but how would the board do this? san francisco's charter guided -- offered little guidance. >> although it was obvious we would appoint an interim mayor, there was no time line for the two to occur. we looked to outside counsel for answers. they researched those questions. while they researched the legal angle, we began the research on the parliamentary level. at the beginning of the calendar year 2010, we started to craft a generic process for a successor for mayor. being a parliamentarian of the board, i have been working on the process itself. i have been working with two one and parliamentarians in the city. we did some role-playing and tried to contemplate all of the different variables that the board would encounter in appointing a successor mayor. >> the first time i became aware of the process as when my editor and myself asked us how the process would work. we quickly became tongue tied and did not have an answer. you went to the clerk of the board of supervisors to ask, the difference supervisors, the city

board of supervisors. as long as they publicly notice it, they could call a meeting every day until january 3. >> meanwhile, several names were mentioned as potential candidates to be interim mayor. >> it was fascinating to watch the trial balloon go up. people's name would be floated for a week. there was a flavor of the week. david campos. former mayor art agnos was floated as a potential in term mayor. so was sheriff mike hennessey. so was the chair of the public utilities commission. current state senator mark lino. current senator leland yee. >> there were reports in the newspaper about various board members being nominated. we were concerned about how the conflict of interest laws would apply to them. very specifically for foreign issues. perhaps there would be six board members who would be not able to bridge as a paid in a successor mayor selection and appointment process. we would lose quorum. we have to contemplate how we would then bring back quorum. i went to bed every night with it on my mind.

the mayor and the board can adopt them. but if we find ourselves needing to change them, we have a mechanism to change them without having to go back to the voters. this is brought to you in that vein. the third piece of legislation deals with coordinated planning timelines. as we have talked about a little bit here today, the city has been engaging in a host of new financial planning activities and budgeting activities and furniture policies over the last two and half years since proposition a was passed. this legislation conforms all of the admin code requirements that existed in the past with these new procedures. specifically, it ships are multi-year planning efforts as a city to a single calendar on and every other year basis. our capital plan, five-year technology plan, city-wide financial plan would be prepared and brought to the board of supervisors for consideration at the same time every other year. second, it harmonizes the three- year budget projection for the city with the five-year financial plan. during this

we are in the middle of our board of supervisors meetings. i know that at least two of my colleagues will try to speak out and speak to you as well. let me say that the board of supervisors just passed a resolution that i introduced calling up on the various agencies to collaborate to make free muni for u.k. reality in san francisco. [applause] i especially want to thank the young people who are the ones that brought this issue to our attention. quite frankly, they have given all of us a lesson in civic engagement. it is truly something to behold when you see the level of involvement that we have around this issue. for those of us who are looking to the future, it makes you feel very proud and pleased that the city is going to be in very good hands when these young people get older. chariman nolan: i need to ask you a question so you can continue. you know how things work here. would you like to add anything else? [laughter] supervisor campos: let me make a couple of points here. first of all, we have been working on this for many months. the

board of supervisors very soon. i don't know what everybody else thinks about that and what the students think about that, but it would be my suggestion. commissioner fewer: i think we may be able to add, supports the idea of free passes. for it to be resolved, support joined the work. what this resolution is about, the heart of it is that they join the work and be a partner in developing this work. if you feel compelled to write in a monetary number, i would defer to the delegates. what this resolution says is the support and joins the work. that means that we are at the table. that is the gist of what the heart of what the resolution is saying. if you feel more comfortable, we can say supports the idea that supports and joins the work, and i think that means that we are at the table, so we have a voice in that. commissioner maufas: i want to be very brief in reading through this resolution and hearing from the city side. and myself as a member of the public, i don't ever believe that the school district could find

the board has been put into a difficult situation. there are a lot of differences of opinion on how to run the city, how to mass make a decision, who should be in place, 11 people to agree on that is a challenging thing. i think we have done the best we can do in the process, considering the difference of opinions. >> the people of san francisco can now choose their mayor, the direction they want to go. that is why this decision was so appropriate. >> the other big shock is that the moderates seem to have won this round. people thought, progressives have themselves on the board. there is no reason that they will not get together and take a noted leader who is a progressive to be interim mayor, and then stayed there for another term. the great thing about being in term mayor is to get to run as an incumbent. the fact that the progressives could not get together to get somebody into office as interim mayor in their own self-interest was very surprising for a lot of us. >> what happened in the last month in city hall was an incredible sh

board of supervisors every two years of the policy decision by the board of supervisors. the trigger threshold for reviewing the second year of the fixed two-year budget, the file has been proposed its budget costs or revenues are projected to change by more than 5% the second year and that we also consider approval of that 5% trigger to be a policy matter for the board of supervisors. let me emphasize that in general, we're fully supportive of the controllers financial policies. however, since there are different -- there are significant changes to the whole process, we consider approval of the three pros to ordinances as amended with our suggested recommendations to you. and the others and the proposed resolution as amended to be policy matters to the board of supervisors. supervisor chu: thank you. to clarify with the city attorney, with the amendment as a whole be substantive or not? it would not be substantive. ok, thank you. let's open this up for public comment. if there are members of the public who wish to speak on items nine, 10, 11, or 12. please come forward.
