blake: you mentioned 2023. nationalling congressional budget office said the interest pairs in five years will be higher than defense spending. on its face that seems unsustainable. how will that work out? >> part of that as you mentioned the interest rates are climbing. he's doing what he can, and it would have some influence over the federal reserve. in my own mind, we have to have the defense. and it's been inadequate for years. tour capabilities haven't evaluated, and our adversaries are increasing. and the issues are very serious. the point is, our leaders have got to come to grips with the discretionary spending we are doing as it pertains to not just defense which i believe has to be increased. but in terms of medicare, social security. if we don't do something about that, we are heading towards a cliff. >> if it gets to that boiling point, does have it to be walked back at some point? >> i think it's non-negotiable. i disagree with the detectivor of o & b telling the department of defense to take a cut.

we have blake burman. he is live from the white house with these details. blake.orter: charles, characterized to me earlier today as the president meeting with his senior advisors relating to trade here at the white house and one of the topics that would be discussed the potential for auto tariffs. of course president trump made the threat over past several months if there is not necessarily a free trade deal, a fairer trade deal, specifically with the european union, that auto tariffs, in the form of 20, 25% could be headed toward the eu they haven't obviously gone that far yet. i'm told that is one of the items under discussion with this trade meeting here at the white house today. keep in mind though, at the end of this month, in about 2 1/2 weeks, there is a major meeting set to take place as well with president xi xinping of china down in buenos aires, argentina for the g20 meeting. larry kudlow, one of the president's top economic advisors saying that the communication between both nations is starting to get better. >> we are now communicating at all levels.

connell: all right, blake. that sets up kristina, what was driving the markets ahead of the meeting blake was talking about. >> that was a perfect setup. the dow up over 180 points. the s&p 20 and nasdaq 50 points. i want to look at intraday. that is when you really saw movement. a comment from chinese official at g20 summit, the moment, u.s., china negotiations are on going that there are points of consensus on trade. you saw literally shares start to skyrocket just in the afternoon. and end in the positive. but if we head over and start looking at some major averages for this week and month, we can see there was talk today about this death cross. it's a chart pattern, when you have the 50 day moving average actually crossing go below the 200-day moving average, sometimes that is a big sign you may see a potential selloff in the future. there is some concerns about that. across the board markets closing higher, for this month of november. if we actually switch over to look at oil, so oil, we know actually saw
