seems to get, and yet there is resistance from senator dodd to blanche lincoln's proposal. what is hard for a politician to understand, ezra, about the ratings agencies being employed by the very banks whose bonds they rate, as opposed to the pension funds, that buy those bonds? let's take the two things separately. on lincoln's proposal which is in many ways a very good proposal and the only part of the reform that is really wall street reform. the opposition, as i understand it, mainly comes to spinning off the swaps desk from the larger banks. that is to say, the parts that do drerivatives would have to b not be part of the banks, if the banks have access to the federal reserve window. say they're worried about that because it's disruption, overkill, it would crash the derivatives market for a while. the economy is still fragile. that's the argument there. >> it is indefensivable. i don't care if you're a 4-year-old from mars, if i tell you i'm going to gin up exotic instruments and that i need to get a good housekeeping seal of approval, called a aaa rating in order to

first of all, steve, pick up on this the democratic race in ar ash, tonight senator blanche lincoln ander challenger, bill halter square off in the a debate. how does the race look to you, steve? >> if you look at the polls, lincoln is ahead but not by, 10, 15 points. certainly within striking distance for halter. it's an interesting race to me when you look at this historically if you look at it and you look at a challenger in a primary like halter is, who is coming ideologically, he's coming from the left of lincoln. you could say that the ideological challenger is the less-strong candidate for the election. but if you look at this situation, i think if you look at the polls from the fall, blanche lincoln is basically screwed. we went back and looked at every incumbent senator in the last 30 years who has consistently trailed by more than five points at this point in an election year, we could only find two in last 30 years who actually came back and won an election. one was jesse helms. >> those two people are the kind of people you don't like telling pollsters you're for. that makes

what is your take on the blanche linco lincoln, senator lincoln idea -- can you hear me? derivative trading should be on exchanges and monitored by clearing houses. they should be private label but on exchanges and monitored by clearing houses because, jim, i want to ask you this. if this happens, chicago, you, all the stuff in chicago is going to be a giantic, humongous, huge victor. new york will be decimated because you have the wiring and you have the short interest. so, i want to ask you about this. this is one of the key aspects that has not come to light. chicago wins, new york loses, if derivatives have to be traded on exchanges. >> i have been a member of the mercantile exchange for 25 years. there has not been any big problems because of the central clearing the one counterparty and the transparency. it's a system that works. the banks will not like it as much because when you trade projects and you call somebody and say where do you make a market in this, there's no central transparent market. they can play off each other and the banks will not love this notion

applause] ♪ we heard from chris dodd and richard shelby of the banking committee as well as senator blanche lincolnnd saxby chambliss of the agricultural committee. while the democrats aligned the measures the republicans address their concerns including derivatives regulation and consumer protection the debate with a message for those who've seen the acrimony in the chamber over the past couple of weeks and include that this senate is enough to getting the job done on a piece of legislation on this importance and of this size and i will be the first to admit sometimes we become discouraged and disappointed with each other. it's the nature i suppose of the legislative body where you have as different views and strongly held views as we have. i myself was frustrated of course by how long it took to bring the bill up to the floor and others are frustrated by what they see in the bill. all of this can have a rationale so while we can express our frustrations. but the thing that gets to this point is to be about to get to the finish line on this important legislation as well. and that is the trust that

one was that the senate agriculture committee, led by blanche lincoln, the democrat from arkansas, went so far left, so hard on the banks that tim georgia tech, the treasury secretary, is now trying to pull our back and mcconnell, as you say, minority leader in the senate comes up with this letter from 41 republicans saying, we're not going to deal with you guys. but it's interesting that both the president and the republicans want to be clear to everybody that they agree on who the bad guys are, wall street. the republican letter says we must ensure that wall street no longer believes or relies on main street to bail them out. gwen: it's like saying we all want health care reform. i just don't like the way you're doing it. >> exactly. but the president and the democrats had thought that they had maneuvered the republicans into a position where at least some of them would feel that being opposed to the bill woo be too politically -- would be too politically risky. instead the republicans are trying to define it as we're not against reform, we're just against these loudy democrat reforms

and i could go on through the treatment of derivatives, and i applaud my colleague, blanche lincoln. discussion of a consumer financial protection agency that provides the same fairness in financial contracts, as my colleague pointed out, that the consumer products commission provides in toasters, making sure the tricks and traps and scams are taken out of financial products. so that a consumer can make a fair choice without being misled by something hidden in the fine print. that's the type of options that citizens in this country want. well, now wall street plays a very important role in aggregating and allocating capital. but we need to make sure that the rules are done such that i it -- the rule is done well, the conflicts of interest are removed, that transparency is provided, that tricks and traps and scams are taken out of financial products. these are the sorts of things this bill z. this is a bill that is all about fighting for fairness, for main street, which in the long-term will be a very good business model for wall street as well. so let us as a chamber recognize our re

joining us right now, senator blanche lincoln, joining us. >> thank you. >> we want to talk about derivativesol hill that you think will go a long way towards stopping this sort of thing that caused the economic meltdown. it puts what is it $6 trillion -- >> yeah. >> -- worth of derivatives market. is it really possible to control that kind of cash that flows that quickly? >> well, i think it's real important for people to know that with the $600 trillion marketplace, where these derivatives have been, these over-the-counter market products, that we don't know about them except the fact that we looked behind it. and so the whole objective here is to create transmarnssy. our bill does that. and i think it's probably, i believe it is, the strongest in terms of reform of anything that anybody has produced. and what we do is require 100% transparency, real-time reporting to both regulators and to the public. we also mandate that there is an exchange trade -- they have to be exchange traded as well as they have to be cleared. and looking at all of these things, if banks want to be banks, they can

about drive tivtion there was a deal negotiated on derivatives by the female head of a committee blanch lincolns reported you said subsequent to her decision there was some sexism in the way it was handled from there. that senator dodd and secretary of treasury didn't incorporate her ideas and meet with her. do you still believe there's a problem with sexism? >> what i said was this was a meaningful bill out of her agricultural committee. in fact, a lot of people don't understand because of commodities trading, that committee really is the committee of jurisdiction. so she had out of the house banking committee, out of the senate banking committee, out of the house ag committee, she produced the toughest bill on clearly having oversight over these derivatives to bring them out of dark and into a transparent market. so i wanted to make sure that bill got brought up on the senate floor. we've been given that guarantee by the leader that it will be. >> what step was missed? you said she brought a strong measure forward. >> i think a lot of people were giving attention to just the banking bill itse

host: what senator blanche lincoln brought forth, what are your concerns? : senator lincoln and i have been negotiating over the last weeks and months to the derivatives -- there are two other main pieces the banking committee has jurisdiction on, and that is the regulatory part, then there is the consumer finance protection person -- portion the banking committee is negotiating as we speak. but we have been working on this derivatives title and we reached an accord couple of weeks ago and all of a sudden the white house stepped in and said they did not like that particular bill and it basically pulled her back from that. so, she presented her own draft that was different from the proposal that we were on the cusp of announcing. my concern is now are that the draft she presented overreaches. we can regulate this market in the right way, or we can and out the federal government to simply step in and control areas that don't need to be controlled. we don't need a solution looking for a problem. we need to make sure the provisions in the bill really do address
