so i represent the pro bono project, and the pro bono project has since 1986 been focused on providingal services to individuals who normally could never afford it. and so we know that during covid, it's been very difficult for people to get the referrals that they normally would come to us with. and so because of closures of programs, because of the shelter-in-place, we have had a tremendous impact on people coming to our office or not knowing how to get a hold of us. so it's been very difficult. and so just to kind of give you an overall view, since march of last year when, you know, covid got kicked into place and the shelter-in-place order came in, the sheriff's department reported that there was an increase of 40% in domestic violence cases, which is, you know, unheard of and terrible for the people that are going through it. at the same time, itakes sense. it makes sense in that, you vulnerable, abusive relationship, now you add job loss t in the house with those feelings that everybody's getting, you know, the feelings and anxiety percolate in that situation. then obviously they

a number of years ago, i was representing pro bono a tenant wofs being evicted. the sheriff's office sent a deputy to see where the lady was going to live on the day of the eviction. on the day of the eviction, the sheriff's office brought a social worker to deal with the problem. the social worker had a much more appropriate and deescalating response. the crisis response team when fully trained and running full-time will be able to serve a preventive and social work role for the city. change is always hard but it works and it will work. when you're allowed to smoke in restaurants and bars. the owners were viamently opposed to the change. over time, they adapted to the change and i am sure not very many of them want to go back to the way it was. hopefully, these changes, these reforms to the police department will work and they too realize it's for the better. our justice system works most of the time for most of us, but it's not perfect and i have fought for the victims who've been left out of that system time and time again. i have dedicated my entire professio

i was only representing individuals through my extensive pro bono work. wanted to do it full-time. now with the benefit of 10 times -- 10 years of service, i was correct about the reward that comes from helping our country to live up to its constitutional ideals in the sixth amendment. that everybody should have assistance of counsel. what i did not appreciate when i began but learned was how gratifying it was to walk with someone through the toughest days and nights of their lives when they were being judged for the worst moments in their lives. to serve as a guide, counselor, investigator, social worker, strategist, negotiator, there were so many hats in addition to a trial litigator, appellate litigator, oral and written advocate. there was no end to the variety of ways i was called upon to help people and communities and victims. because the system works when everybody is ably represented. many of my clients were clients when they put victims of day before. it was a robust way for us to live up to our constitutional values. sen. hirono: thank you. sen
