critics say it punishes the poor and costs taxpayers millions. >> vanessa: blair miller joins us now to talk about what types of changes they're looking for. blair. >> the reporter: the sole purpose of bail is to make sure someone arrested for a crime shows up to court, but some defendants end up waiting in jail for months. simply because she can't afford a few hundred according to department of corrections, half of the county jail population here in massachusetts is awaiting trail, meaning they have yet to be convicted, and while they're in there, taxpayers are footing the bill. a senate bill would give the courts risk assessment tools to better evaluate defendants and create pretrial services for low risk offenders outside of jail. under the supervision of the probation department. >> if you're a taxpayer in massachusetts, you are spending $100 million that you don't need >> blair: now, representative who supports this bill, believes this will drop the jail population by about 25%. according to a study though by the council of state governments, the average incarceration for pretria

fox 25's blair miller is here with the details, new at 5:30 p.m. and that report, blair, shows minority students being disciplined at a much higher education and what they found here in massachusetts is similar to what research is finding all across-the country, that african-american students, hispanic, and disabled students are suspended at far greater rates than white students. this data looked at the 2015-2016 school year, and found the rates were slightly up from 2014. here's a closer look at the numbers. african-american students were suspended at a rate of 9.3%, which is three times more than suspension rate was at 7.7%. which was more than twice the rate of white students. 2.7% of white students were suspended. state education commissioner mitchell chester said in a statement, he is concerned about the schools disproportionately using suspensions. research shows that suspended students are also more likely to drop o. the state is working to reduce inappropriate and excessive use of suspensions and expulsions with several new programs. live in

fox 25's blair miller is here now and blair, this woman is coming forward, trying to change the culture on campus. >> the reporter: yeah, vanessa. the student's name is morgan ago and now coming forward with her story and suing northeastern university for failing to protect students, just like her. >> i want the school to be held responsible and know that what they did was wrong. >> the reporter: the 21-year-old is from new jersey, and now, in her fourth year at northeastern. she claims she went to a party on halloween night of 2013 when she was 18 years opened. that party was hosted by a resident assistant. and there was alcohol provided. apparently she drank too much, and became sick. a male classmate walked her back lived, but instead of walking morgan to her room, she says he took her back to his dorm and raped her. she reported what happened to campus police, but says a school disciplinary panel failed to take appropriate action. >> at the time, should have been expelled, and at the least, they should have moved him out of my dorm. i thought that was the least they could have done.
