at the end we presented both the plans and the agreement of settlement to supervisor farrell, we signed them just before the board of supervisors met. he took it to the board of supervisors, and he presented the agreement and the plans and they approved it. john of rubens and rose, the attorneys representing her, shook hands with us and said may i take this to the board of appeals to hand in so a permit can be ensued. we did. turns out the materials never reached it. what was handed in was the plans and at no time was there a serve ability. they decided what they were going to submit to you. what you voted on in september 2012 was an incomplete agreement and the agreement was left out. we don't discover this until a year later when the building is lifted from september to about april the project lay fallow. the mother permit that was issued in march, 211215319. when that was permitted, the building was lifted. we asked the project sponsor for the markings on the agreement and none was done. we asked to is you -- survey the building and we found out the building was more than 16 inches and over 40 feet. the questi

a year ago recognizing the parking lot it has a heightened project the board of supervisors passed a legislation to require a police department permit to better insure the public safety is there. the board recognized the special and unique states of this industry. the legislation that i have proposed and is before you today builds on the recognition and helps the city to perspire itself. we want to have a level playing field with the employers and the employees are being take into account. currently the parking lot operators are required to get an annual permit from the police department. they're required to submit a fair amount of information including prove they've performed background checks on their employees and an existing permanent process so their reported to the police department annually. those operators are reporting on an annual basis about background and so forth. we're building on new requirements. the legislation i've supported will further require the operators provide some aggregated data on their employees. the legislation will be presented in the aggregate and there

the question that i do have, again i do understand that we as a board of supervisors we are not here to -- i mean lafco is here to serve and there are members of our board who serve directly on lafco, but die want to know given the current state of affairs what are some of the things that we are directing lafco to work on and i think that the component that i'm a little bit concerned about which i know that frances did address was extending the term of employment for an additional 3 years given this. i was wondering why we could not consider doing this on a year to year basis. again, i know that discussion are supposed to happen to determine the exact duties and what will be coming out of lafco and then at that point you will be determining the length of time for the employment, but i want to know here at this point why we could not take that on a year to year basis. >>supervisor david campos: i don't know what ms. shea's response would be. from my point it would be very impractical. the scope of the duties determines how much work the person will be able to do. if you have a situatio
