look at the boardwalk here in spring lake. it's a two-mile boardwalk. i am told about 1.5 of those miles of boardwalk have been destroyed by the waters that irene sent rushing up on to these shores. >> reporter: in asbury park, storm surge reached the famous boardwalk but didn't cause any major damage. the massive storm left more than 600,000 without power. due to heavy winds and downed trees. damage the governor says could have been worse. >> the fact that we were successful in evacuating over a million people from the most affected areas was a preemptive measure that i am confident saved lives. >> reporter: it could have been worse. but make no mistake, it was pretty bad. and the governor christie says by the time this is all over, it could cost into the billions. brian? >> a lot of standing water that's going to remain for a long time, michelle, you're right. first time we're seeing some of these pictures of these landmarks like the asbury park bo boardwalk overtaken briefly by water. the storm moving on up through new england. wild conditions for a

this boardwalk as we see officers behind us here, this boardwalk, this iconic, one of the world's famous board walks, a landmark in new york city right now is basically deserted. there's almost nobody here right now. it got a big power wash from mother nature. the concern, obviously, all day was a water event with this city receiving more rain this month than any month in history on record. other crews have been driving through brooklyn. we're hearing reports of heavy flooding around the entire city about 300 trees have been uprooted. we saw about a half-dozen of them so far today. the concern doesn't go away. still getting whipped around a little bit. anything loosened up by the first band of this storm now on the back half can get blown off. you have to take this seriously. >> peter, here's the irony. despite you talk about that water blaster that kind of cleaned things off look behind you. you were pelted with sand as has the boardwalk. they are still going have to blast that with water and clean it off again. >> yeah. no, you're right. you were with us all morning long. you should ha

it's becoming -- it looks more like a more normal boardwalk.the mayor -- or i should say the city manager of long beach. they evacuated about two thirds of the people. that's about 25, 30,000 people left and got to higher ground. there was plenty of time to do this, and i think lessons were learned from katrina. a lot of city officials both up and down the coast said the time to act is now, they did, people complied, and the good news is we still lost ten lives, but it looks like the structural damage along the coast, there is flooding, but again not so bad. you go inland, that's where the real problems are, alex. from interior sections and western sections of massachusetts, new york state, on into pennsylvania, parts of new jersey, connecticut, that's where we're seeing a lot of the flood, you because that's where there's the wrap-around moisture, so the heavier amounts came in there. we have gotten in the last two weeks amazing amounts of rain, there was nowhere for that rain to go. we have liver flooding, and some of these rivers won't crest

this is an historic boardwalk, it was built in 1914. and that building is pretty old, it has stood the test of time. but right now, it's probably a total loss. we are at high tide now, and you can see this other berm area, this is just about gone. the water is rushing right now, it's making its way -- from the ocean, and coming across, you can see there's, this area here has been cordoned off with a wood barricades, but look at how the water is just now rushing all the way in and in fact we now have street flooding on to the street here. just in front of where our hotel is. so we're really seeing a lot of, a lot of flooding along the streets, as we are at high tide now. and this is ahead of the storm surge. this is just tidal flooding at this point coming on in here. >> this is exactly what you predicted might happen. and we have the video, it was pretty compelling, al, as we saw the berm break that you reported. and indeed, the cars that you can see in your line of sight directly ahead of you, al, is there any chance people are going t

on the atlantic city boardwalk crews are already assessing the damage. the tropicana casino took a bit of a pounding but nothing too serious. in the southern tip of manhattan what it looks like in battery park city hours ago. the water lapping over the sea . feels like the island of manhattan is recovering. >> reporter: sure does. these are some of the strongest wind gusts we have gotten all morning long. a lot of rain but not so much wind. now, the rain is coming from the note. the rain is kicking up making up white caps on the hudson river and new york harbor here. restore and recover mode is what the mayor it is calling this. saying that the evacuation order will be lifted for zone a where i'm standing here in battery park. staten island ferries will resume. bus service will slowly come back. the subways still shut down. but he says hey, every monday morning commute is hectic tomorrow should be no different minus the fact that there is no subway. >> shepard: wondering if there were any thoughts of trying to get those up and running before or after the

