i also want to commend and pay tribute to representative bobby scott for the tremendous leadership and work that he provides each year, helping the congressional black caucus analyze, synthesize and look seriously at how we move forward as we prepare a budget. as has already been indicated, budgets are indications of priorities. what is it that you're really hoping to do? what do you really hope to accomplish? and so this budget i view as a tremendously positive alternative to any other budgets that we have seen, that i have seen at this time. so i rise in strong support of the congressional black caucus' f.y. 2013 alternative budget. february's job report reveals three months of strong jobs growth in america. while there is a sigh of relief for millions of consumers and the unemployed, moving from the sidelines in search of work with hopes that their prospects will improve, there is no change for the 5.4 million long-term unemployed, 8.1 million involuntary part time workers and marginally attached individuals no longer in the labor force who wanted and were available for work and loo

[applause] we have your mayor.applause] and i want to say thank you to our outstanding secretary of commerce here. he is doing great work trying to create jobs and opportunity across the country. it is great to be back in petersburg. last time i was here was during the campaign. i had my boss pullover, tried to get a cheeseburger -- buss pullover, try to get a cheeseburger. some of you may think this violates my wife's let's move program. [laughter] but she gives me a past when it comes to a good worker. -- a pass when it comes to a good burger and fries. in 2008 we were talking about wereworking america'ns already having a tough time. it was getting tougher to afford health care or to send your kid to college. the economy was already shedding jobs. in less than a decade, nearly one in three manufacturing jobs have a -- had vanished, and then the bottom fell out of the economy, and things got that much tougher. we were losing 700,000-to- 800,000 adopt -- jobs a month. the economy was hemorrhaging. 3.5 years later,

that happens to me and bobby scott all the time. we get confused with each other's states and personalities because we sit beside each other in judiciary and we're good friends. so i'm never insulted when anybody does that to me. i dare say that folks are watching this proceeding on c-span or at home, they're wondering, who in the world is john sullivan? and i think that's probably the highest commendation that we can give to john sullivan as a parliamentarian. because if he had been involved in any kind of controversy or one side or the other in this institution had accused him of misinterpreting rules, then people would know that there's a parliamentarian that's basically the referee in this institution. mr. watt: that both sides have to respect in order for the institution to work effectively. there have been no controversies -- i mean, that the people outside know about. we know inside our institution that the parliamentarians are dealing with controversial rulings, close rulings, trying to figure out what the precedence are for

bobby kipper. >> thank you, congressman scott and for having me to capitol hill to talk about such an amazing i think legislation that i, and with dr. leap, wondering why i'm continuing to come and talk about this. i believe we've been doing this for about two cads or better. we were talking this a long time ago in newport news, virginia. 1977, i joined my hometown police department in newport news. as a third grader, i wanted to be a police officer. i got that opportunity at the young age of 20. i joined a department and saw a lot of things i thought were very unusual, but remember being judged by the number of people we locked up. a good police officer works in numbers. a good police officer was one who stepped up to the plate and made sure everybody knew who he was in the community not from a peaceful perspective, but from a perspective of making sure that incarceration was at the top of your list. it went on that track for a number of years early in my police career, then was asked by a supervisor to go to one of our local elementary schools, actually a very young primary school, on 16th street i

chair, i would like to yield time to the chairman of our committee, bobby scott of virginia. the chair: how much time? mr. cleaver: three minutes. the chair: the gentleman from virginia is recognized for three minutes. mr. scott: the congressional black caucus budget is more credible and more responsible alternative than the underlying republican budget. the c.b.c. budget significantly reduces our deficit while increasing economic opportunities and promoting job creation in every corner of our society. great deficit reduction is about making tough choices but the path to fiscal responsibility must not be on the backs of our most vulnerable communities. our budget makes those tough choices but doesn't jeopardyize social security. the fundamental choice we have to make is the choice between millionaires and medicare. the c.b.c. budget extends the bush-era tax cuts only for the hard-working middle class americans and pays this through tax reform by closing loopholes detering speculation in the stock market, the speculation that created the crisis and the recent gas price increas
