. >> "today in the bay"'s bob redell joins us live from the scene this morning. bob, what else have you learned? >> reporter: well, a man and a woman just left the scene. the woman was crying, the man was comforting her as they just got the news about what happened here. we're at an apartment complex at poinciana drive just off the lawrence expressway in santa clara, where around 2:25 this morning we know someone was shot and killed inside one of the apartment units here where santa clara police are presumably waiting for the coroner to show up. we know the person shot and killed is still inside the unit and we've confirmed with police within the past 30 to 45 minutes that shortly after this shooting, this murder, a man was arrested nearby. we know there was also earlier this morning, we heard a woman, we don't know her relation to the person shot and killed, but we heard her crying out loud, obviously very distraught. this is very tragic, what happened here. we are trying to confirm the circumstances surrounding the shooting. but, again, one person shot and kille

the latest or conditions, let's go over to bob redell. bob? >> reporter: good morning to you, rob. we're on the alma avenue river -- bridge over the guadeloupe river here in south san jose, where the guadeloupe is running high. but as you were mentioning, right now the levels aren't as high as initially forecast, so we're getting some more rain. the hope being maybe the river will not flood later this morning. it's supposed to crest in a coup of hours. the mayor releasing an emergency proclamation, even going door to door to make sure people near the river knew about the potential flooding. >> hi. >> reporter: the emergency proclamation allows the city to redirect personnel and request aid later down the line. san jose police officers have also mobilized to alert unhoused people living along the river that there is a mandatory evacuation order here. people who need a safe place to spend the night can go to the roosevelt center. >> primary focus right now is getting every homeless resident who lives along the guadeloupe river out of there and into a safe location in one of our commu

nbc bay area's bob redell is joining us live this midday and did the city just announce how the grant is used? >> in downtown oakland, what this money is it's coming from the california department of social services and it's $3.5 million in the form of a grant and the city will use this to expand the safety ambassador, mediator program in downtown oakland and in chinatown. this is to help combat crime which has been a well-documented program here within the city of oakland. this money will be used in a conjunction with a unit-based organization called family bridges which will expand the mediator program. they are trained to help de-escalate calls that are considered to be non-emergency, non-medical. they free up emts and police officers so they can handle the more serious situations and here is oakland mayor sheng thao moments ago. >> trachlg traffic safety such as commercial burglaries, auto burglaries and vehicle theft and require the involvement of our police officers. so i want to thank opd for the great job that they are continuing to do. >> we need to start working together and

nbc bay area's bob redell is joining us from outside the refinery and that's where he has been monitoringvirtually. what have you learned? >> good morning, marcus. apparently the workers at the martinez refinery company behind me did not realize their facility was releasing coke dust into the air until a day later, not until after people in the community called to complain. this is based on interviewses with employees and documents obtained by the refinery by an independent investigator hired by contra costa health who you can see are releasing his findings in the health department's oversight community via zoom meeting. it happened during a failure called catalytic cracking and this is a process that they use to crack or breakdown larger hydrocarbon molecules into smaller molecules. the release happened on november 24, 2022, but the problems started on november 21st, a few days before when an air controller failed and the cracker shut down according to the investigator. the investigator found there were eight root causes to the release including worker fatigue. he found that for whatever

nbc bay area's bob redell joins us live from outside the hall of justice in san jose where i understand he just attended a hearing for shannon o'connor. this could be pushed back now, bob, for several months. >> reporter: correct. good morning. shannon o'connor asked a judge to be referred to the public defender's office for a new attorney. now, connor, who's been in jail for over two years now, appeared this morning at department 39 at the san jose hall of justice behind me. you can see her seated with her private attorney, brian madden. madden informed the judge this morning that his client can no longer pay her attorney's fees and that she needs a public defender, which would be paid for by the government. legal analyst steven clark tells us this means the trial could be delayed at least six months, in his opinion. as this new attorney, whoever that is, would need that time to go through the evidence and become familiar with o'connor's case. late last year, a grand jury indicted o'connor on seven additional felonies, including one charge she allegedly encouraged sexual acts between s

. >> "today in the bay"'s bob redell joining us live this morning. now local groups want to make sure that there is a plan to move the community forward, despite the loss of the team. >> reporter: correct. good morning to you, marcus and laura. yes, the group is called the oakland united coalition. this is a group of faith, labor and community organizations, and they're going to speak to the media at 10:00 this morning to urge the alameda county board of supervisors to, in their words, adopt a firm stance on what should happen to the coliseum site after the oakland a's leave, assuming that's what they're going to end up doing. this coalition believes the site should be developed in a way that creates jobs and more housing, but they're frustrated with a's owner john fisher and his actions with regard to the future of the site and they want the county to back out of the sale of the county's 50% stake in the coliseum. the oakland a's are no longer rooted in oakland. our nbc bay area sky ranger was over head yesterday as workers removed the signage that r

"today in the bay"'s bob redell is live for us outside of the hall of justice in san jose. a trial that has been playing out for quite some time now. >> reporter: well, the preliminary hearings have, yes. shannon o'connor has been in jail for over two years waiting for a trial date. at 9:00 this morning, she's expected back in the hall of justice behind me in san jose for this hearing. during this hearing we expect the judge to set a trial date for her trial and also to identify her attorneys. it is not unusual for a defendant to use one attorney or one set of attorneys for the preliminary stages of the case and then reassess whether they want a different attorney for the trial itself. we should learn if that is the case later this morning. late last year a grand jury indicted o'connor on seven additional felonies, including at least one charge that she allegedly encouraged sexual acts between some of the teenagers at these parties in los gatos, which she is accused of hosting and providing alcohol for. she faces a total potential sentencing of 31 years if found guilty, ins

"today in the bay"'s bob redell joins us live from walnut creek where pg&e has been on the scene of juster outage. how is it looking, bob? >> reporter: the power is still out at the intersection here at homestead. you can see the traffic lights. in the back ground, you can see a power pole that snapped in half and that is leaning over traffic. what you can't see, there is a pg&e truck, they've got a cherry picker up and they've attached the power pole to the cherry picker so it doesn't fall down. the workers are on scene. we assume they're waiting for sunlight to come up, waiting for equipment or a combination of both. but they are aware the power is out here. people are obeying the rules, they are stopping at this traffic light and treating it as a four-way stop. unfortunately, this is a familiar scene throughout the bay area after yesterday's storm brought lots of wind and took down a number of trees. for instance, in the south bay, a tree fell onto the light rail tracks at 2nd and santa clara in san jose. some vta stations lost power yesterday. it's not clear if those will be re-energ
