. >> "today in the bay"'s bob redell joins us live from treasure island. bob, can you tell us what happened? >> reporter: good morning to you, kira and scott. a witness tells us a group of young people, they were setting off fireworks that this witness describes as mortars when a young man was injured. this happened around 12:40 this morning, a little after the countdown to 2024. in the video, a woman can be heard crying and yelling, where is my baby, where is he, while a body lay underneath a yellow tarp nearby with the san francisco medical examiner on scene and police as well. this fireworks accident happened outside apartments at exposition and gateview drives. the witness tells us he heard an older adult telling the young people to stop lighting the fireworks because it was getting out of hand. after this, this witness heard an explosion and screams. police say they gave the man first aid, but paramedics declared him dead when they arrived on the scene. reporting live here on treasure island, bob redell, "today in the bay." >> thank you, bob. >>> well,

let's get out to nbc bay area's bob redell. he's on that scene of this disabled train. everybody is okay? >> reporter: that's our understanding. we're along eastbound highway 24, that derailed train is still here on the tracks along the freeway. the fire department says b.a.r.t. was able to deelectrify the rails after the derailment and their staff escorted passengers on foot back to the orinda b.a.r.t. station, about a half-mile away. here's the view from earlier, nbc bay area's skyranger. this was a yellow b.a.r.t. train heading in the eastbound direction along the tracks on highway 24. it partially derailed around 9:00 this morning. b.a.r.t. says two cars came off the tracks. there was also a fire in the undercarriage of one of the cars and possibly a second car which the fire department was able to put out. three people sustained minor injuries. sounds like they'll be okay. b.a.r.t. and the fire department haven't said what caused the derailment. >> first and foremost, the train operator is responsible for the safety of the passengers, and maybe communicating inform

"today in the bay"'s bob redell is live at orinda b.a.r.t. bob, service has resumed, i think you said, between orinda and lafayette in time for the morning commute? >> reporter: correct. we've seen the trains running and b.a.r.t. said they would have the trains running, two-track service on the yellow line here in the east bay. they have been running between lafayette and orinda. if you live in walnut creek, you're trying to get into san francisco and b.a.r.t. is your normal way of getting in, it is up and running and it's a normal tuesday morning right after new year's eve. this is after b.a.r.t. spent yesterday and overnight trying to repair the tracks, which they successfully were able to do. they had to use a crane to get the two derailed cars on the rails, back on the rails so they could be towed out of service. those two cars were on an eastbound yellow train along highway 24. this happened a little after 9:00 yesterday morning. at least one of the car's undercarriage also caught fire. all of the passengers and employees were able to get

bob redell joins us live outside the castro valley church where this morning's services will be held.hours, bob? >> reporter: correct. at 10:00 this morning here at 3 crosses church behind me in castro valley. this will be the final good-bye for oakland police officer tuan le, shot and killed last month. this is an opportunity for oakland police officers, officers from other departments and government and community leaders, along with the public, to pay their final respects to the officer. he was shot and killed while responding in plainclothes to a burglary last month at a cannabis business in oakland. officer le was 36 years old, he was married. he graduated from the police academy in 2020. he was working as a community resource officer the past two years trying to build positive relationships between opd and oakland residents. those who knew le described him as a dedicated officer and a familiar face in the asian american community. officer le is the 54th oakland police officer to die in the line of duty and the first killed in nearly 15 years. reporting live in castro valley, bob

bob redell is over in fremont. but we want to start things off with meteorologist kari hall, timing out all of this for us. kari, this is only the beginning for us. >> unfortunately, we could see more downed trees as we are expecting really high winds with this storm system. we talked about the high surf with those big waves that will continue to build this evening into early tomorrow morning. but the rain is just getting started and will get heavier for this evening. that's why we already have flood watches in effect through friday. we'll get about 1 to 2 inches across the bay, but the mountains could get 3 to 5 inches of rail, and those gusts picking up to 40 to 50 miles per hour. as this tapers off tomorrow, we could see some isolated thunderstorms. the big satellite view and the atmospheric river coming in, a closer look with our mobile doppler radar stormranger is showing pockets of heavy rain moving through contra costa county as well as much of the north bay, where we are seeing some pockets of the heavier r

mike inouye focusing on those workarounds, but first, nbc bay area's bob redell live for us along 101. bob, have you seen any of the impact? >> reporter: definitely caused slowing for drivers heading down 101 southbound through mountain view this morning, marcus, from what i saw, but i wouldn't say it ruined people's rides into work. this was the scene getting on the southbound highway 101 at moffett fields this morning around 9:15. you can see a long caravan of caltrans sweepers, pickup trucks, and chp slowly crawling down 101 on the far left shoulder and the far left lane. caltrans has warned drivers that lanes could be closed and traffic slowed down as it continues this road maintenance for the rest of the workweek between the hours of 9:00 a.m. and 4:00 p.m. each day. this is in both directions of 101 between shoreline boulevard and mountain view and 13th street in san jose. caltrans is cleaning the road of trash, large objects, mud, other debris that's collected over time. this is in order to make the road safer for drivers. one driver we spoke with this morning questions the tim

