however it is not installed for this area where the accident occurred. where the derailment occurred. that type of a system we call it a positive train control system, it's designed to enforce the civil speed to keep the train below its maximum speed. we have called for positive tr

what are the first thing that investigators will be looking at from the black box?hat's happened now is that the black box is being read out in a closed location because they don't want the details on that so what they are going to be looking at is the speed of the train, how they have been doing that train, whether it was accelerating decelerating, whether the brakes were applied or were they being applied? they are looking at mechanical aspects of the train as far as was it respond together engineer's controls? >> is there generally one engineer on this kind of train? >> yes, yes. >> so the interview, the debrief with that engineer will be critical. >> right, and it will be a formal interview with all the parties to the investigation, including amtrak and anybody else that may be a party to that investigation. >> how hard is it going to be to establish a manifest of the passengers given the fact that although the train tickets i gather are computerized even on unreserved trains people could decide at the last minute not to get on. >> yes. that's been a problem. an

. >> we also learned the train's black box has been recovered and sent to delaware for analysis. here's what else we know. amtrak train 188 from washington, d.c. to new york city derailed at 9:28 last night. 238 passengers and five crew members were on board. six of those have been killed, including a midshipman from the naval academy. dozens more were sent to the hospital. >>> taking a look now at the crash site, the train had just left the 30th street station when it crashed in the port richmond section of town coming around what appeared to be a very sharp curve. now investigators from the national transportation safety board have been at the site since 4:00 this morning trying to figure out what caused this derailment. we just learned they recovered the train's black box now being analyzed at amtrak's operation center in delaware. it should help shed some light in this case. an ntsb spokesperson did tell us speed along with a list of other factors are going to be investigated. >> whatever is comparable as we know it often referred to as the black box, that has been recovered.

now, they did recover the black box, the key data they're trying to get from that black box is the speede train. preliminarily 106 miles an hour in a 50 miles an hour zone. they also want to know if the engineer tried to apply the braking. we also understand he did at that point. and they're also going to be looking at performance data. how that train was operating at the time of the crash. some of the other things they'll looking for track inspections. crew interviews. they will do a 72 hour history of the engineer and conductor. they'll be looking at eyewitness videos signal maintenance records, and locomotive maintenance records. what we have learned tonight from the ntsb that there is a front forward dash cam on that locomotive. locomotive number 601. of course, that will be a key piece of evidence. >> now keep in mind the search for victims of amtrak 188 still continues tonight under a flood of utility lights that have been set up at the crash site 24 hours now after the crash. now, mayor michael nutter does tell us win the last couple of hours they have not accounted for everyone y

and if that's the case, will the black box save him? does his fate rest with the black box and it is fallible? >> well, it's already indicated that the throttle came out and that the speed increased. that question is already answered. the problem is dynamic brake kog have been a possibility. the increase of the dynamic brake can increase the throttle speed. he failed to put the selector switch into the brake mode and then come you on the throttle. the throttle increases then, thinking it's going to resist and slow them down. and just the opposite. so could be something wrong with that nature. he deserves the benefit of the doubt. >> without question he deserves the benefit of the doubt. with so many possibilities that we have to be open to all of them. can i ask you, speaking of the number of possibilities, the investigation of one of the more recent crashes where i think four people died when a metro north train went off the tracks on a curve in the bronx, that is almost a year and a half ago. and they just announced the resolution to

a short time ago there was a prescott went philadelphia's mayor and he said the train has a black box and it is being analyzed by experts but caution the investigation could take time. >> we are heartbroken at what has happened here, we have not experienced anything like this in modern times. we will get to the bottom of it and figure out what happened why it happened, but that will take time. >> the mayor also said the conductor of the train was injured but was also treated. at some point this morning started to give out information of what happened last night to investigators. the national transportation safety board team out of d.c. is on the scene investigating right now. a total of six people died in this derailment. we are told, out of 243 people on the train, more than 200 had to be taken to the hospital, many of them suffering fractures , but many are also out of the hospital already. we spoke to one passenger who was able to return to the scene this morning. this is what she had to say. >> our car flipped over, i was in the dirt with some other people. a woman next to me was

