. >> bob redell is live in one of those locations, petaluma. there much you can do about when there's just feet of water around? >> when you have so much water, the public works of petaluma is pointing out you have to let the sewer system do its work but it takes time. here just west of 101, which is still shut down, that water is finally starting to recede. so much rain washed out southbound highway 1 between panoramic and mirrorwoods road. fixing that part could take months. people in this area have to be cursing their water pump. it broke during the worst possible time, flooding the inside of the building. fortunately librarians saved a lot. they don't know how much it's going to cost to fix what was damaged yesterday. libraries aren't exactly plush just in about the hour, two hours that we've been out here. now you can see it's going to both sides of the road. the sure are doing their job and the public works department has been out here. now it's just more of an issue of maybe waiting another. >> the entire roadway was flooded. it had water

bob redell joins us live from san jose. rallies are in response to what many are calling racial injustice. good morning. >> reporter: good morning, sam. you'll be seeing them in san francisco, oakland and here in san jose throughout the day. there will be rallies and/or protesters demanding justice for what they see as police misconduct. we're at san jose police headquarters where a group of activists organized by the coalition for justice and accountability, including the naacp, will be marching here to present a petition to demand officer phillip white be fired. the department has already placed him on administrative leave for controversial tweets he posed, in which he allegedly threatened civil rights protesters. the police department has denounced those posts. the protest march starts at 4:00 this afternoon outside the santa clara district attorney's off to pressure two police officers in the killing of antonio guzman who they say came after them with a saw. >> and at noon their counterparts bay in san francisco will be

bob redell joins us live from san jose. bob, you can see the remnants of one of those fires. does it appear there was any risk to people? >> if you look up against the river walk apartment here, you can see that the fire did start to melt the faux shingles, the faux panels next to the windows there but fortunately did not actually cause any more damage so to tans your question, no one was hurt but you've had three car fires within a several hour period. you can see all of them are within roughly a mile of each other. as you can see in this photos tweeted out by the san jose fire department, that first vehicle was a minivan fully ungulfed by flames. the fire department has not yet said whether they believe the three fires last night are related to the three fires last week. and fire investigators do believe that they are arson. but as of our last check with the fire department, no one has been arrested. but those fire last week happened monday night going into tuesday morning and given here we are seven days later we had a fire last night at 10:20 and then two this morning aro

. >> that's where we have nbc bay area's bob redell watching that situation. bob, go ahead. >> reporter: good morning to you, scott and kris. certainly not the worst that people have seen of it, not like the storm of 1986, which actually flooded downtown, but what has surprised people who live here is how fast it has risen in such a short amount of time. now this type of flooding maybe you see during a rainy season in january and february, not during a 24-hour storm in the month of december. wednesday night before the storm, the u.s. geological survey reported the river at five feet. during the past 36 hours, it has risen 30 feet to just over 36 feet. this is according to data posted online recently within the past 45 minutes, which could be close to cresting. this morning a hydrologyist measured the russian river's water flows underneath the foot bridge here in downtown guerneville, outfitted with an acoustic doppler device and with that they are able to collect the river's depth, width, and velocity to ultimately calculate its volume. now on an average day, t

. >> bob redell in saratoga. big tree blocking the street. good morning, bob. >> reporter: good morning to you, scott and kris. this neighborhood here, showing you how powerful this rainstorm has been in parts of the bay area. you're looking at pine tree that came down around 8:00 this morning by the wind gusts. you can see the wind gusts pushing up again. then around 8:15, a second pine came down, leaving that third pine that you're looking at right there by its lonesome, but it will soon be joining its cousins in the woodchiper, safety reasons. what's fortunate about all these trees coming down during this storm over the past 48 hours, there's been no reports of injuries, which is especially last night. a large oak came down last night around 6:00, a neighbor remarked to me she couldn't believe nobody was crushed, considering that this was last night during the evening commute, a lot of cars on the road, it gets backed up. that oak also missed any structures. the only thing it took down were phonelines. here's an example of someone who made

bob redell is live in san francisco. bob, protesters turned violent again overnight, not all of them, but certainly a splintered group. good morning. >> reporter: some of them, and they are hoping that's not going to be the case here in just under an hour union square, you can see san francisco police, they have some officers out here to keep the peace when this protest starts at noon here in union square in downtown san francisco. about 100 people are expected, according to the organizers facebook page, the goal is to be a thorn in the side of people taking advantage of the day after christmas sales here in union square. this is very popular with shoppers. there's no time to celebrate, that, quote, black lives matter. they are also imploring participants to stay peaceful, not turn to tactics used last night in oakland. someone vandalized the official christmas tree in jack london square, smashed windows, set a dumpster on fire. about 150 people marched through downtown oakland last night, fully aware, yes, it was christm

nbc bay area's bob redell live in san jose, where dozens will rally this afternoon. >> reporter: i just spoke with the protest organizer. they are going to march for justice and accountability, the march here at san jose police headquarters with roughly 15,000 signatures in hand, demanding the department fire san jose police officer philip white for the inflammatory tweets he posted in which he allegedly threatened those surrounding the michael brown and eric garner cases. he's been placed on administrative leave and his actions denounced by the department. the protest organizer tells us that the chief of police has agreed to physically accept the petition, though police won't confirm with us whether that's the case. >> this is a different era after mike brown and eric garner. there are possibilities in the fight for justice that, quite frankly, weren't opened up before, so we fully expect for this new movement to generate the new calls for justice that can make some real significant and substantiative change. >> reporter: the marchers will be starting at the santa clara district attorn

. >> bob redell is live in berkeley. we're talking about smashing windows and looted stores. things seem to be settling down on the protest front, not the clean-up front, though. >> reporter: right in this started around 9:00 last night, a little earlier in the evening. several hundred people out here described as peaceful, they were marching to protest the recent grand jury decisions not to indict white police officers killing unarmed black men. this radio shack here they looted and a protester implored others to stop and he was then hit in the head with a hammer. he was taken to the hospital and is doing okay. in some instances they set fire to debris and dumpsters in the road. law enforcement tells us that some protesters threw rock, bottles and at one point an explosive device at them, possibly an m-80. you saw the photos of the chp vehicles. this was around 9:00 last night, a couple hundred of those protesters went on highway 24 in oakland, blocking several lanes of traffic. that's where they met up with chp. according to berkeley police and chp, they arrested 13 people

there's where nbc bay area's bob redell is live for us this morning. you've seen new surveillance video of one of the fires. what does it tell you? >> reporter: good morning to you, kris. two fire departments are looking into whether the three car fires last night were intentionally set. we can tell you that the one car fire here at the riverwalk apartment complex off south bascom avenue in san jose does appear suspicious based on what we observed watching video from two surveillance cameras located here on the property. the videos are grainy at times, but we were able to see the fire that appears to start inside one of the cars. we could see the outline of a person walking away from the car. a short time later we saw someone appear to casually observe the fire, didn't seem concerned, then the person walked off. could not tell if it was the same person as before. this video did not record audio, but a man who lives here in the unit that was right up against the parking lot fire heard enough to make him suspicious. he tells us he heard a car alarm go of