we're standing on the coney island boardwalk right now. and the amusement park is just over here on this side of me. this is an area -- wow. that is just so stinging and uncomfortable. this is an area that normally gets 450,000 tourists each season. a sunday just shy of labor day would be packed with people. but when have you ever seen the coney island boardwalk look like this? it is a three-mile stretch and it is deserted. i can't flip the camera around because it's in a protected position, but my view looking that direction, it looks like it's the sahara desert, if it were in a storm. sand blowing straight at our faces right now. we've been speaking -- we've been speaking of police throughout this morning. we had a chance earlier to drive through some of the coney island this is what's in what's known as zone a, one of the mandatory evacuation areas in new york city. more than 100,000 people live here, the borough of brooklyn is the largest, most populace borough in new york city. more than 2.5 million people live here. and we're getting

most of a two-mile boardwalk in monmouth county is destroyed.his damage there. >> i'm out here with our oem director, we are touring spring lake and, yeah, we have the boardwalk here in spring lake tossed around pretty good. flooding that we have not seen before. you know, irene took it to us pretty good on the shore here up and down the coast, inland, and the township of howell. we're working on doing those assessments, you know, trying to deactivate our shelters a bit, trying to get residents back home and get some normalcy. >> you have certainly a lot on your plate even just getting people back into their homes, but this flooding, the governor says the next two days this is the major problem here. what is your team doing at this point? >> yeah. the flooding. listen, you can't control mother nature, right? we have to let the waters go down. we did a good job working with the state and local officials, all the emergency management coordinators and first responders preparing residents. they heeded the cry for evacuation of the low-lying areas. w

the boardwalk was completely deserted. at times, we were the only ones out there and i stood in the middle of pacific avenue which is the main drag in atlantic city, right in front of caesar's in the middle of the street and there was virtually no traffic. and an occasional police car would drive by but there was no one in atlantic city and we stayed in caesar's on a saturday night, last weekend in august, there would be 10,000 people inside that hotel. there were maybe 20 security guards and our fox news crews. that was it. walking through an empty casino was an eerie feeling on what would have been a very busy weekend. >> bill: governor christie was very aggressive at telling people to get out and very strong language on all the coastal towns on the jersey shore, i think that helped. you know, people like to gamble and some people, they'll go to their grave, you know, i just need one more roll. but in this case -- it was, it was startling that they all took off and got out. >> yeah, very effective evacuation order and ve

right now i'm standing on atlantic city's famed boardwalk. as you can see, ocean right out there is still not looking too bad at this point. we have a light rain that's coming down, but obviously, things expected to get much worse as the hours wear on. lots of concern about how the city will fare and how the boardwalk will fare. right over there is the famous steel pier. during 1934 when there was a major hurricane that came through here, it was badly damaged. the boardwalk was badly damaged, in fact, and there's of can concern about how it's going to fare during hurricane irene. i want to bring in vince jones with me right now, t.j. he is the emergency management coordinator. i want to talk to you about a number of things. first of all, the mandatory evacuation. looked like a ghost town when we drove through here. obviously, a lot of residents decided to leave. a lot of the guests in the hotels were forced to leave. how many are left and how did it go in terms of evacuation? >> up and down the barrier islands in atlantic county, again, like

the boardwalk's in good shape and ocean city's going to be open come noon today. so, that is great, great news. now, in southern maryland, a little harder hit than we had anticipated, and we're going to be digging out for a while. >> governor, i'm looking at some of the data here, expecting about 12 inches of rain when it's all said and done, and you've got nearly 800,000 people without power. at's it going to take in terms of how long before you get that power restored? >> well, we don't have an estimate on that yet, but i can tell you this, david, before the big snowstorm, snowmageddon, we had -- or rather, at the peak of it, we had about 300,000 people out of electricity. today, as it stands right now, we have 800,000 out. so, this is going to be a long effort, and we're just going to need to keep working at it. i do want to say, though, that craig fugate and the people at fema, secretary napolitano and president obama, they have been excellent. they have been with since day one, and actually, before the stm arrived, they were here, and it's worked really, real

