"today in the bay's" bob redell is live in santa cruz with the latest conditions. bob? >> reporter: good morning to you, brent. yes, we are on the other side of the summit on the santa cruz side of the summit on highway 17 where you see caltrans wisely has put out a piece of heavy equipment out here. they are going to need it. we have been up and down the highway 17 this morning where we have seen mudslides that have been pushed back into the wall of the road. my point of bringing that up is they are busy out here trying to keepette from pushing back into highway 17. there was a significant mudslide yesterday closer into santa cruz that actually took down a tree. they have since gotten that back up into the wall of the road, but the problem they are having out here in the santa cruz mountains is the soil is so loose that you have situations like this where a massive tree sliced a poor guy's house in half. this happened yesterday. it came crushing through his house. fortunately, he was not home. but as you can see, the house has been severely damaged if not destroyed. it

today in the bay's bob redell is live with that. good morning. >> reporter: good morning, scott. it's rainy weather like this that reminds san jose there's a lot of work to be done to protect the downtown neighborhoods from the flooding of the guadeloupe river. behind me construction under way is under way to protect people from what happened wack in january '95 when it overflowed and flooded willow glenn. the result of el nino. the upper guadeloupe flood project designed to prevent that has hit a snag. the federal government stopped funding its 50% share because of the downturn in the economy. which in turn has stalled parts of the project. last night the santa clara water district neat try to figure out how to get around this problem. one idea has them fronting the cost in hopes that uncle sam would reimburse them later. the project if you might recall began in 2001 after voters approved a $39 parcel tax. it's supposed to be finished in 2016, it's not going to happen. the earliest now is 2018. while several phases have been completed or there are several not finished. the proje

bob redell has been following their coast to coast journey this morning live at sfo with more. ning, bob. >> reporter: good morning to you, laura. yes, san francisco has so many chihuahuas, they are outsourcing them to the east coast. you are looking at flight 12 right there at the end of the terminal. it should be pulling back from the gate in 20 minutes. onboard dozens of people and several chihuahuas. this is one of two flights taking part in today's operation chihuahua. the next flight will be about a 2 1/2 hours later as they head to jfk to drop these chihuahuas off in new york to be put up for adoption. it was quite a scene when they arrived this morning going through security. there are volunteers here each having their own chihuahua in a carrier like this onboard the plane. again, the problem here on the west coast and part of it has to do with the hollywood phenomena of chihuahuas being chic. it is not a problem on the east coast, but here on the west coast there are too many and overpopulation. do you think it will be a problem getting these guys adopted out on the eas

bob redell is here with efforts on them trying to clear the road. >> reporter: for roughly 60 peoplerock slide, the only way in and out is by foot. no cars, and it could be this way for several days. we should get a better idea later this morning when a geologist is expected out here to assess how to remove this mess here on nelson road near sky meadow lane. the problem is the slide could be still moving and more rain is on the way, which would further delay any cleanup. the slide started yesterday morning with a few rocks. then early in the afternoon this happened. as seen in this iphone video, the slide escalated taking out a large tree and power pole. the movement was so fast, so immense, people hauled out of there because they weren't sure where it was going to stop. when the rumbling was over everyone was safe. the slide, though, had completely covered the roadway from a helicopter view here you get a better sense of the power. by one estimate the slide rose to 30 feet in height and 200 feet in length. >> it was so powerful. and the sound was horrific. and it was just imunbeliev

bob redell is live in hillsboro this morning with an update. good morning, bob. >> reporter: good morning to you, laura. this is what happened starting this past saturday. you can see the work -- there's still a lot of work that needs to be done. we are on wood bridge road high above hillsboro in san mateo county. and this started off as a crack around some time saturday afternoon. this is when we were having a lot of the saturation with the ground. you can see that this crack actually turned into a minor landslide sweeping out one lane of this road here. as a result, they have had to put steel flanks in here to shore it up. fortunately because of the warm weather we are experiencing, the workers who are responsible for fixing this don't have to worry about there being more deterioration. that would be the idea of this, at least. part of this did expose a two-inch gas line and a six-inch water line. there was no rupture of either of those lines, but that could explain why reason it is taking longer for the road to be fixed and shored back up. th

"today in the bay's" bob redell is live at the refinery. > reporter: good morning to you, scott. newark police have now reopened that road leading to the evergreen oil refinery. so people who work at companies outside of the refinery can get back to their jobs. the spill is contained. the fire is clearly out. right now they are trying to figure out what caused this to happen. it was 5:30 when the plant manager says they were doing a routine procedure with a heat exchanger when they think the heat exchanger failed or something happened. they don't know what, but whatever it was it caused a fire. a fire that was large enough that it was able to be seen outside the plant and it was hot enough that it melted a fiberglass tank containing hydrochloric acid. that's what ruptured a spill. again, that spill is contained and will not cause any problems as far as a threat to the health of people who are around here. one worker was hurt in the arm. that person is expected to be okay. this is on the heels of what happened in may of last year, just around
