we'll send it over to you. >> bob redell in san francisco. you getting rain on there?sorry. good morning to you. we're out here along the embarcadero in san francisco. we came out here because what happened with this storm was that the water as overlapping onto the embarcadero itself. we believe that's why the department of water works or public works put these barricades out here. this is what we're seeing. there you go, brightly lit orange sign warning of possible flooding. that threat gone but because of what happened you see some of this along the embarcadero, people putting sand bags outside their doorways because of that water overlapping. they wanted to make sure nothing came inside. what do we have to worry about through the morning or the next 24 hours. high tide hits later this morning. what is unusual about this it's called a king tied, it only happens a couple times a year. they happen when the sun and moon are both at their closest point to the earth. so high tide could be 6.6 feet, the cycle peaks at 6.8 feet. will that be enough to bring the water over.

"today in the bay's" bob redell is joining us live from san francisco to tell us how bad it smells this morning. good morning, bob. >> reporter: good morning to you, laura. well, i can't really complain about the cold, it is very brisk out here outside mccovey cove, but it is not hot enough to bring out the rotten egg smell people have been complaining about. i just got off the phone with the city's public utility commission, and they say this is what is happening. the city is pushing for lower water consumption is to blame for this. all the stuff that goes through the pipes becomes more sludge ji and solid and emits an odor. it is partly due to the low-flow toilets and the fact that the people because of the economy haven't been using water as much. and also over the years because it has been wetter, more rain, they haven't had to use that. you have three factors contributing to lower water in the pipes. as a result, the city is having to spend about an extra $2 million on bleach. they normally buy bleach as part of the odor-reducing process, but because of the unusual issue they have
