house speaker john boehner says the republicans fight to repeal the law is not over as well. law is broken. it is raising costs for american families. it is raising costs for small businesses and it's just broken. >> and we will continue our efforts, to do everything we can to put the american people back in charge of their own healthcare, and not the federal government the house has voted dozens of times to repeal the law now today's ruling highlights the five year fight that has surrounded the affordable care act. through it all it's been difficult to sort out fact from fiction to determine if it is working. two drastically different pictures emerge when talking about the affordable care act, either it is an expensive failure an individual mandate does not make health insurance more ard toble it makes it more expensive by forcing customers to purchase more that they may not want. >> or a win for america's health care system. >> it means that the millions of people who have been receiving subsidies that make all the difference in terms of whether health insurance is affordab

and if you want to read between the lines of what speaker boehner was saying there, as michael shureeporting there is some ambivalence from republicans about this issue. they were actually turned that the supreme court would rule in their favor. you saw the president -- i thought it was interesting, stephanie in the sound bite that we played from the president, at one point turn and sort of give a knowing smirk to joe biden. you remember at the moment of victory when the affordable care act passed congress in the east room joe biden was there by that occasion and was caught by the open mic issuing an infamous to president obama, this is a big f-word deal. [ laughter ] >> reporter: so the president spoke of the defeats and certainly there have been challenges. the biggest defeat he lost congress as a result of passing and pretty much ramming through the affordable care act with that super vote majority he had. republicans took the congress. there was the horrendous rollout of the healthcare.gov rollout, there have been things that the president has had to sort of take back if you like

speaker boehner wouldn't even comment. listen to this. >> did you expect something different when john roberts was confirmed to the supreme court? are you disappointed in how his tenure has turned out? >> i'll let the legal beagles around the country debate the chief justice of the supreme court. i'm just a mere speaker of the house. >> but on twitter, we saw conservatives tweeting things calling him benedict arnold w.'s biggest mistake. one person said he was being blackmailed or intimidated by president obama. pretty strong reaction isn't it congresswoman? >> well, it's ridiculous. i mean the truth of the matter is that had they ruled against the affordable care act, i think it would have been the most political decision since bush v. gore. all of the evidence is very clear. there were four words that mentioned the states. it never had language that excluded the federal government. and all of the decisions that have been made by the congressional budget office by the internal revenue service, by the republicans themselve

boehner. it is possible that there may be requests from the white house. the case we would make would be focused on the amount of benefits that are included. we will send you the letter from the secretary detailing the extensive assistance that would be offered in explaining how it is not just a renewal of your previously-past package but is a significant expansion. >> i want to bring your attention to something that one of your supporter said. today's vote -- the president, so i am wondering, how do you square the claim that the strategy is working when your allies are saying or suggesting that the president's persuasion is diminished? >> all it would do is encourage them to consider the track record. that over the last month, we have seen that the senate came together and beat the odds and built a bipartisan majority. the senate came together to build the majority. today, they came together -- even in the face of intense skepticism. the remaining block -- one that i can acknowledge is when i

speaker boehner has scheduled another vote on tuesday, what is in not vote? guest: it is due to happen on tuesday, unless there is some drastic change of plans. basically, it would be a vote to reconsider the friday vote on trade adjustment assistance. if traded just adjustment assistance, it goes to the white house, and the deal is done. this gives president obama and pro trade democrats to lobby supporters, and really make the case to vote for trade adjustment assistance. people who want this to take place in a democratic party say the number was much lower. they will try to make the case to colleagues over the weekend. one thing is clear and that is that republicans will not shore up any more vote. there were 84 republicans that -- 86 republicans who voted for trade adjustment assistance, and a program that they traditionally never support. that is an extraordinarily high number four republicans. a lot of them with ties to leadership were holding their noses and doing their part to try to get the ball rolling. it is really up to them -- democrats at this p

speaker boehner is kind of rolling the dice.is gambling that his side has the momentum right now. i think there is also a concern among leadership, among even the white house, that the longer you postpone these votes, if you push it into next week there is a risk of starting to lose that momentum. you give opponents a greater opportunity to rally against these measures, to spend money in congressional districts, you know, in terms of television ads and so i think you know, speaker boehner is making a calculation and the white house is making a calculation that they need to strike now while they feel the momentum is on their side. >> where is the senate in the trade process? >> well, this -- most of this package already has passed the senate. so you know, they are taking up what essentially are senate-passed bills. there is a concern -- there has been a concern this week that if you tweak some of those senate-passed bills with amendments that democrats have demanded, then you'd have to send, you know part of this package back to

"we are committed to ensuring both tpa and taa get votes in the houpsse and senate and sent to the president for signature. it is our sbhentintent to have a conference on the customs bill and complete that in a timely manner so that the president can sign it into law. mr. cowen your reaction? >> yeah they are making this as complicated as possible. so the customs bill in the house. they added on nothing that any trade deal can acknowledge climate change. so that has to go to conference. because the senate didn't have that. they also added details on immigration and preventing immigration or labor mobility from being part of any trade deal. any trade deal. not just tpp. that is the customs conference committee. then they are adding somewhere there will be another vote and somehow the house will approve some version of trade adjustment assistance. this is outrageous. american people need to rise up and say stop this tomorrow.
