bob redell is live. any arrests? >> reporter: not as of yet. a police officer on the scene did tell us they have a suspect description but they have not found this person yet. we're at police headquarters, a couple of miles from here. this is video we shot in the past hour. this is just off northbound highway 87 before the 280-680 connecter just south of the downtown area. with shooting happenedin the 10:00 hour last night in a homeless encampment off the freeway. a man and woman were both shot. one of them did die at the scene, the other was taken to the hospital. we don't have details on what led up to the shooting and we don't know of any arrests as of yet. as a result, part of northbound 87, the far right lane, is shut down for a short time. but so far, it wasn't having too much impact on the traffic because it's just a short closure and we know that the police department is waiting for the sun to come up, which is coming up right now, so they can get a better look at the scene in the daylight and then they will eventually be shutting down

bob redell tells me four vehicles are still on scene there. in addition to the chp vehicles and the flares, we have your right lanes blocked eastbound on 580 as you approach from the overpass, the vasco over crossing there. folks are able to exit the freeway and they are able to get by as well there, and things are slowing in the eastbound direction. westbound is the backup as we are looking for the traffic flow. in that backup there's a secondary crash, so we are looking at the center divide, which needs a tow truck. we have four vehicles that need tow trucks in the eastbound direction, and that's five tow trucks as well, and they are still doing measurements for the investigation in the crash. the distraction builds and adds to the drive out of the altamont pass. kari, we have a disabled tunnel in the caldidicot tunnel. i will track that very closely. >> you have a lot going on, but at least in the weather department we are starting out with our usual weather, the same pattern we have seen recently. it's mostly cloudy and a nice cool morning

. >> nbc bay area's bob redell is outside the melrose leadership academy, where teachers and students just held a rally. so, both sides now at the bargaining table once again, bob. >> reporter: good morning to, laura and marcus. yes, we believe they are about to, if they haven't already, to resume those face-to-face negotiations. the president of the oakland education association, that's the teachers union, tells us that bargaining went on until 12:30 this morning, that there is movement closer to a deal. as you mentioned, he is optimistic that there will be something very soon. about an hour ago, teachers, students, assembly member mia bonnton school leader rallied on the steps of mon troez. the union is pushing oakland unified to agree to common-good proposals, more support for schools with over 40% black students, and safer classrooms. a man troes teacher said this heater here has been broken for ten years. to montrose third-graders spoke about the lack of a.c. in the hot months and the rats and ants in their classroom. those are the issues the union wants fixed and guaranteed in w

nbc bay area's bob redell is joining us live from west oakland this midday, and we can see some typerontation there between the teachers and someone in the truck. what was going on there? >> well, good morning, marcus and laura. the striking oakland teachers, some of them what they've done is effectively shut down this side in what's oakland behind me and it is run by construction workers are also part of a separate union. this morning the striking teachers, they began picketing this construction site. this site is the site that drew a $57 million building and the teachers argue that that money, that 57 million should be going to fixing the classrooms instead and that's why they're out here and that's part of the protest. the teachers blocked the construction workers who work on this site. a construction worker drove his pickup truck through the side entrance and the front gate there and he bumped into at least one of the teachers. he said it wasn't intentional and he was moving as slow as he could and he eventually left the truck and walked into the site and no one was hurt. at arou

nbc bay area's bob redell joins us live. the city and police just spoke. what did they have to say? we just heard from the mayor. >> we did. the oakland mayor sheng thao reiterated the need for more money for the department of children, youth, and families to deter kids from going into a life of crime to begin with. during the press conference, the acting police chief said two weeks ago there were 100 robberies within a one-week time period in the city of oakland, 50 of which took place within 72 hours, some involved shootings and carjackings. then last monday, the 15th, he says he reprioritized his command staff and officers to target those criminals. then on that same day, he says they arrested three adults and two juveniles connected to at least ten armed robberies. then the past sunday, as we've been reporting this morning, they arrested nine more minors ranging from 17 to 12. this in connection with 35 robberies in 14 neighborhoods thro theity of oakland, plusthers in the cities of el cerrito and piedmont. in total over the past week and a half, they've arrested 6 adults and 14

we want to check in with nbc bay area's bob redell.en on the picket lines where those teachers are. any reaction? are they listening in on this or are they busy picketing? >> they're not listening in. they're actually getting ready and they've been picketing outside oakland high and they're getting ready to match downtown for a rally outside city hall, but yes, the union that represents 3,000 teachers, counselors and other staff did go on strike this morning and obviously, they have a counter argument to what you just heard the board president said and the union that represents the teachers are accusing all ousd to come to the table in good faith. the bargaining team tells nbc bay area that they waited for days for a counteroffer for the district and that they've been at the bargaining table in spite of what the president has said and that the district has been absent and tight-lipped that the teacher get a raise as much as 15% and the union is calling for class sizes and facility upgrades and more counselors and nurses. our goal and o

