bonamici: thank you, mr. chairman. i rise to offer an amendment to increase funding for senior nutrition programs under title iii they have older americans acts. my amendment funds these levels at -- funds these programs at levels authorized by the house last year. we are in the middle of an unprecedented demographic shift as this country ages. the population of older adults is growing faster than at any time in history. as we go older, we all want people across the country to be able to age with dignity, hell, and independence, in their own communities, for as long as possible. for more than 50 years, the older americans act supported community based providers that reach more than 11 million seniors an care givers annually. in each and every one of our districts, providing person-centered assistance to elp people age in place. >> these critical services include home delivered and congress regate meals, to make sure older adults are getting the nutrition they need to keep them healthy and engaged, which educes the fall

bonamici. the chair: the gentlelady is recognized. ms. bonamici: thank you, mr. chair. i thank the gentlelady for yielding. i rise today in support of the en bloc amendment which includes my bipartisan amendment to highlight the need to fully fund student support and academic enrichment grants. these grants are critical to the successful implementation of title 4 of the every student succeeds act. schools across the country can use the student support grants to give all students access to a well-rounded education. the grant program is also important because it was created to allocate funding by formula, which levels the playing field so small school districtses can get their fair share of funding. i'm disappointed that this bill funds student support grants significantly lower than the original $1.65 billion authorized in the every student succeeds act. and i hope there will be an opportunity in the senate to increase funding for these critical student support grants. thank you to the chairman and ranking member for including my amendments in an en bloc passage. and --

i'd like to recognize miss bonamici. >> thank you. i'm from oregon so this was a very big deal in our state. the estimate was we had 4 million people come into our state. we only had 4 million people in oregon and it was significant to our state and inspiring and we had hobbyists and families traveling to my home state. the science and energy hosted an event and oregon state hosted exhibits, educational lectures. the university had research projects they initiated on the coast. a team of students from the community college and osu launched a balloon from the research vessel, pacific storm, to capture live video and investigated altitude temperature and pressure variations. that was exciting. the ocean's observatory initiative studied how zoo blank tons responded to the darkness an hour before the sky started going dark and started their night time feeding and the ocean temperature barely moved even at totality. >> from what i personal felt, and i was at 99% in my own neighborhood. the temperature dropped significantly, something every

amendment is supported and sponsored by myself congress and hastings congresswoman waters gomez bonamicimccollum and quigley. this amendment is number 42 and it would increase funding to the united states interagency council and homelessness to $3.6 million which is really the same as fiscal year 17. this amendment is offset with funds from the hud i.t. account. it would also eliminate the sunset date to keep it open beyond september 30, 2018. as we all know homelessness is a complex and multifaceted problem that cannot be solved by any single agency, level of government, sector or system onto some big united states interagency council on homelessness also known as -- brings together multiple federal agencies to improve collaboration and to ensure resources are not duplicated. it also works with counsel to share best practices that leverage limited local resources to help as many families as possible. the council may not provided direct service but their work ensures that organizations which do provide services or using their dollars efficiently and effectively. since 2010 the council's