bob redell joins us live along eastbound 580 this morning. i know a lot of families like to head toward the sierra. what do they need to know, bob? >> reporter: good morning to you, laura and marcus. as is the case with most holiday weekends, you probably want to be heading out of town earlier rather than waiting until late afternoon or the evening to avoid that holiday get of of town rush. people will be heading to tahoe, this is after there's been two avalanches this week. we had one yesterday, the day after the one that killed a bay area man, unfortunately. so the most recent avalanche happened yesterday on the alpine side of palisades tahoe near wolverine bowl. resort staff say ski patrol did avalanche control before opening the ski area yesterday, which is common after a recent snowfall. after the avalanche, crews did reflector searches and eventually used probes. olympic valley resident, craig hamilton, who saw the aftermath of what happened, helped with the effort. >> i kind of couldn't believe what i saw at first. i look over there and

. >> nbc bay area's bob redell is live for us outside of the church. certainly a somber day there. >> reporter: marcus and laura, most, if not all of the officers with the oakland police department, along with their staff, are in attendance at this memorial taking place inside three crosses church in castro valley to say good-bye to officer tuan le, who was shot and killed, as you mentioned, during a burglary in oakland last month. there are hundreds of members from other agencies throughout the bay area, and as far away as fresno. that's the furthest i saw. this is a live look inside where the service is under way. speakers include attorney general rob bonta and officer le's cousin, uncle, and brother-in-law. this was the scene earlier this morning, something that caught a lot of our attention. you see this beautiful rainbow that framed the three large crosses outside the church before law enforcement started to arrive. then it started to rain as opd led a procession of officers from downtown to the church in castro valley. officers stood at attention

reporting live here in mountain view, bob redell, "today in the bay." >> thanks, bob. >>> let's check. i know you have some alternative routes that will help a lot of folks. >> for the bulk of it, it's 14 miles. for folks who are saying shoreline to 13th, i don't know where 13th is in san jose. oakland road is a good reference point. i don't know if 13th actually reaches the freeway itself, but that's what caltrans sent out in their release. we're reporting it that way. we know oakland road as a major on and off-ramp. at 4:00 in the afternoon is when we already have the build coming down 101, but we also have the build southbound 85, which is one of your southbound alternates to get to 280. this stretch between san jose and cupertino is your most direct and easily accessed route. but that will add more traffic onto 85, so do keep that in mind. 85 between cupertino and mountain view may be more heavily traveled as folks travel between 280 and 101. we're looking at the morning commute, a very easy drive. we should be seeing this build right here around oakland road again, where it first

nbc bay area's bob redell spoke with concerned parents outside fremont high in sunnyvale. >> reporter: the fremont district says law enforcement does not believe these threats are critical but, quote, out of an abundance of caution, officers from the san jose and sunnyvale police departments and deputies from the santa clara sheriff's office started patrolling these four high school campuses when class started this morning. yesterday, the district sent out this letter to parents to indicate the district did receive an anonymous email late in the afternoon that made threats against homestead, lin brook, monta vista, and fremont high schools, where we're at, where students arrived for class this morning. >> yeah, i am concerned about, like, what's happening right now. like, they could strike. >> reporter: the district says it immediately reached out to law enforcement, who is trying to find out who emailed those threats. again, police and sheriffs do not think the threat is credible but don't want to take any chances. hence the law enforcement presence on these campuses this morning. bo

. >> nbc bay area's bob redell is in hayward with what professors are demanding from the university system. >> reporter: the main sticking point for csu faculty is pay. professors, librarians, coaches, counselors started what is supposed to be a week-long strike not just here at csu in hayward but all throughout the state. they do not plan to be in class but instead on the picket lines. the california faculty association, the union that represents the roughly 29,000 faculty members, they organized this walkout to convince csu to meet their demands. now, both sides have been in contract negotiations since last june. csu says it's providing a general salary increase of 5%. the faculty are demanding an increase of 12%. >> in fact, that 12% literally just meet what is the equivalent of inflation has been over the last few years. so, it is not an exorbitant number. it is a fair and just number. >> reporter: in a virtual news conference friday, the csu chancellor's office said the union's demand for a 12% raise is not reasonable and virtually impossible to meet. >> we would have to make severe c

. >> nbc bay area's bob redell joins us live if outside dublin high school where teachers held an informational picket. bob, the teachers have authorized a strike? >> reporter: that is correct. 98.8% of teachers have voted to authorize the strike and are threatening to use that authorization if the school district doesn't meet their demands for higher pay. right now the union and district are meeting for a round of mediator talks. this was the scene outside dublin high school earlier this morning before class. teachers handed out leaflets to students and parents to inform them what was going on. there was picketing and chanting going on and what they were asking for the district. this was an informational picket after the teachers did go in and taught class as normal. this is not a walkout or a strike. the union says the state gave the district an 8.22% increase in funding to cover a cost of living adjustment, but they're offering a raise of just under 3%. the union says that is effectively a pay cut because it doesn't keep up with inflation and they they need that full 8-plus percent. >> they'