nbc bay area's bob redell joins us live from police headquarters. aiting for an update from police, right? >> reporter: correct. good morning, scott. san jose police will have a news conference at 11:30, so in about 23 minutes here, at police headquarters. i did hear back from a police sergeant who tells me they have not yet made an arrest in this shooting that happened last night, and nor do they have any suspect information as far as they don't know who this person is. the shooting happened around 9:50 last night in a homeless encampment off the side of northbound 87. this is before the on-ramp to 680, 280, and downtown san jose, just before that. the suspect shot a man and woman who were living in the camp. the man unfortunately died at the scene. the woman was taken to the hospital. she is expected to to survive. police don't know what led up to the shooting, have no motive. the far right lane of that section of highway 87 was shut down while police worked the scene. again, a news conference at police headquarters at 11:30 where hopefully we'll l

nbc bay area's bob redell joins us live outside of oakland high school this morning. bob, is the union saying anything at this point? >> reporter: they are. good morning to you, laura. in a message to its members, the teachers union wrote that their bargaining team was left waiting for several hours yesterday by the school district, by oakland unified, and that the district is, quote, woefully unprepared, has no sense of urgency, and doesn't believe we will go on strike, unquote. the union says today the district has only a few hours to come to an agreement on a new contract before they make a strike announcement at 5:00 tonight on a live stream on the teachers union facebook page. last week the teachers union did vote to authorize a strike starting today, but so farther holding off on that strike and class is in session at oakland high behind me and all the other schools in oakland. over the weekend, teachers gathered to prepare for a possible strike, hand painting signs. educators want more resources for students with special needs, bilingual problems, as well as a 2

nbc bay area's bob redell is following this story. he has the latest on the search for that suspect. >> reporter: there no arrests yet that we are aware of. this happened just before 11:00 yesterday morning. this was in the trestle glen neighborhood, an upscale part of oakland. a nannive in was pushing a toddler on a sidewalk when she was assaulted by a man who jumped out of the side of a passenger car. the nanny said the man put something to her head, said don't move, she screamed as he started pulling her bag. he fired a shot into the ground and left without a purse. shrapnel from that gunshot hit the 15-month-old baby who was in the stroller who, according to police, is recovering in the hospital thankfully with just minor injuries. the nanny was not hurt. this man we spoke with witnessed that attack. >> they didn't even get her purse. and she was a courageous lady. you know, she's trying to guard a 15-month-old baby. >> makes me want more police, of course, and it makes me afraid, you know, being an older citizen. >> it's usually

. >> bob redell is live this morning. bob, police say all the suspects in this case are minors. they're young. >> reporter: they are. good morning to you, laura and marcus. opd says they've arrested nine juveniles, as old as 17 and as young as 12, and opd, oakland police say they are responsible for 35 robberies in 14 neighborhoods throughout the city of oakland. as you can see in this map we have thrown up on the screen. on friday officers spotted a car linked to one of the crimes at a business in rockridge, a neighborhood in oakland. officers arrested five people there. four others took off running. officers eventually caught up with them as well and they were arrested. later this morning at 8:30, oakland mayor sheng thao and acting police chief allison will discuss the arrests at a news conference. the city says there has been a 7% increase in robberies from a year ago and in recent weeks the city of oakland has, quote, been terrorized by violent individuals wreaking havoc and committing robberies upon unassuming community members. we'll be following today's news conference a

. >> and bob redell is joining us live from the south bay. san jose no longer in the top ten?rter: not when it comes to population. used to be top ten, but now only the 12 the largest city in the united states. this is according to the u.s. census bureau, latest data that was just released. and this is data that reflects what the standings were as of july of last year. top five largest cities, no surprise, new york, l.a., chicago, houston and phoenix. and here is the surprise. austin, texas now number nine. jacksonville number 10. and they have pushed san jose out of the top ten list. san jose now 12th with around 971,000 people. that is a 1% drop from the year before and 4% since april of 2020. san francisco ranked 17th with just over 800,000 people and is that about half a% drop from the year before. so where are they going? no surprise texas and florida, both states have lower taxes and depending on where you are looking, they have cheaper housing. the "san francisco chronicle" says it could be a bad sign for the economic future as fewer people mean less tax revenue. bob re

