[gavel] [adjourned] >> 7 and a half million renovation is part of the clean and safe neighbor's park fund which was on the ballot four years ago and look at how that public investment has transformed our neighborhood. >> the playground is unique in that it serves a number of age groups, unlike many of the other properties, it serves small children with the children's play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. >> the playground

as possible that's part of what we need to do to advance the policy this was adapted by the board of supervisors973 that transit policy is placed in the a charter and it's the charge of the sfmta and it's board of supervisors to implement that policy. the framework we're talking about is a permanent system is something that's subject to the approval by sfmta board of supervisors. we've been working on this idea with the private sector for the last couple of years after the good work done by the transportation authority in 2011. we have a proposal final list we'll bring to the board on january 21st. we've been keeping them updated we went to our policy and governs committee to provide opportunity for any public comment? and ultimately that will be the board of supervisors that will adapt this to make sure we're vance the transit first policy. i'll note that while muni is by far the largest transit provider our ridership is equal to all agencies combined. if you look at the collective ridership their equality to a big part of bringing transit to the bay area in a way that compliments what the bay

at the end we presented both the plans and the agreement of settlement to supervisor farrell, we signed them just before the board of supervisors met. he took it to the board of supervisors, and he presented the agreement and the plans and they approved it. john of rubens and rose, the attorneys representing her, shook hands with us and said may i take this to the board of appeals to hand in so a permit can be ensued. we did. turns out the materials never reached it. what was handed in was the plans and at no time was there a serve ability. they decided what they were going to submit to you. what you voted on in september 2012 was an incomplete agreement and the agreement was left out. we don't discover this until a year later when the building is lifted from september to about april the project lay fallow. the mother permit that was issued in march, 211215319. when that was permitted, the building was lifted. we asked the project sponsor for the markings on the agreement and none was done. we asked to is you -- survey the building and we found out the building was more than 16 inches and over 40 feet. the questi

so, i think the board of supervisors certainly will have an opportunity at the budget committee when the budget of the puc is reviewed to make sure that the budget of that agency reflects the priorities that have been set out by the legislative body of the city, the board of supervisors. and i think that there will be a number of supervises who will expect that there will be an allocation of funding to continue with community choice aggregation. >> if i can clarify, you may recall in the past two or three budgets we have not included additional funds for cleanpowersf. we have funds available in the programmatic account that is set aside to fund cleanpowersf. as i mentioned earlier, that's on the operating side. we have the $19.5 million on reserve that remains on reserve. on the budget as it's proposed, though funds stay where they are. i would characterize that more as in stand still. i think last time we brought a budget to you it did not include additional funds just like this budget won't include additional funds because there was no perceived needs for additional funds. that does

>> i have spoken twice, i believe, so far, at the board of supervisors on the easter bond two and then i actually went and spoke in support of the replacement jail as well. because the current jail, the building is not seismically sound and when you speak to the vulnerable populations and obviously the incarcerated are vulnerable populations they are not asking for another jail in addition to the 6 and 7th floor. the 6th floor has no prisoners, the only prisoners on are the 7th floor, and so the new jail will be significantly smaller but it will be seismically sound and it would not be the line jail that they have upstairs, which i think that everybody is agreed needs to be vacated as soon as possible. >> yeah, that building and the fact that there are other members of the public safety family in particular the da's office given the seismic challenges is difficult for the people whose loved ones go to work every day and hopefully we can get everybody to a place where we can work in a safe place and so thank you for your presentation. >> any further comment? >> not public comment, from

commissioners as you recall the board of supervisors the ordinance by resolution to set different hours of resolution for neighborhood impacts. the hours are to be posted on the departments website. this ordinance established park code sections and we've included that language in told them a. the hours are to be posted along with other rules at the outlined in the park and health code at each major entrance to each park and in attachment b you'll see the sign we've been installing. we choose this model because the park users will see had information rather than posting it internally on some place were people couldn't see that. and it will have uniform wording. the proposed use of logos along with the rules of items of information on the sign will help with language challenges here in the city eased the proposed wording on the sign easy the main issues that our staff deals with. the department proposes to have this universal progress for the parks. since most of our parks have multiple entrance the number of signs will be between 8 hundred and one thousand signs using a contract authorit

it was our belief that thises the most important ethics legislation to advance before the board of supervisors in its generation and i happen to believe that that remains the truth. we have painstakingly worked over the last year with supervisor chiu's office to put together the packet that you are considering today really concedes the orange -- objective over this legislation. over the last year it has repeatedly demonstrated it's is the importance of promoting legislation that is in the best keeping of the ethical and the people have the confidence of the transparency. i think this legislation accomplishes that. i know we'll get a number of different views and discussions. make no mistake the broad outlines that supervisor chiu and i have to do needs to happen and we agree it's in the best interest of the business that we do here in city hall. the legislation that you have before you today does a number of things. it imposes the amendment that would expand the issue of lobbist and more lobbying activity is subject to self disclosure requirements and limits exemptions that are currently in th

i'm the president, board chair of the chinese progressive association and i want to be able to speak in support of campos -- supervisor campos' legislation. i want to be able to speak in terms of the community perspective and as community, people always have access to expressing their views when we have our elected board of trustees. and now we don't have that kind of access any more. and we have a lot to say. and some of the things that we really care about in preserving, not only in terms of the credit classes -- i'll go back to that in just a moment. but the value of city college to be able to provide education and services that fall under the category of noncredit classes. and i'm very concerned that our ability to be able to communicate, the richness and importance of these kinds of courses will be denied us and we will lose them. the second party want to as a community representative to speak of is of the access, affordable access and access of students to be able to go to city college. i see that there's been legislation which making it very hard for students to be able to get their waivers. and these things, w

a year ago recognizing the parking lot it has a heightened project the board of supervisors passed a legislation to require a police department permit to better insure the public safety is there. the board recognized the special and unique states of this industry. the legislation that i have proposed and is before you today builds on the recognition and helps the city to perspire itself. we want to have a level playing field with the employers and the employees are being take into account. currently the parking lot operators are required to get an annual permit from the police department. they're required to submit a fair amount of information including prove they've performed background checks on their employees and an existing permanent process so their reported to the police department annually. those operators are reporting on an annual basis about background and so forth. we're building on new requirements. the legislation i've supported will further require the operators provide some aggregated data on their employees. the legislation will be presented in the aggregate and there
