wolf blitzer is at the desk.re awaiting president obama here within another ten minutes or so scheduled to speak about general motors but also talking russia today. >> he's talking about the s.t.a.r.t. treaty which he negotiated with russia, but needs senate ratification and in order to get that treaty ratified you need 67 senators to vote yes, 67 right now. there are 59 democrats in the senate. the new senate that's going down to 59 democrats now 53 in the new senate. so it might be a more difficult sell in the new senate than it is right now because a lot of republicans have expressed some concern but the president is hoping that in this lame duck session they can get the 67 votes in the u.s. senate to ratify the s.t.a.r.t. treaty. it will be a tough sell but he's making a major push. vice president biden is making a push. yesterday the secretary of state hillary clinton was up on capitol hill pushing for that as well. we'll see if they can get that done in this senate. it needs ratification in the senate. does

i'm joined by wolf blitzer.ement that something needs to be done about earmarks, sounds like an easy sell. >> you've got the republican leadership on board, now that mitch mcconnell says he will support banning earmarks. boehner wants to do away with earmarks, as well. and you have the president of the united states saying he wants to do away with earmarks. you don't have necessarily all the democratic leaders ready to do that. they like those earmarks and a lot of republicans still like them, as well. jim enhof among others. so it's looking increasingly like they're going to find a way to do away with earmarks, which will mean that the executive branch of the government will term how to dole out the money. it's going to go here or there. the agencies themselves will make those decisions. if congress wants to give up that opportunity, that's their right to give up the opportunity to mandate where the money goes. but in the end, it's going to be up to somebody to decide where the $100 billion here or $10 billion

i'm wolf blitzer. you're in "the situation room." >>> we begin with a surprise look today at a new proposal to try to get america off the roller coaster of deficit spending. over the past decade, the nation has gone from a $269 billion budget surplus to a projected deficit of almost $1.4 trillion this year alone. the draft proposal out today would slash the budget red ink by some $4 trillion over the next ten years. the blueprint was released earlier than expected by the co-chairman of the bipartisan panel appointed by president obama. let's bring in jean sahadi for cnn money. what are the highlights of this proposal? >> well, it pretty much touches everything in the federal budget. it reins in spending. they get to the $4 trillion basically 75% of it is through spending cuts. they offer to reform the tax code, that's the other 25% of the deficit reduction. they reform social security, they speak about health care costs, reining them in. they offer some procedural options to do that. i should say this