. >> we talked to a lot of people who do business on the boardwalk here. this is the time of year they make their money to hold them over for the rest of the year. the place as you would imagine is a ghost town. behind me, i don't know how well you can see the surf, but we've got waves up about 20, 25 feet, i should say up off of what normally would be the surface and we're looking at winds sustained now of about 30, 35, gusts to 40. and just the last half hour, we lost electricity here. we're coming to you off of battery power. we've had about four inches of rain here on the delmarva peninsula. a total of 10 to 12 they say storm surge of six to eight feet and we're right now just coming off of high tide. but the strong part of the storm is now starting to hit us. we are ex picketing the next four to five to six hours will be particularly heavy in terms of the wind, in terms of the rain and in terms of the surge coming off of the ocean. because of that, the local police department has ordered all officers off the street. they are now sitting in groups, if

we're on the boardwalk at long beach.one reason we're here, marty and kira, is this could be where irene makes landfall, right here in roughly this spot. of course, we'll have to see. it could jog one way or another. it also gives us a very good vantage point here to see and keep an eye on the surf, which is getting stronger and stronger with each hour. as mary mentioned, we're still a good 11 or so hours away from high tide. certainly, that's going to get much closer. you can also see the sand dunes. they have bulldozed a lot of sand up here to try to create an extra barrier. believe it or not, the boardwalk is the highest point in long beach. it's 15 feet above sea level. many parts of the city are below sea level. and in fact, some of the highest spots away from the boardwalk are only 3 or 4 feet above where the ocean comes in. this area is under now a mandatory evacuation order for the low-lying areas on the south shore of this barrier island, on the north shore as well, and then there's the main long island. and also

a lot of concern for the boardwalk that is here. that can talk about that, and the condition of the boardwalk and what is being done in terms of evacuatio evacuations. you are in charge of the boardwalk and what is being done to shore things up? >> right now, we have been taking all objects off the beach, and lifeguard stands, and securing all the rides and making sure the animals in the aquarium, we have backup generators for them, and securing the buildings and making sure our employees are safe and asking nonresidents to please leave town. we love to have you, but now is not the time to be here. >> reporter: you plan on leaving tomorrow since you don't live in the area. does it concern you a lot that you see out of towners coming in and still trying to catch the last minute rays? >> yes, and we are encouraging everybody to leave and the storm is moving quicker than they anticipated. really, yes, like i said before, as much as i love having the customers, safety has to be the number one priority. >> reporter: safety always being f

need to stem the flow of water and further down to the south of where i am stand 20 blocks, the boardwalk, and the water guard there holds that and after gloria in 1985 it destroyed the boardwalk and they erected a wall, there, which is 2.5' of credit. (inaudible) >>shepard: it is windy and knocked our signal off. so they build that up. doug, we got you back, go ahead. >>reporter: is, this is the first test of the 2.5' thick wall to see if it holds, the rain is picking up. the other major concern at 6:00 p.m. they will shut down the wastewater treatment plant and they say after that, everyone is granted one flush. and then stop. this is a town of 7,000 people in the wintertime. in the summer that population goes to over 200,000, and anywhere from 200 to 300 people remain in ocean city aside from the group of reporters. so we see what will happen with that. a big concern is flooding here because in the best of times, you get a short downpour and the main streets, coastal route one, is underwater for a brief period. they cannot handle 1' of rain. it is not the subbut -- not the surf but the

you watched the storm come in, you were in asbury park on the boardwalk there. what do you see just milling about? >> reporter: we've since moved to bayhead, which is not too far from asbury park. when we were in park, certainly yesterday, of course, and the day before we had been reporting from the boardwalk. the water from the jersey shore had reached that point, had reached the edge of the boardwalk and the paramount theater, just lapping over that area. i spoke with the mayor earlier, and he said there was no beach. it was just all water leading up to that area. with that said, the mayor also said we were very lucky on this one, it could have been worse. that seems to be the case all along the shore. the focus, of course, moving inland as the river flooding is expected to worsen in the next 24 hours. he said they will be keeping their eyes on the rivers. he's urging people not to go out. it's still raining here. we're getting bouts of wind, and we've seen a string of trees on our drive that have either been toppled over from the roots' end or snapped. that n

they came underneath the boardwalk and straight through across to what is called broadway where they did a lot of damage to a lot of homes. we were talking to the nassa uconn executive being the western part of long island. he said they are just beginning assessments and he believes that the damage costs will run to easily millions and millions of county in nassau county alone. so they begin the process of trying to see how much damage is done. these residents begin the process of coming back looking into their homes and seeing how much damage is done. it's hard to believe that a lot of people haven't suffered a great deal of damage. there are a bunch of people looking to see has gone on. they seem to be smiling in general. a lot of them have taken a long walk and in the last 45 minutes and they have been caught by the outer band. message from officials, if you don't need to leave your home, please don't. stay inside. wait until this thing is completely gone. >> shep: jonathan, this is exactly as predicted. you watch the last loop of the radar. you don't see it on this particular pic
