you know, my fellow republican governors including bob mcdonald and chris christie, they're doing the same thing that we're doing in texas. they get it. that's not to say that each state is some problem free nirvana. the challenges are still real that the states face. and whether they wrestle with pension fund issues or debt problems states have their work cut out for them. however, the difference compared to the federal government is rather drastic. for example, texans face about 520 dollars per capita in debt. per capita debt at the federal level is around $42,600 and growing i might add as we speak. at the same time the average texan pays 1691 in local tax. 1750 in state taxes but a whopping $8916 in federal taxes. and you know, even if you take iowa the 25% for national defense and we gladly do. the federal tax burden is about twice the local and state tax combined. now, trust me, our sens can do the -- our citizens can do the math. and they see the difference in value between the state and the federal government. and they are really ready. to regain that constitutional balance. l

virginia governor republican bob mcdonald says the decision to ban drilling was a surprise to him as well. and he's voicing grave concerns about the economic impact. >> this is, to me, an arbitrary killing of an industry that would create thousands and thousands of jobs for my state. hundreds of millions of dollars in annual revenue and in the middle of the worst economy in the modern era to essentially kill an industry is really disappointing. >> but supporters of the moratorium argue it will actually increase economic opportunities for coastal communities in a way that oil and gas exploration cannot. >> tourism in the united states is five times the potential for any of the new drilling, even if we did it all. so it's a much larger economic engine and it's a sustainable one. that isn't going to run out. >> today the presidential commission that's been investigating the summer's massive gulf oil spill recommended two new entities, a safety institute set up by companies within the oil and gas industries, and an independent government agency to oversee conditions for offshore workers.
