. >>> no texting, no driving, no bluetooth. california's cell phone law could get even stricter. and federal experts are calling for a nationwide ban on cell phones in the car. gil diaz joins us from south san francisco to explain. what's going on, gil? >> reporter: hi, good morning, frank and grace. yeah, this is a very strict law proposed by the national transportation safety board. this is definitely a topic for the water cooler. it is the strict proposal. ntsb doesn't want you to text or talk while driving even with a bluetooth or other hands-free device. you won't be able to do that. now, the ntsb has no authority to enforce such a nationwide ban but it hopes that lawmakers will catch on. the ntsb says any type of distracted driving is dangerous. it did a study and discovered that on any given time of the day, 13.5 million drivers are on some sort of hands-free device. last year, nearly 3100 fatal accidents involved distracted driving. now, one member of the ntsb said that distracted driving is becoming the new dui. it's becoming an epidemic. >> many times, the distraction t