. >> "today in the bay"'s bob redell joins us live from outside of oakland high school. more on the ongoing strike. bob, i know we've asked this day after day, but any progress on those negotiations? >> reporter: perhaps a little. good morning to you, marcus and laura. yes, a teachers union member said that the negotiations yesterday did seem to be moving forward with regards to the district, and their willingness to negotiate on the so-called common good proposals, which in this person's mind is a step in the right direction. but as you mentioned, there is still no deal. the oakland education association and the district presented and discussed counter-offers for hours last night, but oea says there are several key proposals not moving forward, such as the push for more full-time employees. then there's the common good proposals which include resources for homeless students and reparations. so far, oea says they've only received a memorandum of understanding that consists of creating a committee of teachers that would tackle those issues, but they want language that will

"today in the bay"'s bob redell joins us live outside oakland high school. saying, if anything, at this point, bob? >> reporter: good morning to you, laura. the union that represents the teachers within oakland unified say that they will be making an official announcement on whether or not to strike, they'll be making that announcement sometime later this afternoon. you'll recall last week that the union did vote to authorize a strike starting today. obviously they're not going on strike today, they are holding off for now, again, waiting for the official announcement later this afternoon. this as both the teachers union and oakland unified continue to negotiate over a new contract. both sides were at the bargaining table for hours yesterday afternoon, but, again, they are not going on strike today, there is going to be class. so if you are a student or a parent watching, you want to send your kids to school in oakland today. over the weekend teachers gathered to prepare for a possible strike by hand painting signs and banners, educators want things like more

. >> "today in the bay"'s bob redell joins us live. have police made any arrests in this case? >> reporter: no, not any arrests we're aware of. good morning. this happened just before 11:00 yesterday morning. this is in the tressel glenn neighborhood, an upscale part of oakland. a nanny was pushing a toddler on the sidewalk when she was assaulted by a man who jumped out of the passenger side of a car. in an interview, the nanny said the man put something to her head and said, don't move. she screamed as he started pulling on her bag, fired a shot into the ground and left with her purse. shrapnel hit the baby in the stroller, who according to police, is recovering in the hospital with just minor injuries. the nanny was not hurt. this man we spoke with witnessed the attack. >> they didn't even get her purse. she was a courageous lady. she's trying to guard a 15-month-old baby. >> it makes me want more police, of course, and it makes me afraid, being an older citizen. >> it's a nice neighborhood, but you have to be aware of your surroundings at all times, even in nice neighborhood

. >> bob redell is live in pleasanton. break down what's going to happen here. >> reporter: good morning to you, marcus and laura. walgreens has reached a tentative agreement with consumers who used those theranos blood tests at walgreens stores in arizona and here in california. the three-page joint notice of settlement was filed yesterday in the u.s. district court in arizona. the plaintiffs in that suit against walgreens claimed that the drugstore was willfully blind to fraud at the company, at theranos. documents show lawyers for walgreens and consumers expect to submit a request for court approval in about three weeks. terms of the settlement have not been disclosed. walgreens had a partnership with theranos to offer blood tests at its stores. it's not clear what it means for customers who have a claim. theranos founder elizabeth holmes is set to begin serving a more than 11-year prison sentence next week. last week an appeals court rejected her bid to remain out of prison while she attempts to overturn her january 20

"today in the bay"'s bob redell joins us live from outside of that facility, and we've seen a lot of these strikes lately. what are the nurses asking for here? >> reporter: good morning to you, marcus, good morning, laura. 78 nurses with john muir behavioral health, this facility in concord, they'll go on what is going to be, they say, a one-day strike to try to pressure john muir to agree to a new contract, a first-time ever contract with these nurses, who just joined the nurses union a couple years ago. the nurses union accuses john muir of not having enough nurses at this facility, which they say has led to unsafe assignments. they also want benefits they say are competitive with other bay area hospitals. we are still waiting to hear back, but the hospital did tell bay city news that they have bargained 30 times with the nurses and made 38 contract proposals, and that when it comes to staffing, the behavioral health facility here in concord is in full compliance with title 22, which is a state regulation that dictates minimum staffing requirements. john muir also told the bay city

. >> bob redell joins us with more on this ongoing strike. has there been any progress in negotiations, bob? >> reporter: there appears to have been. a member of the teachers union told me yesterday that the district is willing to negotiate on the so-called common good proposals, which in their mind is a step in the right direction. but there is still no deal. the oakland education association, the teachers union, and the district presented and discussed counteroffers for hours last night, but oea says there are several key proposals that are not moving forward, such as the push for more full-time employees, and then the common good proposals, which include resources for homeless students and reparations. so far oea says they've only received a memorandum of understanding that consists of creating a committee of teachers that would tackle the issues. they want language that would allow teachers to enforce those issues. >> we're pretty far apart on compensation, there are some big differences in the hours of work proposals as well. >> just 13 s
