beginning part of this week once the human trafficking piece is worked out with it. >> senator bob corker thanks very much for joining us this sunday. >> thank you. >>> i want to turn to senator ben cardin. he's the ranking democrat on the senate foreign relations committee, partnered with senator corker in that iran bill. but senator cardin if i can, just before we get to iran i want to touch on what senator corker ended with there. his belief that the loretta lynch nomination will be resolved in the early part of this week. do you believe the same thing? is there a commitment from democratic and republican leadership to move this forward? >> well, i agree with president obama. loretta lynch should have been on the floor for a vote well before now. this is the longest any attorney general nominee has had to wait and it's outrageous. she should be confirmed. this is a critically important position to have a confirmed attorney general that the president has nominated. so i think it's outrageous. it should have been done well before now. shouldn't be connected to any other issue. >> senator

i can see a trek where bob corker himself becomes a supporter of this deal. you listen to him carefully, he keeps his powder dry. he's saying there's a principle he believes in but he's not opposed to the iran deal. he didn't join the cotton all right likeetter like a lot of others who pregret that. now that the framework that is out, a lot of senators will back up. every senator who wanted to be informed on this was able to call samantha power, susan rice and ask far prieftor a private briefing. i think in the sense that the white house is in pretty good ground right now. they have to do it and a think a lot of used in media have been thinking the numbers are automatically going to stay there. i don't think that's the case. >> that's what we'll look for. we'll see if the number starts going the other way. that would be a positive thing the white house is looking for. still ahead tonight. monks, a red state desperate for a visit from president obama and what the final four has to do with a want to be president. that's coming up but first one more thing. monda

foreign relations committee chair bob corker and ranking member ben carden worked together on the bill a liaison between corker and the white house about changes along the way and senator corker says the white house agreed when it realized there was strong support from democrats. >> you'll never find any administration that believes congress has any role in anything. that's how presidents feel whether democrats or republicans. the war powers act was passed over a presidential veto. so it's not surprising to see reluctancy on the presidential branch to be involved in the process. what we were able to work out is a way that the administration understands the prerogatives of congress and our role needs to be carried out. >> the united states senate stood and said that on the behalf of the american people at least the foreign relations committee has said that on behalf of the american people we believe it is our role to ensure that any deal with iran is -- makes them accountable, is transparent, and is enforceable. >> the legislation call farce 30 day congressional review period and states

bob corker says he wants to see a deal ultimately. that kind of talk is something the white house finds encouraging at this point, but they know they have a very skeptical congress, as you said. mark: is the congress opposed to any deal? peter: that will be the challenge. bob corker and others have said that congress needs to have a say in this in some form or fashion. the white house is not totally opposed. they do not want to see an up or down vote. the president said this has to do with presidential power and the precedent he talked about in the "new york times" over the weekend. president obama: my hope is that we can find something that allows congress to express itself, but does not encroach on traditional presidential prerogatives and ensures that if, in fact, we get a good deal, then we can implement it. peter: bottom line, it sounds like the president wants congress to have a say but he does not want to have any real impact. that will be the crux of the controversy as congress returns next week. it has been harder to have a c

tennessee senator bob corker is aiming for a vote in the senate foreign relations committee today on a bill that would give congress some oversight on the iran nuclear deal. his bill would give congress 52 days to review and iran deal before any sanctions are lifted. he tells bloombergtv this will not interfere with the iran negotiations. senator corker: most of the negotiators of the table felt that congress was ultimately going to play a role. we know that strengthens the administration's hand, it strengthens the negotiators from the west's hands. so absolutely not. this puts in place a process -- the administration is fully free to complete its negotiations. emily: president obama has vowed to veto the legislation should it pass congress. signs that the cease-fire is cracking in eastern ukraine. six ukrainian troops were killed in the last day, the deadliest day for ukrainian troops in at least two months. foreign ministers from france germany, russia, and ukraine met in berlin and called for both ukrainian troops and pro-russian rebels to withdraw their heavy weapons. french pres

there is a bill in the senate right now sponsored by republican senator bob corker. it mandates congressional review of any deal with iran and it's a bill the president said would undermine his deal. as it stands now, at least nine democrats have pledged support for the bill. according to "politico," yesterday his top aides began working the phones and the president himself called senate democrat leader harry reid and said he would soon be in contact with other congressional leaders including speaker boehner and mitch mcconnell. joining me now is a former u.s. ambassador to iraq christopher hill and luke russert. luke, let me start with you first in terms of where you see this headed among members of the president's own party. >> well alex it's a very interesting question. it's something that the white house has sort of danced around up until this point. i had the opportunity to ask josh ernst about this on tuesday. they sort of said we're confident. we want to see what we have before we answer the question. they won't see what they have until the end of june. if you

bob corker is leading the charge to give congress a say on whatever deal. >> good setup. byte. the president dealing with this about why he doesn't want that. >> i don't want to set precedence that suggests that every time a president enters into an agreement that congress gets up or down vote. >> there is strong bipartisan support for a binding vote by congress. this is not something -- look, the president needs to sell this to the american people and congress needs to be involved in this way. >> the president by creating a situation which there is a fate he is very aggressively selling something that is better than any possible alternative we can get strikes as an effort to corner congress and crucially prevent deems from joining and giving some sort of veto proof must just. the problem with that is he is preventing something that is not a finished product by the administration's own account. what has been more interesting is the republican reaction which has been restrained over the weekend. they are not jumping up and down denouncing this thing. i think that reflects

you also had opponents like bob corker, lindsey graham, real hawks, say they are going to hold off andait until they see the final text of the deal by june 30 before they moved and try to kill this. in the u.s. he has room. in a ron, it might be harder sell. john: you created a deal for both sides in which there was supposed to be a maximum thickness so that each party could go back to their domestic constituencies and sell the thing without having to be too precise. the problem is now you have people who say the deal is not as tall as the americans are claiming, the americans are claiming that it is tough you have netanyahu training in -- chiming in. josh: if you look at where the two sides were pushing back, it was two things. one inspections of covert nuclear sites, and to win the economic sanctions get lifted. your hearing basically two different things. john: iran says we will come off as soon as we signed this deal and the u.s. is say they will be phased out as they hit milestones. if they get something side, i think there is a high prospect it will get pass, but i do not think t

