pennsylvania senator bob casey fills in for chairman john kerry during this 90-minute hearing. >> good morning. today the senate foreign relations committee meets to consider the president's nominees to serve as ambassador to the following countries. iraq, sri lanka, the maldives and tajikistan. i want to thank you for discussing challenges in these countries and obviously to discuss each nominee's work as well as their work upon confirmation, and also, of course, u.s. policy in each of the countries. let me just go through a little bit about each place first and then we'll get to our witnesses, our nominees. in iraq, the picture, of course, is mixed. nearly six months after the redeployment of u.s. troops from the country, we now that political and ethnic divisions remain sharp as iraq recovers from years and years of war. the current government took months to establishment in 2010 and hype degree of mistrust still exists among key political factions. iraqis and americans have sacrificed greatly, mightily, to support the democratic process in iraq. at this critical time we should cont

. >> democratic senator bob casey of pennsylvania is with us this morning. he is the member of the foreign relations committee and chairman of the economic committee. appreciate you talking to me. you heard senator mccain saying he thinks the administration leaking is very likely. what do you think? >> well, that's a very serious charge that's been made against the administration. i think that the proposal that senator carl levin has made, chairman of the armed services committee, to have a hearing in closed fashion makes the most sense. any time you make a charge like that, it's very serious. we have to make sure that we're resolving this in the right way. >> the fbi is investigating and if, in fact, they can figure out where the leaks are coming from, do you see potentially charges coming out of that? >> it's hard to say. i'm not going to speculate. but this charge is made in every administration. sometimes it's accurate. sometimes it should lead to accountability and sanctions, but we're -- i think we're at the very early stages of this. i don't want to p

. >> that is senator bob casey great pennsylvania.listen to this again. >> spending tens of billions on tax cuts. >>neil: steve moore caught the same, does congress spend money on tax cuts? the best selling author from "wall street journal" and what do you make of that? >>guest: there -- everyone is tag about the tax cliff. bernanke talked about it in his testimony. and it is so important for people to understand, there are two cliffs. one is the spending cuts that are scheduled as part of debt reduction deal. the other is the big, what we call tax-ageddon. my view is that the tax, raising the tax rates is a disaster. it would hold back business expansion and possibly cause a double dip recession. but, senator casey is wrong. i think bernanke is wrong. i think half of the economists on wall street are wrong saying cutting government spending is bad for the economy. it isn't. because when the government spends a dollar that dollar is taken from people. it is taken from you. or me. or the bond market. >>neil: but what about equating tax

donna gentile o'donnell adviser to bob casey and former staffer for pennsylvania governor ed rendell.me to both of you. donna you know bill clinton well. i know you worked very hard on his campaign in pennsylvania and elsewhere. what is going on here? is this just bill clinton being bill clinton? >> pretty much. i was surprised that his staffers were surprised. i think it probably says that these are new staffers, not people that have known him for a longtime, but i also think that it's important to remember, bill clinton is not your standard surrogate, he is a former president, he has his own ideas and he loves being in the arena. i think he's prepared to engage the debate in a manner that benefits president obama, but i also think that he is really interested in ideas and deliberations and discussion, and even though president obama and president clinton agree on the strategic goals of this debate, they have tactical differences, and so i think that that just has found expression in this tempest in a tea pot. jon: talking about tactical differences gretchen, i wondered about this. b

their meetings are routinely attended by republican governors, casey, walker, chris christie, bob mcdonnell from virginia. i'm sure richard scott. they've opened a. supreme court justices and of course clarence thomas, alito, they've all been there to their meetings of these corporate she's. this 12 days before the book came out, just a month or so ago. they raised $109 in the we can to defeat barack obama this year for president. think about that. if you look at the super pacs for romney and santorum and ron paul and newt gingrich, up until super tuesday they have spent a total for all the candidates of $53 million. and in that one weekend they raise $100 million. so they are huge. they went out there and they will say and they will do anything. of course, it's a lot easier for them now since citizens united, because you not only raise unlimited corporate money but you don't have to report which corporations are paying which bills. but they also couldn't do it without the assistance of the nation's me. and that's what drives me crazy. >> you can watch this and other programs on line at boo
