ceo bob benmosche what was behind all of that.havething more than to continually manage the efficiency and productivity of our government. we spent a lot of time working to move people to lower-cost locations. we have a wonderful relationship with kansas. we are moving people out of some higher cost cities and some offshore as well. when you do that you bring the first wave of people to those locations, keeping the older people in their jobs until we are ready to make a smooth transition. part of this is nothing more than dealing with the jobs that have been going on in parallel. to be able to empower our people more. some of it is just to make sure our employees are empowered and don't have many places to go to get a decision. that is what our clients want. they want an entrepreneurial and powered culture. we need to restore that make sure people are comfortable they can get a decision from the person they first come in contact with. in which unit do you see the -- see de-layiering? >> we are looking across the company and asking