>> i think bob corker if he gets the number of senators that he thinks he is on the verge of can gum up the works. i think it is a mistake to look at the gop as a monolith here. this is too strategic inflection point for the united states. i know it is not often thought of but there are many u.s. senators, republican and democrat, that do read the fine print. they think about these things. you have others who just don't necessarily bandwagon along with everyone. i'm more hopeful than most that this actually doesn't go as far into the partisan camp that many people think it will. >> if you want to stand with lindsey graham and john mccain and you're a democrat and you want to turn on this president, as successful as he has been with foreign policy, maybe the democrats who aren't sold on this deal ought to step up with their own plan. i don't hear anybody talking about that. what do they want? this means they're against john kerry too. did they not support him in 2004? he campaigned on this as well. where are these democrats right now? why can't they stand with the president? >> obviou

secondly -- and that's where senator bob corker's very important legislation will ensure we get a time frame that is now factored into the final ronal negotiations -- we want to make sure they mean what they're saying. if they mean what they're saying, it'd be great. as ronald reagan said trust and verify. the verify suggests a lack of te trust, of course, but the idea and t is, we want unfettered immediate access, and then the ayatollah says you will not have access to military installations. he is broadcasting to the world, and then a dispute resolution board created by this framework, and ultimately, i believe, if it is, it'll be in the document that might be signed, we'll have a resolution process. more time to delay. more time to hem and hawn, while they're creating a ballistic missile capability like north korea and potential for a bomb. >> we sat down with bob corker ary of tuesday afternoon for c-span radio, and he said by late morning, the white house and still secretary state kerry tion. threatening to veto the legislation that the senate was working on. by 1:00, the presiden

that is what bob corker told martha this morning on "america's newsroom."you expect the white house to do what they want with the sanctions that took almost 10 years to put in place? the complications involved in these sanctions are massive. >> right. >> if you're going to remove them and the president suggests that we put them in place that snap, snap -- >> fingers. >> thank you that. but you can't. it took them a decade to put it together in the first place of the other thing that corker said, they will have this vote around 2:00 this afternoon. this is on the schedule right now. martha asked him will democrats turn their back on the white house. he said to borrow a phrase, or paraphrase. you might be surprised. so, the other thing corker said, look at the vote that comes out of committee, because that vote, if it is strongly weighted in republican's democrats together, that will be a sign that they might have the veto strength needed in the senate to do whatever they want depending on what the president does next. ask a quick question? i understand corke

going to follow the president right into next week as congress comes back hearings will be held bob corker chairman of the senate foreign relations committee, will be trying to move his legislation forward. and our vote counters at cnn were looking at a situation where potentially republicans and democrats might be able to cobble together a veto-proof majority in the event the president vetoes bob corker's legislation. i think that stage has been set for a legislative battle with capitol hill and we'll see that moving forward. i do want to point out, though, that there were some other interesting moments during this press conference poppy. speaking of secretary of state hillary clinton expected to make a big announcement tomorrow and i thought it was -- the president said he is not going to be on the ballot in 2016 and doesn't anticipate stepping on hillary clinton's lines if she runs for president and when she runs for president and that, you know in the coming weeks and months it sounds as if he's going to be, you know potentially involved in her campaign at least providing that kind of

bob corker struck a deal with congressional democrats as well. there's a deal on iran review. we don't know from the white house whether they're going to go along with this deal. joining me is senator ben carden, top democrat on the foreign relations committee. is this something the white house can live with? this would give you review of lifting the sanctions. >> well i hope they will. congress is the ones who impose sanctions as administration pointed out. we're the only ones to permanently remove the sanctions. with the manager's amendment that senator corker and i negotiated will give us an ordinarily way for the congressional review. it won't take place until after the agreement has been sent to congress after the june deadline. we will then have a limited number of days 30 days to review that agreement. i think it's an orderly way for us to review. we dealt with a lot of issues that the administration felt uncomfortable with the legislation. it didn't deal directly with the review or notifications. we strengthened some previsions. i think it's a fair compromise. i hope t

i appreciate the fact that senator bob corker has been working on a bipartisan way the foreign relationsommittee voting 19-0, on legislation just the other day that will make it possible for the senate to review what occurs. if something does occur by june 30, and to move ahead. i would save right now that there are amendments that are being suggested, such as iranians ought to recognize israel as a part of this deal for example, or there ought to be a formal treaty as a matter of fact. 2/3 majority as opposed to the majority that is inclined to be the case now. other amendments of that variety. the battle still goes on in this country apart from the negotiations in iran. it will be difficult enough. it will be not semi-miraculous but remarkable if by june 30 the parties come to a conclusion that is clear that the iranian nuclear program will be set back. the centrifuges will be declining in number, there will be access by international atomic -- or the energy association, or anyone else. mark: we wish you could talk more about the deal, but we appreciate you coming in. you are an old wa
