this year, governor jerry brown declared a drought emergency in the state and asked everyone to cut back by 20%. san jose, water officials say so far people are using more water. bob redell is live in san jose. how much more water are people using? >> reporter: good morning, kris. we just spoke with the san jose water company which delivers water to around 1 million people here in the city of san jose. they tell us the water usage is up 3% to 4% when you compare the first quarter of last year, with the first quarter of this year. that's in spite of the company sending customers their inserts in their bills asking for a voluntary 20% reduction in use. the agency blames the increased useage on an extremely dry winter. but all agencies had an extremely dry winter, yet some saw their customers cut back on usa usage. the public utilities commission, we spoke with them this morning, they say it's 180,000 customers cut back by 8% over the past three years prior to may. but they are still falling short. they admitted their voluntary cutback of 10%. east bay, they serve 1.3 million people and they tell us their customers have met their cutback challenge by reducing their w
