david: president trump making what was billed as a big announcement on trade and north korea, blake burman live at white house. blake, only thing we learned that the president is dehydrated after the trip. reporter: that might have been longest readout after presidential trip we've ever seen. looked like the president needed water during it. the president ticked through all the different stops and all the difficult successes that he had seen over this 12-day, five-nation trip however there was no real major announcements even though the administration and president billed this as a major speech. it was very clear what the two themes of this trip were. you heard the president bo through them, which was one, trade and two, north korea. the messages from the president when he was overseas was the same that he tried to deliver just a little while ago, which was that days of unfair trading practices are over. he specifically mentioned the massive trade deficits and on north korea, the president once again reiterate all options remain on the table. that time is running out. but as far as any sor

blake burman, on the sanctions what does it mean, blake? reporter: remember, trish, the president was surrounded by his cabinet, i will put north korea on state sponsor of list and tomorrow the treasury department will announce a sanction very large. we got the list from the treasury department. it essentially goes after those who engage in trade, specifically shipping with north korea. in a handful of instances, chinese entities. you might remember a few months ago, back in late september the president had announced an executive order which he said his administration will look at and try to target some north korean entityies that go after the shipping aspect of all of this. this appears to be an example what they were trying to do a couple months ago. yesterday the the head of state department, rex tillerson. in the white house press briefing he had said look, we're putting north korea on the state sponsor of terrorism list they are so heavily sanctioned that this sanction is essentially symbolic. what he said they may be able to do is go

blake burman untangling the whole mess at the white house. blake. reporter: i'm not sure i can untangle it. this is lawyers dream or nightmare, depending how you look at it. one one side you have the department of justice, cfpb, own general counsel. they believe mick mulvaney is the temporary leader of the cfpb. they cite 1998 law, the vacancies reform act that says the president can do what he did. on the other camp, democrats and leeann english, who believe she should be the new boss at cfpb. they cite the 2010 dodd-frank law that created cfb to begin with and laid out succession plan. last night english filed a lawsuit. this morning at 7:30 mulvaney showed up to the cfpb for first day on the job. there you go. shortly after he sent out a email, which reads, said, please disregard any instructions you received from miss english and in her presumed capacity as acting director. if you receive additional communications in any form, related in any way to the function of her actual or presumed official duties such as not personal, please inform the gen

blake burman with some details from the white house. blake? reporter: hi, there, neil.nt trump would not say a little while ago, earlier this morning whether or not he wants rex tillerson to stay as the nation's top diplomat or not. here is what we tell you from sources inside and outside of the white house that tell fox that tillerson is expected to leave foggy bottom in january. a couple different succession plans are laid out. two different ones. most likely following, tillerson leaves, mike pompeo would be elevated to the secretary of state role and tom cotton would be nominated to replace pompeo. scenario one, more likely of the two. the second one, u.n. ambassador nikki haley would replace tillerson and dina powell, currently a top aide within the nsc, she would replace haley over at the u.n. of course as we know from covering this white house, neil, seemingly any of this could change any moment. the president didn't seem to want to talk about, when he was asked about it a little while ago. listen here. >> do you want rex tillerson on the job, mr. president? he is

to blake burman on what's going on. blake? >> let's focus on the corporate rate decrease that the republicans are talking about. why know they want this corporate rate down at 20% and to happen immediately. on the senate side, it still is outstanding whether or not this will happen immediately according to their plan or if it will be phased in over time. the "washington post" is reporting that some senators are eyeing a phase-in that would begin in 2019. i can tell you that according to one source close to the negotiations that tells fox business that senators are bouncing around that possibility. senate negotiators are being very tight-lipped on all of this. corporate income tax and the whole process really. for example, a spokesperson for the senate finance committee sent us this statement today. it says "finance committee members are working to make the appropriate decisions that help deliver a comprehensive tax overhaul." the final details will be included in the chairman's mark, which is expected to be released later this

blake burman live in d.c. blake, do they feel like they can get this done? >> well on the house side they are certainly marking this up. then it will go over to the senate side. the feeling here, melissa, talking with folks today this potentially could go to conference depending on whole different range of issues. with the house side they feel they have the numbers here but right now they're going through the markup process. it is start of a process what should be potentially weeks long, if not months long going forward. one of the issues i can tell you talking with people here as the senate is set to take up their bill, or at least put it forward, whether or not there will be individual mandate, repeal of the obamacare individual mandate as part of the senate plan. right now that is not a part of the house plan. it doesn't appear if it will be taken up. several conservatives within the senate want to repeel of individual mandate as part of that plan. for example, senators ted cruz said earlier today, that he thinks the house bill doesn't go far enough on th