. >> bob redell spoke with the mayor of oakland about what's going on this morning. >> we are outsidellege in downtown oak landz where you can see some of the volunteers throughout this obvious homeless encampment and the man in the ball cap there is a volunteer and what he's doing and what a number of volunteers are doing and they're going around and counting the people here and they're reaching out to them and marking them down and they're handing them a bag that has a pair of socks, some water, small snacks and toiletries just to help them get throughout the day. this is obviously the unhoused situation is a big problem throughout oakland county and alameda county. in 2017 there were 5600 people without permanent housing in the county. that number grew tremendously in 2022, just over 97 hun00 and that's a 73% increase and because the last count in 2022 was because of covid and volunteers weren't able to count in and count the individuals so they expect the numbers to go up because of that and also just because of the plain packs, sadly, this problem is not getting any better. here

our bob redell is in the east bay with how residents are bracing for today's impact.but we want to start with meteorologist kari hall, who is leading our coverage. kari, some folks might be waking up this morning saying, what rain? but you say it's coming. >> right. we're at 6:00 in the morning. we do have a lot more of the day to go, and this storm will be closing in on the bay area. so we are expecting it to begin to ramp up during the afternoon, into the evening. we are going to see times of heavy rain and a flood watch in effect for today through friday. we're looking at about 3 to 5 inches of rainfall in the mountains and about 1 to 2 inches in total for the bay. gusty winds that may reach 40 to 50 miles per hour and even the chance of isolated thunderstorms for tomorrow. so here is a look at the storm system as it continues to move in, with right now light rain in parts of the north bay, and northern sonoma county, up toward lake and mendocino counties, we're seeing that rain. and as of now it's widespread and light in those areas. but we are going to see the he

"today in the bay"'s bob redell joins us live this morning. bob, the ag is also weighing in on the district's previous plans for school consolidations, i understand. >> reporter: correct. good morning to you, laura. attorney general rob bonta says his office has completed an oa unified's previous plans to shut down several schools back in 2022. in this better that was released by his office, the ag says it found that those planned closures, which have since been rescinded, those planned closures would have disproportionately impacted black and low income elementary students. the letter also advises ousd that any future closures should not violate state civil rights laws that protect closures having adverse impacts on communities of color, and that the ag's office will be monitoring ousd to make sure that does not happen. the initial decision to close the school sparked months of demonstrations in 2022 from ousd parents. those parents are now relieved to hear the ag's stance on this issue. >> the families that participated can smile a little bit

bob redell is live with that. talk about this. >> reporter: good morning, laura.nents say marin needs more affordable housing for locals and workers, and opponents of the proposed cap say a cap won't address that issue and would hurt tourism along the coastline. let's put numbers up on the screen here. currently there's a cap of 923 unlicensed for short-term rentals in unincorporated marin county, and the proposal is to set the cap higher, 1,083, and that provides slower growth in the long-term. more than 100 licenses would be dedicated to the coastal areas that are popular areas with tourists. according to the county, 79% of workers lived outside the county in 2021. a company that makes software to help property owners collect their taxes says communities across the country are having similar conversations like they are in marin. some of those communities are severely limiting the number of rentals available, and others say anything goes. the software company points out communities must realize that while they are trying to solve one problem like fixing the affor

"today in the bay"'s bob redell is live outside fremont high school in sunnyvale. re authorities taking this threat? >> reporter: kris and marcus, the fremont union high school district says that law enforcement told them they don't believe that this threat is credible, but out of, quote, an abundance of caution, officers from the san jose and sunnyvale police departments, along with deputies from the santa clara county sheriff's office, they will be patrolling these campuses later this morning when school starts around 8:30. yesterday the district sent out this letter to parents to indicate the district did receive an anonymous email threat late in the afternoon, that made a threat against fremont, homestead, linbrook and monta vista high schools. the district immediately reached out to law enforcement, who is trying to figure out who emailed these threats. again, the police and sheriff do not think the threat is credible, but they don't want to take any chances, hence the law enforcement presence on those campuses expected later today. reporting live outside fremo

. >> let's bring in "today in the bay"'s bob redell, live for us along the alameda creek in niles canyon. so, bob, what are we hearing about when that creek will hit its flood stage? >> reporter: we're not actually expecting it to hit the flood stage, fortunately, but it will come close. i know you can't see behind me, but the alameda creek running from niles canyon is really low right now. but when that rain comes later today, it is predicted to hit 7.9 feet. that will be sometime tonight, early tomorrow morning, which fortunately, as i mentioned, is short of the nine foot flood stage. you might recall during last year's atmospheric rivers, the alameda creek flooded. we spoke with a gentleman who lives in this area and he expects there will be impacts on commuters during this storm, as there are often slides onto the road. niles canyon was closed for much of january last year because of storm damage. >> with mudslides, it's dangerous. it's something thankfully our city has been capable of getting people out quick enough to let us know, shut off the roads. >> reporter: we also spoke with