so if it does have a black box, what does it take? at what point does it destroy a black box? >> well if it's like aviation black boxes they can take a high impact without damage whatever. and also they'll survive water. i don't know the nature of the recorders we don't know whether that is a record on that train. i can't say that is true yet the fact is that they'll be having as much evidence as they can get. looking at the front cars is looking as though they may impacted something. i don't know if there is a bridge over the track. that is another possibility. there could have been something on the track. so last and most thing i didn't mention there could have been foul play. in other words someone set the track off. we don't know that. i was on a train crash in vermont when i was on the board. that was going beavers had built a dam on a river, it was not a large river. and that ran across the track that washed the bridge away the train ran off the bridge. so you have all kinds of possibilities here. and until we can get evidence that we can put our hands on we're not going

the black box holds the key and it's analyzed in delaware. late wednesday afternoon officials announce that train was traveling at twice the speed it should have when it went off the rails. a lot of trainings taken for the ntsb to continue the investigation. jeff cutler escaped the second car with a bump and bruise on his leg. >> this happened and came out of nowhere and where i was sitting it felt like a train almost lifted off. >>> federal railroad administration actually inspected those tracks just before that train derailed. and there wasn't any problem at all. ntsb says there will be another press briefing and we will be fining out more information. they say they expect to be here throughout the week, dare rake, it will be a week and we will find out more. >>> thank you, deborah. >> the investigators will be looking at the age of the railcars involved. those things date all the way back to the 1970s, pictures from inside the train just moments after crash, luggage all over the place and blood and passengers tossed around as the train tum

now this is like a black box that aircraft has.rains have these as well and they provide all sorts of data for crash investigators to look into to work out what was happening on board the train at the point that it came off of the rails. also he tells us there is a forward-looking camera in the front of the cab as well and they are investigating that as well. as we know 200 people were yired in this crash. the head of the emergency management division here in the city told us that. they were treated at hospitals all over the city mostly for injuries to their limbs, although roughly half of those people have been let go. certainly from one of the facilities that they were taken to, many according to the doctor in charge are still in critical condition. and six people lost their lives in this crash. you have seen the pictures you are looking at them now, the engine that has completely detached itself and seven other cars. flags are now flying at half fast in this city and in this state. >> john, you mentioned what the officials of th

investigators were able to ascertain the speed of the train because they recovered the black box. to give you a bit of background, the train left the junction a bit further behind me. going into that speed is 50 miles per hour. as we heard from american transport regulators, the train was going at at least 100 miles per hour into the turn. that has led to questions about what safety measures should be introduced. the investigation is ongoing. there's a lot more they need to find out. katty: michelle, you and i take that train all the time. lots of people who travel to new york and washington -- is it common for trains to go at twice the speed limit? michelle: if you look at the recent headlines, you would be inclined to think it is more common that feels -- more common and feels comfortable. there was an accident in new orleans, another one outside of new york. people who travel this, one of the busiest routes in america might be a bit dangerous. the amtrak safety record in recent years has been improving but there are questions about how much money is being spent and whether the

. >> reporter: the drugs already carry a black box warning.ongest and most serious the fda can require. they can cause tendonitis and tendon rupture. >> people's lives are destroyed by these drugs and it is not okay. >> reporter: doctor charles bennett has filed two petitions with the fda. he wants the agency to add new boxed warnings to them saying they may cause psychiatric problems and damage to cells. and that, he says, can lead to diseases like parkinsons and alzheimers. >> doctors are not aware of the full range of toxicities associated with it. >> reporter: but this new black box campaign concerns this man. >> i believe petitions are worth considering, but only when the preponderance of the evidence the there. >> reporter: he says there is no good science to backup these petitions. but that there is overwhelming evidence these drugs are inappropriately prescribed. >> ear infection, sinus infection, throat infection. >> reporter: not to mention urinary tract infections. using it for minor infections is like using a sledge hammer to kill

coming up at 5:30 what else investigators are looking for at the scene and that black box. they've been out there trying to preserve as much as possible to get the railcars loaded up on to get them taken away for the investigation but again, still a lot of activity happening out here. live in port richmond i'm matt delucia, "nbc10 news." >> here's another look at where that happened tuesday night. an amtrak's busy east corridor in port richmond. the train was heading north as it reached frankford junction. you can see the curve in the tracks there. that's where the speed limit as matt told us drops from 80 miles an hour down to 50. as you know the train was going 106 miles an hour when it came off the track and that's the spot where it happened. >> well the focus is on those killed and those injured. the derailment has had a significant impact across the country because of travel. and katy zachry as a look at how it continues to impact riders. >> reporter: one of the effects amtrak is not offering as many trains headed south to d.c. as they normally do but that line of trav
