blake: thank you, rick. arthel: a federal judge dealing another blow to the trump administration over daca. ruling the government must fully restore the program. protecting hundreds of thousands of undocumented immigrants who were brought to the country as children from deportation. ellison barber is live in washington with details. was this a surprise to the administration? reporter: not necessarily. this judge issued a similar ruling in april.at the time he gave the administration 90 days to provide the court with more legal justification for ending the program. friday's ruling essentially says the administration did not do that and the april ruling still stands. the judge says the department of homeland security provided a memo explaining their decision. he says although the nelson memo offers further explanation for dhs 's decision to rescind daca, it fails to elaborate meaningfully on the agencies primary rationale for the decision. the judgment that the policy was unlawful and unconstitutional. he goes
