boehner's resolution. i also oppose mr. kucinich's resolution because i don't think we should pull away from this mission, should pull out of what nato is doing and the very important work that's going on in libya. mr. boehner's resolution doesn't do any of that. it boldly states that the president has not made a case for the mission in libya. i very strongly disagree with that assessment. now, i will agree, and mr. mckeon and i share the frustration that prior to the launching of this mission there was inadequate of communication between this president and this congress and the president and the americ people for reasons of getting into that mission. since that time the president has made it clear why we went into libya. we had a unique situation. i do not believe that the american mirblet should intervene in every conflict in every country. it shouldn't conflict in almost any of them. it takes a unique set of circumstances to call for that intervention. in libya we had, i believe, that unique set of circumstances. number

the president is playing golf today with house spooeker john boehner.who's saying he wants to challenge the president, that the president should have gotten congressional approval before launching any military involvement into libya. is he right? are those who say that right, that the president should have gotten congressional approval? >> it's less than 2% of congress that filed the lawsuit although most of the republicans are saying that. the bottom line on this thing is the definition of hostilities. congress left it vague. it's a sign to judge reggie walt what did the scooter libby case. in the history of american law, no federal judge has ever resolved this kind of dispute between congress and the preside president. bottom line, the case will be thrown out. >> oh, really? richard, do you see it this way? the president was a former constitutional law professor. and he knows constitutionality. at least that's the thinking. he felt like he didn't even want to take on the advice of the pentagon lawyers who said, you need to get congressional approval.

john boehner has a bunch of members who were elected who don't want even less than others for decade have wanted to vote for debt limit. it's totally partisan. the president is a republican and asks for debt limit increases, democrats flee and vote no. the opposite if there are democrats in the white house. now the republican members can say i oppose a debt limit increase and then when we get to the summer and there's a deal on spending reduction they can say i insisted on those and now i'm going to vote for the debt limb limit increase. -- debt limit increase. what is the mix of broad targets where you can't agree on specifics and some specifics both in the entitlement and discretionary programs in order to achieve a coalition to get that debt limit increase? it's going to be ugly along the way. probably not going to get done too quickly. some people talked about the early part of july but i think it's likely to go up to the break. >> how serious is this if the debt limit is not raised? is there a uniform agreement that this would be catastrophic for the markets and things. i hear s
