bob redell is joining us live from san francisco this morning with the very latest. good morning, bob. >> reporter: good morning to you, laura. according to her blog, phyllis mckay has been on a three-year around the world sailing adventure, one that has taken her to the very waters right here in the bay. but right now she along with a friend and a couple that happen to be from california are somewhere off the coast of somalia held captive by pirates onboard a 58-foot long yacht called "the quest." mckay has been in touch with her mom who lives here in san francisco through e-mail. the last communication just before valentine's. she and her friend recently joined the couple in india for a trip to aman. she indicated they were aware of the problem with somali pirates but the skipper of their yacht, the man from california, had done research and thought they were going to be far off the shore, obviously that's not the case. she also has a niece who lives in oakley who indicated the family is very anxious to find out what is going to happen to them. last night a church i

"today in the bay's" bob redell is live at san jose state university with more. good morning, bob. >> reporter: good morning to you, laura. leaders of the public colleges are warning of another round of tuition hikes for students in schools like san jose state if the state does not extend the tax hikes. students are scratching their heads wondering how this can be as they face planned increases. for uc students it is 8% this fall. for cal students it is 10%. in order to close the $25 billion budget, the governor proposed cuts to higher education, which the school can handle unless voters knock down a series of taxes that are supposed to come up on the ballot in june. now, if that happens the state will have to cut more from higher education to force the schools to raise their fees on students. now, let's assume the tax hikes are approved. the president of the uc system and the chancellors of tsu and the california community colleges have told the states that some programs may have to be cut next year. that's how bad the financials are for public colleges here in c

"today in the bay's" bob redell is live in milpitas with that. good morning, bob. >> reporter: good morning to you, scott. these attempted kidnappings have all taken place within roughly a week of kalaveras high school. the most recent being a 17-year-old student on her way to class last week. this right now is a sketch that police have come up with based on her description of her assailant. the suspect is hispanic, about 20 to 30 years old. he happened upon her as she walked to school around 8:30 la wednesday morning. he said something in spanish and started following her. so she got on the phone with hed mom and was very upset. he began chasing her, trying to grab her, but she was able to get to campus t notify the school's resource officer. a couple weeks ago, here's another sketch, this man, a different man, tried to abduct a 13-year-old and 17-year-old girl within an hour of each other. this taking place about a mile from the school. apparently he exposed himself to both girls and tried to get them to go into his car with him. the girls descr

we'll send it over to you. >> bob redell in san francisco. you getting rain on there?sorry. good morning to you. we're out here along the embarcadero in san francisco. we came out here because what happened with this storm was that the water as overlapping onto the embarcadero itself. we believe that's why the department of water works or public works put these barricades out here. this is what we're seeing. there you go, brightly lit orange sign warning of possible flooding. that threat gone but because of what happened you see some of this along the embarcadero, people putting sand bags outside their doorways because of that water overlapping. they wanted to make sure nothing came inside. what do we have to worry about through the morning or the next 24 hours. high tide hits later this morning. what is unusual about this it's called a king tied, it only happens a couple times a year. they happen when the sun and moon are both at their closest point to the earth. so high tide could be 6.6 feet, the cycle peaks at 6.8 feet. will that be enough to bring the water over.

"today in the bay's" bob redell is joining us live from san francisco to tell us how bad it smells this morning. good morning, bob. >> reporter: good morning to you, laura. well, i can't really complain about the cold, it is very brisk out here outside mccovey cove, but it is not hot enough to bring out the rotten egg smell people have been complaining about. i just got off the phone with the city's public utility commission, and they say this is what is happening. the city is pushing for lower water consumption is to blame for this. all the stuff that goes through the pipes becomes more sludge ji and solid and emits an odor. it is partly due to the low-flow toilets and the fact that the people because of the economy haven't been using water as much. and also over the years because it has been wetter, more rain, they haven't had to use that. you have three factors contributing to lower water in the pipes. as a result, the city is having to spend about an extra $2 million on bleach. they normally buy bleach as part of the odor-reducing process, but because of the unusual issue they have
