three members of our board of supervisors spent an extraordinary amount of their personal time as well as their city time to get this done. board president david chiu, supervisor mark farrell, and supervisor david campos spent an extraordinary amount of hours and i personally want to thank them for doing that because i know that those early morning hour meetings that occurred, the weekend phone calls, sometimes the phone calls were from lou to get them back to the table after some doors were slammed. and we know that because i've been through that myself. yet i would say that dedication and leadership persevered through our supervisors, and they made it happen. this could not have happened without a local businessman's participation as well, and of course i'm speaking about lou girardo. he agreed to serve as a mediator, gave a huge amount of his personal time to this effort. and while i know he didn't realize what this would take when he first volunteered after we asked him, i also know that he worked through a lot of frustration to get this agreement happen. and it wasn't just the mee

i want to thank you for attending the board meetings and all the members of the board of supervisors. this is the first time the board of supervisors has stepped up and learned about how complex our rates are. as you know, with health care reform they have only been made more complex. i'm very proud of the rate package before you today. it represents the 2 years of work in the county care and represents your decision to take on risk by flex funding blue shield which has kept the rates down. i think it's important to point out that the city's cost are only increasing by 0.7 percent. i think anyone would jump for this increase rate in the country. for employers when you include vision and dental, their rate is higher because they have few people in kaiser actually. their's is 2.3 percent. still lower than the national average, lower than calipers and saving the city tense of millions of dollars over the years and as well as saving our liability. i want to recognize as the supervisor ferrel, elisa, when i got diagnosed stepped up and has been running as fast as she can. we wouldn't have

it's a committee that would make a recommendation to the san francisco board of supervisors which under the charter has the final say on what happens at the airport. what the ordinance does it sort of makes it clear we want to honor harvey milk by naming a terminal at the airport by not which terminal so the committee makes a troemths the full board. it leaves the possibility of having other terminals and other facilities naming them after other folks. we want to make sure that is a collaborative process this is what the make up of the committee as recommended would be 5 committee members appointed by the mayor and 45 postponed by the board of supervisors and this committee would then make a recommendation to the board of supervisors. it's important for this committee to be diverse to represent the different communities. and i would say we want to make sure we move forward this forward the timing when it comes time to honoring harvey milk the timing is for an appropriate time in terms of the rights of the lgbt community. one of the things i've been struck by and seeing what's happening

each time in high school they pronounced my name differently and a good afternoon board of supervisors. i work with the community i'm an organizer. we're located in the mission and i just wanted to echo a lot of the comments that envy coworkers and allies have shared with you about the challenges and access. i want to especially talk about the challenges with the latino community. i've noticed a lot of challenges and educating the community about the language access. some of the main barriers i've seen within our community as michelle as pointing out us u out that the distrust in city agencies and government based on how they're coming from their countries. i think for a lot of our community members it's hard enough to learn how to navigate the department and system and on top of that i know you're not having the in land services and how to access them. that's been one of the main concerns as they're not knowing how to navigate the departments and trying to get the in land service a difficult. some you thought things excuse me. some of the things we're doing to address this include doi

first, as you all know in 2004 the board of supervisors voted to implement as part of it's energy resource program and a way to decrease in-house gases and initiate efficiency. more recently in september, the board voted to authorize the general manager to sign a contract to shell energy and go ahead with the program subject to the usual regulatory authorizations that we require including authorization of our rate. in march, just before i came on board, the rate fairness board was presented with a 14.57 rate and didn't approve or disapprove of the rate, but they did say that we should be looking at ways to get the rate down. which is something we've been doing. right now, the program's designed so that there will continue to be a hundred percent renewable product using california certified products in the resource mix. we are ready to start local buildup immediately at launch. we are working on some components right now. if we get the go ahead we'll work on it with much more vigor. we have a contract as you know with shell that wee been negotiating and we'll continue to work on with the ap
