good morning. dir. swagel: bob, thank you so much for including me, and thanks to the university of new hampshire. bob: as the head of the congressional budget office to assist with budgeting, i can't think of a more challenging time to do that. in the past year, making budget and economic projections has been complicated -- it is already complicated enough by the usual variables, but now cbo has to worry about things like social distancing and the uptake rate on vaccines and having to make -- and because those things have large economic effects, having to make projections about those things. i can't think of a more difficult time to do that. cbo's most well-known product is the budget and economic baseline that just came out last week, and it provides 10 year protections, not predictions -- predictions, but projections. i looked at the commentary about it and there was a sense that these were more optimistic projections than the agency had given late last year. it is not, however, a rosy scenario by any sense. it

bob, what's new? >> good morning, to you chris. it does appear some, if not all of the youth sports can start, restart within a week from today, and the high contact sports, played outdoors as you mentioned, they would be able to resume in counties in the red and purple here, because the current requirement is orange and allowing red and purple tier counties to resume as long as the case rate in those counties is at or below 14 per 100,000 people. again, this would be for outdoor high contact youth sports. the governor made an announcement at a news conference going on right now in hayward. there are some caveats. football, rugby, water polo players, older than 13 years of age would be required to test negative once a week. the coaches in those sports would also have to test negative within 24 hours of competition. face masks would be required for athletes on the sidelines who aren't in the play. and there are a lot of guidelines they're trying to get through in a short amount of time, for the different sports and you can find that

bob. >> good start to monday, carl.clining stocks once again, a sort of negative correlation between the markets and most shorted names when they're down, the market tends to be up, and as on friday, at exactly vice-versa tends to happen. so if you look at the sectors, you know what? this looks like the reopening story to me. once again, what was the east market leaders semiconductors and china what's the old market leaders. semiconductors and china industrials, too banks, too what's lagging defensive names like consumer staples. this is the reopening play now, if you look at our heavily shorted friends that are out there, mixed today but generally to the down side gamestop as carl mentioned moving at a much more narrow range down amc is the only one that is really up there, unusual situation, moving in opposition to the other shorted names bed bath beyond. express also to the down side. so you see that sort of negative or inverse correlation with the marks. i think it is continuing here today. as for all of the specula

bob? >> reporter: good morning.e seeing a small percentage of people who live here in the bay area, we're talking about 2% to 3% who have received a second dose. here's the breakdown by county, at least from the information we are able to get from the respective public health department websites. you can see santa clara county over 48,000 people there have received their second dose. in contra costa county where i'm at, it's over 24,000. san francisco, shy of 20,000. they're in the 19,000 range. san mateo county just over 15,000. sonoma county a little shy of 10,000, marin county approaching 5,500. when you look at the percentage of the population, san francisco, that's just 3% of the population there who have received that second dose. here in contra costa county, it's 2.6%. marin county just over 2%. so let's say you received that second dose. remember, the vaccines have been proven to be 95% effective through the vaccine trials. the question is can you resume your pre-pandemic activity? experts say not so fast. y

bob? >> reporter: good morning to you, laura. caltrans says because traffic is down so much it's been able to lay downan unprecedented amount of asphalt during covid-19. the department of transportation says from march of last year 'til roughly now, their workers laid down 1.2 million tons of asphalt on the roads here in the bay area and tell us that's about double what they've laid down in a normal year. caltrans says it's difficult to quantify how many lane miles of road since the asphalt is laid in layers. on our tv screen when it comes to the express lane projects, roadworkers added almost 64 lane miles of new express lanes during covid, 43 along 880 in alameda, almost eight along 680 in alamay da, 11 miles on 680 in contra costa and two miles on 808 in santa clara. in the north bay they cut off marins from the sonoma narrows project, widening parts of 101 through novato, petaluma and san francisco. the 101 deck replacement completed four months ahead of schedule completed in half the time, nine days instead of 18 with fewer
